The meeting was opened with an invocation by Mayor Pro Tem George
followed by the pledge of allegiance.
PUBLIC HEARING
CDBG Funds - A public hearing was advertised for this time and place to
establish prioritization and funding distribution of the Community Development
Block Grant (CDBG) proposals for the 2000-2001 funding cycle. This is the
26th year of implementing the CDBG program. This year the City received 47
proposals totaling $3,082,836.00; however, the City's HUD allocation is
$408,000.00. The 15 percent funding limit for public service activities
continues to apply. Accordingly, the maximum CDBG funding total that the
City of Redlands may allocate to the public service category is $61,200.00.
Staff's recommendations were presented to Council based upon how the
proposal benefits the Community, the number of low and moderate-income
people served, and the organization's track record.
Mayor Gilbreath declared the meeting open as a public hearing and turned the
meeting over to Mayor Pro Tem George after citing a conflict of interest with
four applications being considered. Representatives from the following
organizations then addressed Council: Boys and Girls Club of Redlands;
Family Service Association of Redlands; Neighborhood Housing
Services/Inland Empire; and United Way of the East Valley. Mayor Gilbreath
returned to the Council Chambers and representatives from the remaining
organizations addressed Council; Camp Edwards (YMCA Redlands); City of
Redlands, Community Development Department, Code Enforcement/
Demolition Program; City of Redlands, Fire Department; City of Redlands,

Police Department, Recreation Division; City of Redlands Public Works
Department; (via letter) Cornerstone Christian Preschool, Inc.; San Bernardino
County Community Services Department/Department of Aging and Adult
Services (meals on wheels); Elder Citizen Protection Services, Inc.; Fontana
Native American Indian Center, Inc.; Inland Temporary Homes; Legal Aid
Society of San Bernardino, Inc.; Redlands Community Music Association, Inc.;
San Bernardino Sexual Assault Services, Inc.; Steelworkers Oldtimers
Foundation (home maintenance program); The Salvation Army Redlands Corps,
Inc.; Y'Alliance (formerly the YWCA of Redlands); and YMCA of Redlands.
There being no further comments, the public hearing was declared closed.
On motion by Councilmember Freedman, seconded by Councilmember Haws,
Council voted to allocate funding to the following Community Development
Block Grant public service projects for the 2000-2001 Community
Development Block Grant year with Mayor Gilbreath abstaining:

Following discussion, on motion of Councilmember Freedman, seconded by
Councilmember Haws, Council unanimously eliminated the City of Redlands
Fire Department's washer & dryer request, directed the City Manager to find
funding elsewhere, and moved the Y-Alliance request to the "construction.
projects" category.
On motion by Councilmember George, seconded by Councilmember Haws,
Council voted unanimously to allocate funding to the following Community
Development Block Grant public service projects for the 2000-2001

The Salvation Army Redlands Corps, Inc. 2,000.00
On motion by Councilmember Freedman, seconded by Councilmember Haws,
Council voted unanimously to allocate funding to the following Community

Following discussion of the "construction/acquisition project" category and the
"administrative costs" category, Council unanimously voted to allocate funding
to the following Community Development Block Grant construction/acquisition
projects and administrative costs for the 2000-2001 Community Development

PUBLIC COMMENTS
Mr. Alex Ray, representing Fontana Native American Indian Center, extended
an invitation for everyone to attend the Homeless Fair, April 5, 2000, at San
Bernardino International Airport (formerly Norton AFB). Many services will
be provided for the homeless like medical examinations, showers, clothing,
meals and California identification cards.
ADJOURNMENT
There being no further business, the City Council meeting adjourned at
7:38 P.M. The next regular meeting will be held on March 7, 2000.
