PRESENT: Pete Aguilar, Mayor Paul Foster, Mayor Pro Tem Jon Harrison, Councilmember Jerry Bean, Councilmember Bob Gardner, Councilmember ABSENT: None STAFF: Enrique Martinez, City Manager; Dan McHugh, City Attorney; Sam Irwin, City Clerk; Carl Baker, Public Information Officer; Fred Mousavipour, Municipal Utilities and Engineering Director; Bob Dalquest, Assistant Development Services Director Mayor Aguilar called the meeting to order and offered those present the opportunity to provide public comment on any subject, within the jurisdiction of the City Council, which was not scheduled on the evening's agenda. PUBLIC COMMENT: Friendly Communities Program — Steve Rogers announced the formation of a group of unincorporated Southern California communities to promote mutual benefit and economic development which favors small business. PUBLIC HEARINGS: Resolutions No. 7192, 7193, 7194 and 7198 — Walmart Stores, Inc. - Applicant - Mayor Aguilar opened the public hearing and called upon Assistant Development Services Director Bob Dalquest to provide an overview of the Walmart Stores, Inc development project known as Redlands Crossing, for which the hearing was being held to consider requests for certification of an Environmental Impact Report (EIR); approval of a Socio-Economic Cost/Benefit Study; approval of a Conditional Use Permit (CUP); and approval of a Tentative Parcel Map. Bob Prasse, of Michael Brandman and Associates presented an overview of the EIR findings. Representing the applicant, Pat Meyer summarized the history of developments proposed for the property now being considered for Redlands Crossing and provided a video virtual tour of the project. As public comment, 54 speakers offered perspectives both in favor of and opposed to approval of the project. Written comments in the form of letters, post cards and petitions were submitted representing the opinions of 634 people on both sides of the issue. The applicant offered no items in rebuttal to the comments presented. There being no further comments, Mayor Aguilar closed the public hearing. Some questions from the City Council concerning air quality, traffic flow and economic impacts were addressed by the applicant and consultants present. Concerns about the conditions for approval of the CUP with reference to the backfill of the current Walmart property in Redlands, operating hours and the fagade design of the Special Meeting July 18,2012 Page 1 project were referred to staff and the applicant for further consideration. On motion of Mayor Pro Tem Foster, seconded by Councilmember Harrison, considerations of the project entitlements were continued to the September 4, 2012 regular City Council meeting. ADJOURNMENT: There being no further business, the meeting was adjourned at 10:25 P.M. The next regular City Council meeting is scheduled for 5:00 P.M. September 4,2012.
