HomeMy WebLinkAbout022500cc_CCv0001.pdf MINUTES of a special meeting of the City Council of the City of Redlands held in the Council Chambers, Civic Center, 35 Cajon Street, at 7:45 A.M. on February 25, 2000. PRESENT Pat Gilbreath, Mayor Gary George, Mayor Pro Tem John L. Freedman, Councilmember Susan Peppler, Councilmember Gary M. Luebbers, City Manager Daniel J. McHugh, City Attorney Beatrice Sanchez, Deputy City Clerk ABSENT Karl N. "Kasey" Haws, Councilmember Assembly Bill 1.544 - City Manager Luebbers stated he welcomed this opportunity to address Councilmembers as a group to review the following pertaining to Assembly Bill 1544: (1) The hearing scheduled February 24th in Sacramento was rescheduled to Monday, February 28th at 2:30 P.M., due to legislators' scheduling conflicts. (2) While working on behalf of :Redlands, Lobbyist Sande George reported that she was notified by Committee Chairman Rainey that he wants to ensure that Redlands has an opportunity to testify. (3) A meeting has taken place with John Mirau and Tim Chaikovsky, representatives from Majestic Realty, and future meetings are expected. Councilmember George acknowledged he experienced a level of frustration with meetings being changed so many times. However, since Chairman Rainey is kind enough to reschedule the hearing he would like the City Council to reconsider the previous Council action of February 15, 2000, to make sure we have a representative from Redlands at the hearing on February 28th. Councilmember Peppler concurred that she too was frustrated with the postponements; nonetheless, we do need to continue pursuing the rights of Redlands; it is in our best interest to attend the hearings. Councilmember Freedman, pointing out that Mr. John Mirau is in the audience, added that we have been professional and helpful and that he supports the new Council's efforts. Responding to Mayor Gilbreath's inquiry about Mr. Louis Fletcher's proposed development agreement City Attorney McHugh stated that Mr. Fletcher agrees with the proposed rough draft document, he will make his official response following his attorney's review. Similar agreements were also offered to all donut hole property owners in a letter from Councilmember George and a number of owners have called the City Manager's office indicating an interest in negotiating. Mayor Gilbreath then moved to rescind the Council's former action of February 15, 2000, and make a positive statement that we will participate and attend whatever hearings are held. Motion seconded by Councilmember George and carried by AYE votes of all February 25,2000 Page 1 present. Councilmember Peppler agreed to represent the City along with Lobbist Sande George.
