PRESENT Pat Gilbreath, Mayor Jerry Bean, Mayor Pro Tern Jon Harrison, Councilmember Mick Gallagher, Councilmember Pete Aguilar, Councilmember ABSENT None STAFF N. Enrique Martinez, City Manager; Daniel J. McHugh, City Attorney; Sam E Irwin, City Clerk; Carl Baker, Public Information Officer; Tom Fitzmaurice, Police Commander; David Hexem, Chief Information Officer; Rosemary Hoerning, Municipal Utilities and Engineering Director; Tina Kundig, Finance Director/City Treasurer; Jeff Frazier, Fire Chief, Oscar W. Orci, Community Development Director; Deborah Scott-Leistra, Human Resources Director; Les Jolly, Interim Quality of Life Director Mayor Gilbreath called the special meeting of the City Council to order and provided an opportunity for the public to address them on the subjects which were scheduled on the agenda. PUBLIC COMMENTS Fire Doartme — Retired Battalion Chief Mitchall McKee spoke in opposition to deleting the department's Administrative Battalion Chief position to meet budgetary goals. Eric Fraser suggested using a"pay call" firefighter program to provide coverage for less cost. Cultural Arts Liaison — Tomi Olson, Chairperson of the Cultural Arts Commission, relayed that the Commission had voted to contribute one half the funds necessary to fund the current liaison position which is under consideration for deletion from the FY 2010-2011 Budget. Recreation Centers — Mary Reyes, President of the Senior Activities Advisory Board, relayed that the Board bad voted to contribute $20,500.00 from the Mary Evelyn Scott Estate Trust to assist in funding the position of Community Services Superintendent which is also under consideration for deletion. OLD BUSINESS Fiscal Year 2010-2011 Budget - Finance Director/City Treasurer Kundig reviewed the content of new documents prepared in response to Councilmembers' requests. Councilmember Aguilar presented a straw man approach to address budget shortfalls. His approach started at the 12% expenditure cut level and then added and subtracted programs and services to decrease expenditures or supplement services not included in the staff recommendations. Discussions progressed through the suggested changes and addressed the impact differences associated therewith. In response to offers of contributions to meet budgetary goals,the Council yielded to the guidance of the City Manager was to accept only those offers which fully fund the position in question. The City Manager was tasked to provide job description information on the Public Information Officer position. The City Attorney was tasked to provide legality guidance on the concept of using sources other than the General Fund to cover revenue shortfalls. The Finance Department was tasked with performing a fee study to identify other sources of revenues. June 16,2010 252 CLOSED SESSION The City Council meeting recessed at 10:51 A.M. to a closed session to discuss the following: I. Conference with labor negotiator- Government Code §54957.6 Agency Negotiator: Steve Filarsky Employee Organizations: Redlands Association of Mid-Management Employees; Redlands Civilian Safety Employees Association 2. Conference with labor negotiator- Government Code §54957.6 Agency Negotiator: City Council Sub-Committee Employee Organizations: Redlands Association of Management Employees; Redlands Association of Mid-Management Employees; General Employees Association of Redlands (SBPEA); Redlands Civilian Safety Employees Association(SBPEA); Redlands Police Officers Association; Redlands Professional Firefighters Association; Redlands Association of Safety Management Employees; and Redlands Association of Fire Management Employees 3. Conference with legal counsel: Anticipated Litigation — Government Code §54956.9(b)(1)(A)—One Case The meeting reconvened at 12:30 P.M. CLOSED SESSION REPORT City Attorney McHugh announced there was no reportable action taken during the closed session. ADJOURNMENT There being no further business, the City Council meeting adjourned at 1:21 P.M. and further discussions on the FY 2010-2011 Budget were continued to a Special Meeting at 9:00 A.M., Monday,June 21, 2010.
