PRESENT Pete Aguilar, Mayor Paul Foster, Mayor Pro Tem Jon Harrison, Councilmember Jerry Bean, Councilmember Bob Gardner,Councilmember ABSENT None STAFF N. Enrique Martinez, City Manager; Daniel J. McHugh, City Attorney; Sam Irwin, City Clerk; Carl Baker, Public Information Officer; Jim Bueermann, Police Chief, Rosemary Hoerning, Municipal Utilities and Engineering Director; Tina Kundig, Finance Director/City Treasurer; Jeff Frazier, Fire Chief, Oscar W. Orci, Community Development Director; Deborah Scott-Leistra, Human Resources Director; Les Jolly, Acting Quality of Life Director Mayor Aguilar called the meeting to order and asked for comments from members of the public in attendance. PUBLIC COMMENTS None forthcoming. COMMUNICATIONS Core Values - David Hexern introduced two documents reflecting staff responses to Councilmember Gardner's original draft list of core values and suggested changes to the draft. Councilmember Harrison also submitted a document reflecting his suggestions on the subject. These inputs will be included, along with those from the City of Redlands boards and commissions, and compiled into a list to be addressed by the Council at the regular meeting scheduled for December 21, 2010. As a public comment, Amanda Frye asked that accountability and enforcement be injected into the development of any list of core values. FY 2010-2011 Budget - Tina Kundig presented an overview of the current projections used to determine the FY 2010-2011 Budget shortfall and cautioned that the accuracy of the data is dependent on revenue reports which are unavailable to date. Options were presented to address the estimated shortfall as a straw man to be contemplated by councilmembers in preparation for the regular meeting scheduled for December 21, 2010. Discussion centered on defining the options and developing an overarching approach to be used at the regular meeting. As a public comment, Amanda Frye asked the council to look at staff management salaries and compare them to private sector salaries and benefits when discussing areas to reduce expenditures. Steve Rogers disputed the pace discussed for solution of the budget problem and suggested across the board cuts would be needed to address the shortfalls. Mayor Aguilar summarized the sentiment of the Council as one of willingness to use Inland Valley Development Agency property tax revenues to address the void created by the defeat at the polls of the sales tax measure and a desire to balance the budget without using one-time revenues to address recurring expenses. Additionally, staff was requested to provide a review of cuts to services which were previously suggested and removed from consideration by the previous City Council. December 14,2010 PUBLIC COMMENTS Sales Tax Defeat - Steve Rogers observed that the defeat of Measure A, a proposal for a local transactions and use tax in the City of Redlands, could be viewed as a mandate to reduce costs as a means of balancing the budget. JOINT MEETING - CITY COUNCIL AND PLANNING COMMISSION After a short recess, the meeting was reconvened at 1:30 P.M. as a joint session with the City of Redlands Planning Commission. PRESENTATIONS Redlands Mall - Dr. Tim Krantz and students from the University of Redlands Environmental Design Studio presented a proposal for the redesign of the Redlands Mall. The proposal is for a mixed use development of several multi- story buildings in close proximity to provide business locations, office space and residences on the property currently occupied by the Mall. The concept entails extending Market Night pedestrian traffic into the area as well as flows of traffic through the property from the Krikorian Theater, Smiley Library, Lincoln Shrine and the Redlands Bowl. The presentation was well received by the Planning Commissioners and Councilmembers alike. The students and Dr. Krantz were encouraged to pursue their project to the next level by examining the financial feasibility of the development. ADJOURNMENT OF JOINT MEETING There being no further business for the joint session, the City Council recessed to their closed session and the Planning Commission continued to their independent agenda at 2:20 P.M. CLOSED SESSION The City Council meeting recessed to a closed session to discuss the following: I. Conference with labor negotiator- Government Code §54957.6 Agency Negotiator: Mayor Aguilar Employee Organizations: Redlands Association of Department Directors; Redlands Association of Management Employees; Redlands Association of Mid-Management Employees; Redlands Civilian Safety Employees Association; General Employees Association of Redlands (SBPEA); Redlands Police Officers Association; Redlands Association of Safety Management Employees; Redlands Professional Firefighters Association; and Redlands Association of Fire Management Employees CLOSED SESSION REPORT City Attorney McHugh announced there would be no reportable action taken during the closed session.
