Mutter, Public Works Director; Michael Reynolds, City Treasurer NEW BUSINESS Resolution No. 6340 - Ratifying the Existence of a Local Emergency - As a result of emergency response conditions and hundreds of hours of clean up following rain storm and flooding damage on October 20, 2004, the Mayor called for a Special Meeting of the City Council to ratify the emergency proclamation that was signed on October 21, 2004. It was noted that the Redlands Municipal Code provides the authority for the Emergency Services Director to proclaim the existence of a local emergency when the City Council is not in session. However, the emergency proclamation is subject to ratification by the City Council within seven calendar days following the event. This action will significantly enhance the City's disaster recovery efforts and the City's ability to access Federal monies to repair the damages that resulted from the rainstorm. Fire Chief Enslow, Battalion Chief McKee and Public Works Director Mutter updated Councilmembers on the numerous incidents of damage because of last night's storm as well as last week's. City Manager Davidson commended Public Works Director Mutter for his assistance to the residents. In response to Mayor Peppler's inquiry, Mr. Mutter explained his department's policy for sandbag distribution. Additionally, each fire station has a supply for residents. Battalion Chief McKee informed the Council that he became aware the Counties of Riverside and San Diego have appealed to the Governor of California for a Declaration of Emergency which should occur a few hours from now. This would also assist Redlands accessing Federal monies to repair damages. On motion of Councilmember Peppler seconded by Councilmember Harrison, Resolution No. 6340, ratifying the existence of a local emergency, was approved by aye votes of all present. Special Meeting October 27,2004 Page 1 PUBLIC COMMENTS Mr. Randy Rozema thanked the City and especially the Public Works Department for delivering sandbags in a truck to him. New construction adjacent to him has channeled water through his home. Although he's been clearing water out this morning, he came down to say, "thank you."
