The meeting was opened by Mayor Gilbreath with the pledge of allegiance to
the American flag.

Memorandum of Understanding - On motion of Mayor Pro Tern Bean, seconded
by Councilmember Gallagher, the City Council unanimously agreed to continue
to the next closed session meeting, discussions with labor negotiator Filarsky
about a Memorandum of Understanding (MOU) between the City of Redlands
and the Redlands Association of Management Employees.
PUBLIC HEARING
Conditional Use Permit No. 53 (Revision No. 3) —Westside Christian School —
Mayor Gilbreath opened the public hearing and called for a report from Sergio
Madera, from the Community Development Department, for background on an
appeal from West side Christian School to build an addition to an existing
building at the comer of Bellevue and Olive Avenues. Neighbors of the
property oppose the building addition location. As part of the proceedings, all
parties present toured the area of the proposed building addition and
neighboring property. A mock-up structure was presented to indicate the size
and impact of the new addition. Positions representing both sides of the issue
were expressed by numerous public comments and the applicant. On motion of
Mayor Pro Tem Bean, seconded by Councilmember Gallagher, the City Council
unanimously agreed to continue the public hearing on Conditional Use Permit
No. 53 to May 18, 2010.
PUBLIC COMMENTS
Applicant's ApMal—Richard Parker, Church Pastor, said the school has been in
this process for just under ten years. They have complied with all laws,
standards and codes and will continue to do so. They consider it their legal right
to proceed with this project as presented, Brad Robertson, Project Manager,
thanked the City Council and staff for their efforts to reach accommodation on
this project. He said the school has done everything to be a good neighbor by
changing plans and exceeding standards wherever they believed requests were
within,reason. He discussed the positive aspects of other phases of the school's
development plans and asked for approval of the project at hand. Willie Guida,
Westside Christian School Principal, said the community will benefit from this

prqject which will provide employment through building in times of economic
hardship and a facility for educating more young minds to produce better
citizens.
()Mosition—Michael Sonnen, of 1327 San Pablo Avenue, wished to ensure his
letter in opposition had been received and was a part of the record of these
proceedings. He was assured it was received and would be in the record.
Dianne Rice, of the Bellevue Park Homeowners Association, questioned why
the school wasn't held to commercial zoning regulations, why the building
couldn't be a lower structure, and why heating and air conditioning units can't
be placed on the ground. She also expressed skepticism about the school's
plans for a soccer field and the adequacy of parking plans for the proposed
addition.
ADJOURNMENT
There being no further business, the City Council meeting adjourned at 11.1
