MINUTES of a special meeting of the City Council of the City of Redlands held in the
Council Chambers, Civic Center, 35 Cajon Street, on December 18, 2009, at
8:00 a.m.

Public Comments - Mayor Gilbreath called the special meeting of the City
Council to order and provided an opportunity for the public to address them on
the subjects which were scheduled on the agenda. There were no comments
forthcoming.
INTERVIEWS
The City Council interviewed the top ten candidates for the elective office of the
City Clerk, which included Teresa Ballinger, Cynthia Chapman, Julie Ellis,
Steven R. Fra her, Judith Hunt, Arthur Irwin, Vivian Lauer, Karen McNeal,
Tomi Olson and David Wilkerson. On motion of Mayor Pro Tem, Bean,
seconded by Council Member Gallagher, the City Council imously
appointed Arthur Irwin to the elective office of the City Clerk.
Oath of Office — Mayor Gilbreath administered the oath of office to the newly
appointed City Clerk Arthur Irwin.
PUBLIC CQMMENTS
Stephen Rogers expressed his discontent with the process for filling the elective
office of the City Clerk in addition to the previous process for filling the elective
office of the City Treasurer.

There being no further business, the City Council meeting adjourned at 11:05
a.m. The next regular meeting will be held on January 19, 2010.
