Call to order was delayed awaiting a quorum. PRESENT Pat Gilbreath, Mayor Jerry Bean, Mayor Pro Tern Jon Harrison, Councilmember Mick Gallagher, Councilmember Pete Aguilar, Councilmember ABSENT None STAFF N. Enrique Martinez, City Manager; Daniel J. McHugh, City Attorney; Sam Irwin, City Clerk; Carl Baker, Public Information Officer; Tom Fitzmaurice, Police Commander; David Hexem, Chief Information Officer; Daniel Hobbs, Redevelopment Agency Director; Rosemary Hoerning, Municipal Utilities and Engineering Director; Tina Kundig, Finance Director/City Treasurer; Jeff Frazier Fire Chief, Oscar W. Orci, Community Development Director; Deborah Scott-Leistra, Human Resources Director; Gary Van Dorst, Quality of Life Director PUBLIC COMMENTS Ci ly EMployqe Lay-Offs β€” Joni Mena, Joni Miller, Janice Falls, and Karen Kellingsworth along with Bridgette Washington, their San Bernardino Public Employees Association (SBPEA) representative, expressed their dissatisfaction with the selection criteria and procedures used in the deletion of staff positions they had occupied with the City of Redlands. Cynthia Farquhar and, Betsy Ellsworth, members of the Downtown Redlands Business Association, questioned why the position occupied by Joni Mena had been deleted and appealed for reinstating the position to ensure the continued success of Market Night. CLOSED SESSION ,Fhe City Council meeting recessed at 2:39 P.M. to a closed session to discuss the following: 1. Conference with labor negotiator- Government Code §54957.6 Agency Negotiator: Steve Filarsky Employee Organizations: Redlands Association of Management Employees; Redlands Association of Mid-Management Employees; Redlands Civilian Safety Employees Association; Redlands Association of Safety Management Employees 2. Conference with legal counsel β€” Existing Litigation Government Code §54956.9(a)β€”One Case b. Kellie Ann Hannum, v. City of Redlands - San Bernardino Superior Court Case No. CIVSS 816265 The meeting reconvened at 3:19 P.M. CLOSED SESSION REPORT City Attorney McHugh announced there was no reportable action taken during the closed session. gti April 6,2010 oog PUBLIC COMMENTS Compliance with Procedures β€” Steve Rogers of Redlands observed that Problems associated with the recent layoffs were attributable to not following procedures articulated in the Memorandum of Understanding between the City of Redlands and SBPEA.
