MINUTES of a special meeting of the City Council of' the City of Redlands held in the

By consensus, the City Council decided to hear public comments regarding the
budget following its presentation,
PROPOSED BUDGET
L�rMoseLftsg4JL Year 2CSC?9-2010,,dud yet - City Manager Martinez reported the
Budget Committee (Councilmembers Aguilar and Bean) inet twice and
expressed his appreciation for their input. Finance Director/City Treasurer
Kundig reviewed the proposed budget which estimates General Fund
requirements over sources for Fiscal Year 2009-2010 at $2,595,445,00, with an
ending unreserved fund balance in the General Fund of $3,552,278,W
Contributing, to the $2,5 million shortfall is $1,9 million dedicated to Public
Safety, of which $180,158.00 is recommended firom the equipment replacement
reserve for five Police vehicles and equipment. Formation of a Joint Powers
Authority (JPA,) to lease water and wastewater facilities is recommended to
close the $2.5 million gap, City Manager Martinez said that additional reductions
would need to occur without the JPA such as an additional 26 days of furloughs,
asking safety units to re-negotiate their contracts, use of one-time reserves, or
cutting departments Consultant Robert Poole briefly outlined the JPA process,

Councilmernbers voluntarily donate one check per year for every ten days of
furloughs beginning with
the second check in July. Motion seconded by

Councilmernber Harrison and carried unanitnously, Councilinember Gilbreath
noted Councilmembers are also giving, up travel reimbursement,
Councilmembers asked questions about di5erent line items, Councilmeniber
Bean moved to add the ftill-time position, which is currently vacant due to the
retirement of the Assistant City Clerk, in the City Clerk's Office that the City
Manager had recommended not be funded, Motion seconded by Councilmember
Gallagher, Following, discussion, it was decided to hold off adding line items
until final adoption of the budget, This would include the assistant's position in
the City Clerk's Office and an assistant or special project, specialist in the Quality
of Life Department, Bill Cunningham expressed concern about the Joint Powers
Authority and supported the need for coverage in the City Clerk's Office. Helen
Waitz had several questions which were answered by the appropriate directors.
Councilmembers indicated they were willing to took further at the proposed Joint
Powers Authority and agreed to meet, again on Monday, June 22, 2009, and

Redlands and there being no quorum present, the City Clerk declared the
meeting adjourned to a special meeting to be held on Tuesday, June 23, 2009, at
