0101 Mayor Gilbreath called the meeting to order and asked for public comments on
the one item on the agenda.
PUBLIC COMMENTS
Steve Rogers and retired Fire Chief Jim Drabinski each spoke in favor of the
dismissal of the City Manager respectively expressing frustration in obtaining
information, on the Manager's employment agreement and compensation, and
citing his management style as having a negative impact on the good order and
employee retention of the City of Redlands staff. Six speakers expressed
support for retaining the City Manager. Erik Reeves, of the Quality of Life
Department, said he thought the City Manager was doing a good job considering
the hard times and difficulty of tasks at hand. Tabetha Johnson, City of
Redlands Volunteer Coordinator, added her support and cited examples of the
good work done by the City Manager to encourage volunteerism and community
participation. Derik Ohlson, President of the Redlands Police Officers
Association, said the Association supports the City Manager. He advised the
Council of a need for performance standards and evaluation measurement in the
process of dismissing an employee. Ediberto Flores, of the Northside Impact
Committee, and Joe Gonzales joined Officer OhIson in questioning the timing
of this dismissal, on the eve of an election in which three Councilmernber
positions are in contention and in the midst of a budget crisis. Julius Botelbo,
AFLAC Representative and Volunteer Patrolman, asked for transparency in the
City Council's dealings with the City Manager.

The City Council meeting recessed at 2:22 P.M. to a closed session to discuss
the following:
1. City Manager Dismissal - Government Code §54957
The meeting reconvened at 3:25 P.M.
CLOSED SESSION REPORT
City Attorney McHugh announced there was no reportable action taken during
the closed session. He said the agenda item from today's meeting will not
appear on the agenda of the regular City Council meeting scheduled for
November 2, 2010. Mayor Pro Tem Bean said, as a result of today's meeting, he
will recommend that the new City Council setup procedures to monitor and
evaluate the performance of the City Manager in the accomplishment of his
duties.

PUBLIC COMMENTS
Government Code Compliance - Steve Rogers questioned whether the
reorganization of the City staff over the past two years was done in accordance
with the California Government Code.
ADJOURNMENT
There being no further business, this Special Meeting of the City Council
meeting adjourned at 3:33 P.M.
