MINUTES of a special meeting of the City Council of the City of Redlands held in the
Council Chambers, Civic Center, 35 Cajon Street, on February 3, 2009, at
1:30 P.M.

PUBLIC COMMENTS
Mayor Harrison called the special meeting of the City Council to order.
Planning Commission Vice Chairman Miller called the special meeting of the
Planning Commission to order. Mayor Harrison provided all opportunity for
the public to address the City Council and the Planning Commission on the
subject which was scheduled on this special meeting agenda, No comments
were forthcoi-ning.
WORKSHOP
Draft Revised Downtown Sp-cific Plan - Assistant Community Development
Director DalqUest reported a joint work-shop was held on December 16, 2008,
with the City Council and the Planning Commission to discuss key policy issues
regarding the revision and update of the Downtown Specific Plan. The purpose
of this second joint workshop is to conclude discussion of the remaining policy
issues raised in the issue paper prepared by staff and to provide direction on the
continued processing of the Revised Downtown Specific Plan. The 15 key
Issues to be addressed were: civic buildings in downtown; pedestrian circulation
at Third Street and the railroad crossing; street closures; State Street being
changed to two-way; parking structures and parking plan; zoning districts as
proposed that are not parcel specific; land use considerations, restrictions oil
certain uses; land use considerations, current SC zones; restaurant row; building
height, iniminum building height; narrowing streets, Specific Plan boundaries;
financing; and promoting Green and LEED development. The first three issues
were discussed at the earlier joint workshop, and the remaining issues discussed
at this meeting, Representatives from Torti Gallas were also present.
