PRESENT Pat Gilbreath,Mayor Jerry Bean, Mayor Pro Tern Jon Harrison, Councilmember Mick Gallagher, Councilmember Pete Aguilar, Councilmember ABSENT None STAFF N. McHugh, City Attorney; Sam Irwin, City Clerk; Carl Baker, Public Information Officer; Tom Fitzmaurice, Police Commander; Rosemary Hoerning, Municipal Utilities and Engineering Director; Tina Kundig, Finance Director/City'rreasurer; Jeff Frazier, Fire Chief; Oscar W. Orei, Community Development Director; Deborah Scott-Leistra, Human,Resources Director; Les Jolly, Interim Quality of Life Director Mayor Gilbreath called the special meeting of the City Council to order and provided an opportunity for the public to address them on the subjects which were scheduled on the agenda. PUBLIC COMMENTS Recreation Centers — Numerous speakers expressed support for the recreation centers in Redlands. Representatives from some of the centers' programs spoke to highlight the importance of after school programs which keep "at risk" children off the streets and involved in constructive activities. Police and Fire Dppartments,— Employees, volunteers and union representatives spoke in defense of current contracts and positions being considered for deletion to address budget shortfalls. Advice—Several speakers offered suggestions on the approach to be used by the City Council and alternative candidates to be used to either increase revenues or decrease expenditures in FY 2010-2011. OLD BUSINESS Fiscal Year 2010-2011 Budget — In response to staff presentations given at the June 2, 2010 and June 7, 2010 Special City Council meetings, each staff department fielded questions from the Mayor and Councilmembers about the impacts to expect as a consequence of expenditure cuts at the 12% and 17% levels. Direction was given to the Police Department to look at ways to utilize Recreation Donation Funds to maintain the current hours of operation of the centers and to readdress the mix of Sworn Personnel, Community Service Officers (CSO), Customer Service Representatives (CSR), and Contract Services given incremental increases in funds available. Mayor Gilbreath and Councilmember Harrison warned against the sale of city property to solve budget problems. All departments were tasked to review all fees charged by the City of Redlands for candidates to increase revenues. The Finance Department was tasked with exploring the use of Funds other than the General Fund to provide the Advance Receivable Loan and to review budgeted amounts for Liability Fund Transfer and Economic Contingency for adjustment possibility. June 14,2010 PUBLIC COMMENTS Public Participation — Steve Rogers called for more involvement from the voting public in the budgetary process. ADJOURNMENT There being no further business, the City Council meeting adjourned at 11:49 A.M. to continue budget discussions at 9:OOA.M. on Wednesday, June 16, 2010.
