MINUTES of a special meeting of the City Council of the City of Redlands held in the
Council Chambers, Civic Center, 35 Cajon Street, on May 20, 2008, at
2:00 P.M.

Mayor Harrison called the special meeting of the City Council to order;
Planning Commission Chairman Macdonald called the special meeting of the
Planning Commission to order.
PUBLIC COMMENTS
Mayor Harrison provided an opportunity for the public to address them on the
subjects which were scheduled on the special meeting agendas for the City
Council and the Planning Commission. There were no comments forthcoming.
PRESENTATIONS
Santa Ana River Wash Plan - Community Development Director Orci reported
the Upper Santa Ana River Wash Land Management and Habitat Conservation
Plan (Wash Plan) is a multi-faceted, multi-agency and multi-property owner
project that provides the coordinated development and management of the
resources in the Wash Planning Area. The San Bernardino Valley Water
Conservation District is the lead agency on this project. The Draft
Environmental Impact Report (CD available in the City Clerk's Office) is
currently undergoing a public review period mandated under the California
Environmental Quality Act. Staff is reviewing the document and will provide
comments to the San Bernardino Valley Water Conservation District by the end

of the review period which is May 23, 2008. Randy Scott, Wash Plan Manager,
presented an overview of the Wash Plan, described the role of the City and its
related actions to implement the Wash Plan and answered questions from
Councilmembers and Planning Commissioners. Planning Commissioner Carol
Dyer expressed appreciation to Mayor Harrison for his participation in the
preparation of the excellent document. Mayor Harrison noted that
Councilmember Gary George served as the City's liaison before him.

ADJOURNMENT
There being no further business, the City Council and Planning Commission
meetings adjourned at 2:59 P.M.
