PRESENT Susan.Peppler, Mayor Gilberto Gil, Mayor Pro Tem Pat Gilbreath, Councilmember Gary George, Councilmember Jon.Harrison, Councilmember ABSENT None STAFF John. Davidson, City Manager; Lorrie Poyzer, City Clerk; Michael Reynolds, City Treasurer; Jim Bueermann, Police Chief, Mel Enslow, Fire Chief, Don McCue, Acting Library Director; Tina Kundig, Finance Director; Tom Steele, Assistant Finance Director; Ronald C. Mutter, Public Works Director; Marjie Pettus, Administrative Services Director; Gary G. Phelps, Municipal Utilities Director; and Jeffrey L. Shaw, Community Development Director 2004-05 Budget - City Manager Davidson reported the City Council has held a series of workshops reviewing the proposed 2004-05 budget. Supplemental departmental requests were submitted and reviewed by the City Council on June 15, 2004. Finance Director Kundig presented an updated fund balance status which reflected the supplemental requests approved by the City Council on June 1.5, 2004, and shows a projected $287,106.00 ending fund balance. Following discussion, Councilmember Peppler moved to adopt the 2004-05 budget and department supplemental requests. Motion seconded by Councilmember Harrison and carried with Councilmember Gilbreath voting NO. CONSENT CALENDAR Lease Agreement - North. Orange Street Police Substation - On motion of Councilmember Peppler, seconded by Councilmember George, the City Council unanimously approved a lease agreement with Ryken Investments for the North Orange Street Police Substation located at 1568 North Orange Street and authorized the Mayor and City Clerk to execute the lease agreement on behalf of the City. Resolution No. 6283 - PERS Contract Amendment - On motion of Councilmember Peppler, seconded by Councilmember George, the City Council unanimously approved Resolution No. 6283, a resolution of intention to approve an amendment to the contract with the Board of Administration of the California Public Employees' Retirement System. This amendment will provide an enhanced retirement option with Cal/PERS for fire and police safety employees by changing to the three percent (3%) at 50 formula to be Special Meeting June 29,2004 Page 1 implemented January 2005 in accordance with the Memoranda of Understanding with the Redlands Professional Firefighters Association and the Redlands Police Officers Association. PUBLIC COMMENTS Summer Attire - Councilmember George announced that as of this meeting he will not be wearing a jacket at City Council meetings during the summer months when the temperature will be much hotter. He invited fellow Councilmembers and staff to join him. Birthday Wishes - Councilmember Gil extended best wishes to City Treasurer Michael.Reynolds who is celebrating his birthday on this date.
