Mayor Harfison called the special meeting of the City Council to order and
announced the closed session scheduled on this agenda was not necessary and no
action 'was necessary regarding the agenda it relating to a proposed
Memorandum of Understanding with the Sari, Bemardino Valley Water
Conservation District relating to the City's acquisition of the Mill Creek
spreading grounds,

LAFC0 w.Matter No, 3076 - In accordance with State law, Mayor Harrison
provided an opportunity for the public to address them onthe remaining Subject
whicb was scheduled on the agenda, David Aladjeffi, attorney for the San
Bernardino Valley Municipal, Water Distfia Mark, Bulot., representing San
Bernardino Valley Municipal Water District-, Robert Net tfeld, General Manager
of the San Bernardino Valley Water Conservation District; and Melody
McDonald, President of the Board of Director of the San. Beimardino Valley
Water Conservation District addressed the City Council, Municipal Utilities and
Engineenng Director Hoerning reviewed the, staff report recommending the City

Council oppose any proposal by the Local Agency Formation Commission
(LAFCO) to transfer the Mill Creek Spreading Basins to any entity other than
the City relating to AKO's final determination relatikg, to Matter No, 3076,
Mr, Aladjem offiered to work vAth Municipal Utilities and Erl-gineering Director.
Floerning and City Attomey McHugh to prepare a presentation for the LAFCO
hearing scheduled for Wednesday, July 15, 2008, in order to show a consensus,
Mr, Neufeld felt it was time to move on and he would encourage LAFCO not to
consolidate the districts noting the LAFCO staff report i
