Orci, Community Development Director; Deborah Scott-Leistra, Human Resources Director; Les Jolly, Interim Quality of Life Director Mayor Gilbreath called the special meeting of the City Council to order and provided an opportunity for the public to address them on the subjects which were scheduled on the agenda. PUBLIC COMMENTS Senior Recreation Centers—A number of concerned citizens spoke in support of the recreation centers in Redlands. Reacting to rumors that the centers would be closed due to budget cuts, many seniors offered their time and expertise to find ways to manage the centers and keep them open for use by both the old and young alike. NEW BUSINFSS Fiscal Year 2010-2011 Bud et - Finance Director/City Treasurer Kundig reviewed estimates of General Fund expenditure requirements compared to decreasing revenues for Fiscal Year 2010-2011. Different approaches to address the resultant budget shortfall were presented by the City Manager in the form of three options. Option I would be a 17% reduction in expenditures from each department's FY 2009-2010 budget. Option 2 would be a 12% reduction in expenditures which would result in a$2.7 million shortfall to be addressed with a loan from Enterprise funds, General Fund Reserves, and/or the Unreserved Fund. Option 3 would be a 12%reduction in expenditures resulting in the same $2.7 million shortfall, but addressing that shortfall with the introduction of a local sales tax. To structure the budget discussions for the City Council, each staff department was tasked to present an itemization of where expenditure cuts at 12% and 17% level would impact daily operations. Jim Bueermann, Police Chief, and Les Jolly, Interim Quality of Life Director presented their departments' candidate expenditure cuts for City Council consideration. Due to other demands on Council members' time, further presentations were continued to a Special City Council meeting scheduled for June 7, 2010. June,2,20 10 CLOSED SESSION The City Council meeting recessed at 2:18 P.M. to a closed session to discuss the following: 1. Conference with labor negotiator-Government Code §54957.6 Agency Negotiator: Debbie Scott-Leistra Employee Organizations: Redlands Association of Management Employees; Redlands Association of Mid-Management Employees; General Employees Association of Redlands (SBPEA); Redlands Civilian Safety Employees Association (SBPEA); Redlands Police Officers Association; Redlands Professional Firefighters Association; Redlands Association of Safety Management Employees; and Redlands Association of Fire Management Employees The meeting reconvened at 2:50 P.M. CLOSED SESSION REPORT City Attorney McHugh announced there was no reportable action taken during the closed session. However, as a matter of direction from the City Council, a subcommittee of Council ember Gallagher and Councilmember Harrison, was appointed to meet with employees in a series of meetings on the FY 2010-2011 Budget. NEW BUSINESS None PUBLIC COMMENTS Measure 0 —Marci Landri, Mike Slaton, Rosemary Tuohy and Elisabeth Longo voiced their support for Measure 0, an initiative ordinance to prohibit mega- retail development in Redlands.
