on June 1, 2011, at 4:00 P.M.

Mayor Aguilar called the special meeting of the City Council to order and
provided an opportunity for the public to comment on the subject on the agenda.
PUBLIC COMMENTS
Fred Ford — Asked Council to allow homeowners, via permitting process, to
trim trees as necessary. He also commented that our ADA Improvement
program was moving at a very slow crawl and specifically mentioned Palm
Avenue and the lack of sidewalk cutouts there.
Crossing Guards — Bob Scarface thanked the City for having the crosswalk
program and asked Council to save it. He urged everyone, including parents, to
be responsible and help get children to school safely, please do not use
volunteers.
Lee Shirley — Recognizes the Council's difficult task ahead regarding the
budget but feels the Council has not done enough to reduce the benefits of
public sector employees and considers everything to cozy. Be responsible and
do something about this.
Recreation Cuts - Roy Cencirulo, Chairman of the Parks and Recreation
Commission voiced concerns about continued cuts to this division, given the
approximate 60% cuts over the last couple years. He asked that the additional
monies needed to save other programs not come from this division.

PRESENTATIONS
Fiscal Year 2011-2012 Budget — Subcommittee Councilmembers Bean and
Gardner detailed the role of the subcommittee and each thanked staff and City
Manager for their efforts in producing a good proposed balanced budget. City
Manager thanked the Council and subcommittee for their participation in this
process and said we are at the end of the line and will most likely pursue further
reductions later in this year because of the gloomy economy and noted there is
no contingency contained in this budget. Finance Director/City Treasurer
Kundig introduced Carl Baker who presented an informational overview of the
2011-2012 $172 million budget. The proposed balanced budget is not without
pain or risk and fills a $3.9 million gap entirely though cuts, using no reserves,
borrowing or extra taxes and protects the core services. The suggested cuts are
personnel changes, eliminate contract tree trimming and crossing guard
contract, reduce vehicle purchases for police and fire, reducing liability and
worker's compensation accounts, 19 layoffs and closing City Hall between
Christmas and New Year's Day. After lengthy discussion, Councilmembers
asked for further information on the fee waivers for community events, crossing
guards, ADA compliance and Downtown Redlands :Business Association and
Market Night, Bond expirations and sustainability efforts to be quantified.
PUBLIC COMMENTS
Crossing Guards—Gloria Wade urged the council to save the crossing guards as
many of our schools require children to cross very busy streets and children are
not responsible to cross streets alone.
Water Mains — Bruce Laycook noted the deteriorating infrastructure of water
mains and all the leaks occurring. He also asked that public comments related
to agenda items be at end of meeting.
ADJOURNMENT
There being no further business, the joint meeting adjourned at 6:07 P.M. to
another joint special meeting of the City Council and the Redevelopment
Agency of the City of Redlands will be held on June 6, 2011 at 5:00 P.M.
