Colton Ave., Redlands, California, on July 17, 2014 at 12:34 P.M. PRESENT: Pete Aguilar, Mayor Paul Foster, Mayor Pro Tem Bob Gardner, Councilmember Pat Gilbreath, Councilmember ABSENT: Jon Harrison, Councilmember STAFF: Enrique Martinez, City Manager; Sam Irwin, City Clerk; Mark Garcia, Police Chief; Danielle Garcia, Chief Information Officer; Fred Mousavipour, Municipal Utilities and Engineering Director; Fred Cardenas, Quality of Life Director; Oscar Orci, Development Services Director To address Brown Act considerations, Mayor Aguilar called this special meeting to provide the opportunity for all Councilmembers to attend a luncheon hosted by the City of Redlands Chamber of Commerce. PRESENTATION: State of the Community — The meeting was opened with Mayor Aguilar introducing all city staff and elected officials present. Mayor Aguilar then presented his State of the Community address. The Mayor focused his remarks on two areas of priority importance to the City Council: infrastructure repairs and improvements and planning for the future. He listed the streets recently paved and pointed out the project to address traffic snarls at the intersections of Alabama Street, Colton Avenue and Redlands Boulevard. Ongoing efforts include the installation of ADA compliant pedestrian ramps and renovation of city park lavatories. He announced the imminent commencement of work on the Orange Blossom Trail and the Redlands Rail Project and transitioned to a discussion of planning initiatives started within the last year. The San Bernardino County Operational Area Emergency Management Strategic Plan, the City of Redlands Flood Control Master Plan and the City of Redlands Strategic Plan were all adopted this year. The Mayor concluded his remarks with a review of the contributions of each City Council member, thanking them for their selfless service to the community. PUBLIC COMMENTS: Questions from the Floor—Mayor Aguilar offered the audience an opportunity to ask any questions they might have. When asked about the future of the Redlands Mall, the Mayor listed several initiatives taken to address enhancing the economic development of the downtown business area. Two speakers expressed appreciation for the improvements, accomplished in the last twelve months, to make Redlands a safer place to live.
