Smiley Library, 125 West Vine Street, Redlands, California, on August 11, 2014, at 4:30 P.M. PRESENT Pete Aguilar, Mayor Paul Foster, Mayor Pro Tem Jon Harrison, Councilmember Bob Gardner, Councilmember Pat Gilbreath, Councilmember ABSENT: None STAFF Enrique Martinez, City Manager; Dan McHugh, City Attorney; Jeanne Donaldson, Deputy City Clerk; Carl Baker, Public Information Officer; Jeff Frazier, Fire Chief, Mark Garcia, Police Chief, Danielle Garcia, Chief Information Officer; Fred Mousavipour, Municipal Utilities and Engineering Director, Tina Kundig, Finance Director; Oscar Orci, Development Services Director; Amy Martin, Human Resources Director Mayor Aguilar called the meeting to order and offered those present the opportunity to provide public comment on any item on the special meeting agenda. PUBLIC COMMENT: Droughtport Update — Chris Diggs and Cecilia Griego of the Municipal Utilities and Engineering Department provided an overview of the City's Stage 2 Water Conservation Measures implemented on July 31, 2014 to meet the State Water Resources Control Board requirements. To comply with these requirements the City of Redlands has put limits on its customers' water consumption and limits to the days and times customers may irrigate their landscaping. Currently, there are several ways for customers to learn about the new restrictions and how it affects them, such as Redlands TV, the City's website and Facebook page. Mayor Aguilar confirmed that Municipal Utilities and Engineering Department will present additional information at the next regularly scheduled City Council meeting on August 19, 2014. Councilmember Harrison asked staff to provide how the City is coordinating with Western Heights Water Company and its customers. PROCLAMATION OF A LOCAL EMERGENCY: Resolution No. 7442 — Existence of a Local Emergency— Emergency Operations Manager Fay Glass provided a brief report discussing the severe storms that occurred August 3, 2014. This storm event created flooding and emergency response conditions, resulting in potentially hundreds of hours of clean up and repair work. In accordance with Chapter 2.52 of the Redlands Municipal Code, the City Manager (the City's Director of Emergency Services) proclaimed the existence of a local emergency on August 5, 2014. In addition to the City of Redlands, the cities of Highland and Barstow, as well as the County of San Special Meeting August 11,2014 Page 1 Bernardino have proclaimed local emergencies. The State of California has declared a local emergency on behalf of the County of San Bernardino, including all the Cities within the County. If the City receives a Federal declaration of the emergency, then recovery funds would become available. Recovery funds would be split, with the Federal Government paying 75%, the State of California 18.75% and the City paying 6.25%. Chris Diggs of the Municipal Utilities and Engineering Department explained how the storm event caused a sinkhole and damage to a flood control culvert located at the intersection of California Street and Redlands Boulevard. Cost estimates to repair the damage range from $100,000.00 to $200,000.00. Councilmembers Gilbreath, Harrison and Gardner raised a few questions related to costs and the City's storm drain performance. A discussion centered on receiving recovery funds from the government and Municipal Utilities and Engineering Director Mousavipour stated the sinkhole damage can be associated to the City's current storm drain infrastructure. On motion of Mayor Pro Tem Foster, seconded by Councilmember Gardner, the City Council unanimously approved Resolution No. 7442 ratifying the Proclamation of the Existence of a Local Emergency. Emergency Repairs — Municipal Utilities and Engineering Director Fred Mousavipour provided a brief report in accordance with Redlands Municipal Code Section 2.16.130 related to the emergency repairs associated with a sinkhole at westbound Redlands Boulevard near California Street. He explained that Matich Corporation was selected to perform the necessary emergency repairs based on their availability, resources and ability to perform the work. On motion of Mayor Pro Tem Foster, seconded by Councilmember Gardner, the City Council unanimously agreed that approval of an agreement for the necessary repairs is categorically exempt from further environmental review in accordance with California Environmental Quality Act guidelines, and awarded a contract to Matich Corporation in the amount of$200,000.00 for the work. Mayor Aguilar offered those present the opportunity to provide public comment on any item within the jurisdiction of the City Council. PUBLIC COMMENT: None forthcoming. ADJOURNMENT: There being no further action required, Mayor Aguilar adjourned the meeting at 4:45 P.M.
