Redevelopment Agency of the City of Redlands held in the Council Chambers,
Civic Center, 35 Cajon Street, on August 23, 2011 at 5:00 P.M.

Mayor Aguilar called the meeting to order and offered those present the
opportunity to provide public comment on any item within the jurisdiction of
the City Council and the Redevelopment Agency.
PUBLIC COMMENT:
None forthcoming.
NEW BUSINESS:
Redevelopment Administration - Development Services Director Orci provided
a summary of events leading to the need for an Enforceable Obligation Payment
Schedule (EOPS). The EOPS will ensure that the City of Redlands and the
Redevelopment Agency have the clearest authority to make payments on
indebtedness after August 28, 2011. After that date, the Agency may only pay
for obligations listed on the EOPS unless it is necessary to meet bonded
indebtedness. The EOPS will include allowable Agency expenditures for
Bonds, loans, required payments,judgments and settlements, legal contracts and
agreements, and contracts for continued administration. On motion from Mayor
Pro Tem, Foster, seconded by Councilmember Harrison, the City Council
unanimously approved adoption of the EOPS for the City of Redlands.
CLOSED SESSION:
The meeting recessed at 5:06 P.M. to a closed session of the City Council only
to discuss the following:
1. Conference with legal counsel: Existing Litigation - Government Code
§54956.9(a) - One Case

a. City of:Redlands v. The California Gateway, L.P., et al, San Bernardino
Superior Court Case No. CIVDS 906028
CLOSED SESSION REPORT:
City Attorney McHugh announced there would be no reportable actions taken
during the closed session.
ADJOURNMENT:
There being no further business for the open session, this meeting was adjourned at
5:07 P.M. The Council will meet at their next regular meeting on September 6, 2011.
