Cunningham, Councilmember (due to a possible conflict of interest) San Timoteo Creek Flood Control Project - A special meeting of the City Council of the City of Redlands, noticed on February 20, 1997,. was opened by Mayor Larson to discuss an agreement between the San Timoteo Greenway Conservancy, City of Loma Linda, Bryn Mawr, and the City of Redlands regarding the San Timoteo Creek flood control project. Peter Kiriakos, President of the San Timoteo Greenway Conservancy, presented the following proposed agreement: The undersigned have two goals with respect to the portion of the San Timoteo Creek flood control project commencing at Barton Road and continuing easterly to the east terminus of the project: 1. Protect,preserve and restore the creek's natural resources in this segment of the creek through the following design characteristics: 1.1 A continuous "soft bottom" greenway the entire length with no concrete sections and gentle, earth-covered channel sides where feasible. 1.2 Modification of the Beaumont Road and San Timoteo Canyon Road stream crossing to accommodate the continuous soft bottom. 1.3 Elimination of fencing on this section of the project. Special Meeting February 25, 1997 Page 1 1.4 Restoration and enhancement of wildlife and riparian habitat affected by this section of the project. 1.5 Cooperation in the development of recreational amenities including trails and the preservation of cultural and historical resources. 1.6 Ensure that the "soft bottom" design will not degrade the groundwater recharge capabilities of'this section of the creek. 1.7 Design and locate "sedimentation"facilities so they have the least negative aesthetic and environmental impact on the creek and canyon environment. 2. Protect the lives and properties located within the bounds of the current FEMA flood way and flood plain map from a 100 year event, and thus allow FEMA to lift the flood map. The entities represented below will closely cooperate in a diligent effort to secure funding to accomplish these goals without substantial delay. City of Loma Linda City of Redlands Bryn Mawr San Timoteo Greenway Conservancy Susan Taylor, member of the San Timoteo Greenway Committee, angrily informed Councilmembers they were not invited to participate in the discussions regarding this proposal and expressed concerns she felt were not addressed by the San Timoteo Greenway Conservancy. Loma Linda resident Mike McFadden expressed uneasiness about breaking up the channel. Councilmember Banda desired a cover letter be addressed to the Loma Linda City Council urging them to sign this agreement in the spirit of unity. Councilmember Larson moved that the Redlands City Council support the document presented at this meeting (contained within these minutes). Motion seconded by Councilmember Gilbreath and carried by AYE votes of all present. ADJOURNMENT There being no further business, the City Council meeting adjourned at 9:50 A.M.
