PRESENT Pat Gilbreath, Mayor Jerry Bean, Mayor Pro Tem Jon Harrison, Councilmember Mick Gallagher, Councilmember Pete Aguilar, Councilmember ABSENT None STAFF N. McHugh, City Attorney; Sam Irwin, City Clerk; Carl Baker, Public Information Officer; Jim Bueermann, Police Chief, Rosemary Hoerning, Municipal Utilities and Engineering tit Director; Tina Kundig, Finance Director/City Treasurer; Jeff Frazier, Fire Chief; Oscar W. Orci, Community Development Director; Jaime Malsberger, Human Resources Deptinent; Les Jolly, Interim Quality of Life Director Mayor Gilbreath called the special meeting of the City Council to order and provided an opportunity for the public to address them on the subjects which were scheduled on the agenda. PUBLIC COMMENTS Police Department — Several people spoke in support of the Redlands Police Department and recommended against cutting the budget. Citizens disagreed with the severity of the proposed cuts and the specific positions and services which were to be cut from the Police force. Recreation Centers — Support was expressed for the recreation centers in Redlands. Reacting to a proposal that the centers would be limited to operating hours of Monday through Thursday, from 8:00 A.M. to 5:00 P.M. due to the budget cuts, some pointed out the importance of after school programs which run into the evening and keep "at risk" children off the streets and involved in constructive activities. NEW BUSINESS Fiscal Year 2010-2011 Budget — Continuing with the presentation structure begun at the June 2, 2010 Special City Council meeting, each staff department provided a summary of impacts to expect as a consequence of expenditure cuts at the 12% and 17% levels. Details included the personnel positions proposed for deletion. CLOSED SESSION 101 The City Council meeting recessed at 3:22 P.M. to a closed session to discuss the following: 1. Conference with labor negotiator- Government Code §54957.6 Agency Negotiator: Steve Filarsky Employee Organizations: Redlands Association of Management Employees; Redlands Association of Mid-Management Employees; General Employees Association of Redlands (SBPEA); Redlands Civilian Safety Employees Association(SBPEA); Redlands Police Officers Association; Redlands Professional Firefighters Association; Redlands Association of Safety Management Employees; and Redlands Association of Fire Management Employees June 7,2010 242 2. Conference with real property negotiator—Government Code §54956.8 Property: APN 0167-101-15 Agency Negotiator: N. Enrique Martinez, Rosemary Hoerning and Chris Diggs Negotiating party: Doug Headrick, San Bernardino Valley Municipal Water District Under negotiation: Terms and Price for sale or lease of interest in City property The meeting reconvened at 4:42 P.M. CLOSED SESSION REPORT City Attorney McHugh announced there was no reportable action taken during the closed session. Councilmember Harrison recused himself from discussions on Item No. 2 of the closed session agenda. NEW BUSINESS None PUBLIC COMMENTS None forthcoming.
