Orton Center, University of Redlands, 1200 E. Colton Ave., Redlands,
California, on July 11, 2012 at 12:33 P.M.
PRESENT: Pete Aguilar, Mayor
Paul Foster, Mayor Pro Tem
Jon Harrison, Councilmember
Bob Gardner, Councilmember
ABSENT: Jerry Bean, Councilmember
STAFF: N. Enrique Martinez, City Manager; Sam Irwin, City Clerk; Carl Baker, Public
Information Officer; Jeff Frazier, Fire Chief; Mark Garcia, Police Chief
To address Brown Act considerations, Mayor Aguilar called this special
meeting to provide the opportunity for all Councilmembers to attend a luncheon
hosted by the City of Redlands Chamber of Commerce. He offered an
opportunity for the public to address the City Council on the subject of the
meeting agenda.
PUBLIC COMMENT:
None forthcoming
PRESENTATION:
State of the Community - Mayor Aguilar introduced all city staff and elected
officials present and provided an introductory overview of a presentation on the
State of the Community. After a short video on "Economic Development",
Mayor Pro Tem Foster summarized recent efforts to spur economic activity in
the downtown Redlands business area. After a short video on "Shopping",
Councilmember Gardner highlighted efforts to quantify and measure the value
of return on investment for funds expended in the City of Redlands annual
budget. After a short video on "Quality of Life", Councilmember Harrison
described plans in the area of parks, recreation and open space for the City.
Mayor Aguilar then thanked Councilmember Bean for his contributions to the
City of Redlands as Councilmember for the past five years. The Mayor
summed up the challenges still ahead in three investment categories:
infrastructure, youth programs and services, and technology.
PUBLIC COMMENTS:
Questions from the Floor - Many subjects were addressed by residents' inquiries
ranging from the City's financial strength, to the dissolution of the
Redevelopment Agency, to the future of the Redlands Mall, to the need for
additional downtown parking, to the Orange Blossom Trail and its relation to

other trail systems in Southern California, to the City Treasurer's position, to
the future plans for the Mutual Orange Distributors' Packing House.
ADJOURNMENT:
There being no further business, this meeting was adjourned at 1:15 P.M. The Council
will meet next at a special meeting scheduled later today at 6:15 P.M.,July 11, 2012.
