PRESENT Swen Larson, Mayor Pat Gilbreath, Mayor Pro Tem Gilberto Gil, Councilmember Geni A. S. Banda, Councilmember Gary M. Luebbers, City Manager Daniel J. McHugh, City Attorney Lorrie Poyzer, City Clerk Michael Reynolds, City Treasurer Steven M. Chapman, Finance Director John Andrews, Redlands Daily Facts Alisa Slaughter, San Bernardino County Sun ABSENT William E. Cunningham, Councilmember Utility Tax Proposals - Mayor Larson scheduled this meeting to meet with members of the Utility Tax Advisory Committee and discuss utility tax options prior to the adjourned regular meeting scheduled for Tuesday, November 26, 1996, at 9:00 A.M. By a unanimous showing of hands, the Utility Tax Advisory Committee recommended submitting a utility tax measure to the voters on March 4, 1997, with the following provisions: 1. four percent (4%); 2. $30,000.00 "cap" for Redlands Community Hospital, the University of Redlands, and the Redlands Unified School District; 3. retain the exemption for Southern California Gas Company and Southern California Edison Company in exchange for their collection service; 4. increase the low income requirement to $1.2,000.00 for individuals and $15,000.00 for families; 5. a four-year sunset; and 6. a specific tax. ADJOURNMENT There being no further business, the City Council meeting adjourned at 5:28 P.M. to an adjourned regular meeting to be held on Tuesday, November 26, 1996, at 9:00 A.M. in the City Council Chambers, Civic Center, 35 Cajon Street, Redlands, California.
