PRESENT Jon Harrison, Mayor Pat Gilbreath,Mayor Pro Tem Mick Gallagher, Councilmember Pete Aguilar, Councilmember Jerry Bean, Councilmember ABSENT None PLANNING COMMISSION James Macdonald, Chairman; Ruth M. Cook, Carol Dyer, Paul Foster, John E. James, Gary Miller and Eric R. Shamp STAFF N. Enrique Martinez, City Manager; Daniel J. McHugh, City Attorney; Lorrie Poyzer, City Clerk; Jim Bueermann, Police Chief, Jim Drabinski, Fire Chief, Daniel Hobbs, Redevelopment Agency Director; Oscar W. Orci, Community Development Director; Deborah Scott-Leistra, Human Resources Director Mayor Harrison called the special meeting of the City Council to order; Planning Commission Chairman Macdonald called the special meeting of the Planning Commission to order. PUBLIC COMMENTS Mayor Harrison provided an opportunity for the public to address them on the subjects which were scheduled on the special meeting agendas for the City Council and the Planning Commission. There were no comments forthcoming. PRESENTATIONS Santa Ana River Wash Plan - Community Development Director Orci reported the Upper Santa Ana River Wash Land Management and Habitat Conservation Plan (Wash Plan) is a multi-faceted, multi-agency and multi-property owner project that provides the coordinated development and management of the resources in the Wash Planning Area. The San Bernardino Valley Water Conservation District is the lead agency on this project. The Draft Environmental Impact Report (CD available in the City Clerk's Office) is currently undergoing a public review period mandated under the California Environmental Quality Act. Staff is reviewing the document and will provide comments to the San Bernardino Valley Water Conservation District by the end Special Meeting May 20,2008 Page 1 of the review period which is May 23, 2008. Randy Scott, Wash Plan Manager, presented an overview of the Wash Plan, described the role of the City and its related actions to implement the Wash Plan and answered questions from Councilmembers and Planning Commissioners. Planning Commissioner Carol Dyer expressed appreciation to Mayor Harrison for his participation in the preparation of the excellent document. Mayor Harrison noted that Councilmember Gary George served as the City's liaison before him. PUBLIC COMMENTS None forthcoming.
