PRESENT: Pete Aguilar, Mayor Paul Foster, Mayor Pro Tern Jon Harrison, Councilmember Bob Gardner, Councilmember ABSENT: Jerry Bean, Councilmember STAFF: N. Enrique Martinez, City Manager; Dan McHugh, City Attorney; Sam Irwin, City Clerk; Carl Baker, Public Information Officer; Jeff Frazier, Fire Chief, Travis Martinez, Police Lieutenant; David Hexem, Chief Information Officer; Tina Kundig, City Treasurer/Finance Director; Oscar Orci, Development Services Director Mayor Aguilar called the meeting to order and offered those present the opportunity to provide public comment on any item within the jurisdiction of the City Council and the Redevelopment Agency. PUBLIC COMMENT: None forthcoming. NEW BUSINESS: Redevelopment Administration - Development Services Director Orci provided a summary of events leading to the need for an Enforceable Obligation Payment Schedule (EOPS). The EOPS will ensure that the City of Redlands and the Redevelopment Agency have the clearest authority to make payments on indebtedness after August 28, 2011. After that date, the Agency may only pay for obligations listed on the EOPS unless it is necessary to meet bonded indebtedness. The EOPS will include allowable Agency expenditures for Bonds, loans, required payments,judgments and settlements, legal contracts and agreements, and contracts for continued administration. On motion from Mayor Pro Tem, Foster, seconded by Councilmember Harrison, the City Council unanimously approved adoption of the EOPS for the City of Redlands. CLOSED SESSION: The meeting recessed at 5:06 P.M. to a closed session of the City Council only to discuss the following: 1. Conference with legal counsel: Existing Litigation - Government Code §54956.9(a) - One Case August 23,2011 Page 1 a. City of:Redlands v. The California Gateway, L.P., et al, San Bernardino Superior Court Case No. CIVDS 906028 CLOSED SESSION REPORT: City Attorney McHugh announced there would be no reportable actions taken during the closed session. ADJOURNMENT: There being no further business for the open session, this meeting was adjourned at 5:07 P.M. The Council will meet at their next regular meeting on September 6, 2011.
