Orci, Community Development Director; Deborah Scott-Leistra, Human Resources Director; Les Jolly, Interim Quality of Life Director Mayor Gilbreath called the special meeting of the City Council to order and provided an opportunity for the public to address them on the subjects which were scheduled on the agenda. PUBLIC COMMENTS Transparency Questions— Eric Fraser requested an explanation of certificates of participation and lease revenue bonds. Bob Pearce submitted a letter for the record and requested to know if any grant funds were being shifted away from the Airport to other uses in the FY 2010-2011 Budget. fie was assured by 'Mayor Gilbreath, all grant funds are used for their designated purpose only. He also wanted to know if any money was being spent to pursue privatization of solid waste services. The City Manager discussed an idea of looking at contracting some solid waste systems in lieu of modifying equipment to comply with air quality mandates. This idea would be brought to the City Council for endorsement before proceeding with any contract negotiations. Steve Rogers offered his advice to the budget process. OLD BUSINESS Fiscal Year 2010-2011 Budget - Finance Director/City Treasurer Kundig reviewed the content of new documents prepared in response to Councilmembers' requests. The new documents contained a draft policy for loans to the Public Facilities Fund, a review of all user fees charged by the City of Redlands, and the proposed budget reconciliation derived from the June 16, 2010 special meeting of the City Council. It was decided to took for other sources of f unds, after approval of the budget, for the loan to the Public Facilities Fund in lieu of utilizing General Fund monies. The Finance Department was tasked to perform a User Fee Study to more clearly define the ME, impact of rate increases. In the interim, a new fee schedule has been derived using increases consistent with the CPI. This schedule will require appropriate notice and public hearing before implementation, however, for planning purposes, the FY 2010-2011 Budget reflects a$20,000 increase in revenues as a result of the new schedule. On motion of Councilmember Aguilar, seconded by Councilmember Harrison, the City Council approved adoption of the FY 2010- 2011 Budget with the changes reflected in the reconciliation presented, provided those items requiring "meet and confer" standards are accommodated. The resultant budget includes a deficit of$877,366. Mayor Gilbreath voted No on the motion. While she congratulated staff and her fellow councilmembers, for arriving at a budget which maintains an appropriate level of safety for the City of Redlands, she expressed concern that the problems with the process have not June 21,2010 254 been fixed with this budget cycle. She highlighted the need to maintain standards of safety, service and infrastructure which cannot be accomplished currently with a balanced budget. City Manager Martinez agreed to agendize the budget for discussion at the second regular meeting of the City Council every month and the process to reduce shortfalls will be an ongoing dialogue. As a public comment, Bridgette Washington, of the SBPEA, appealed to the Council to pursue all options to avoid forced layoffs. She suggested the use of volunteer layoffs and retirements or job sharing and work sharing programs. CLOSED SESSION The City Council meeting recessed at 10:47 A.M. to a closed session to discuss the following: I. CLOSED SESSION REPORT City Attorney McHugh announced there was no reportable action taken during the closed session. PUBLIC COMMENTS Transparency in Government — Steve Rogers read from two articles in the Los Angeles Times and asserted that the media is inaccurate in its coverage of government decision-making. He said it is the voting public's responsibility to ask for information and to participate. ADJOURNMENT There being no further business, the City Council meeting adjourned at 11:23 A.M.
