Council Chambers, Civic Center, 35 Cajon Street, on December 11, 2014, at
5:00 P.M.

Mayor Foster called the meeting to order and offered those present the
opportunity to provide public comment on any item on the agenda for the closed
session.
PUBLIC COMMENT:
Elect or Appoint — Ken Hunter presented reasons in support of electing a
replacement for Councilmember Aguilar rather than filling the vacancy with an
appointee.
DISCUSSION:
City Council Vacancy — Mayor Foster reviewed the sequence of events which
resulted in a forecast vacant City Council seat and summarized the options
available to the Council to fill that vacancy. Each Councilmember presented their
support for and reasons behind favoring the appointment process over an election.
Consensus expressed the importance of including public input throughout the
appointment process. On motion of Councilmember Barich, seconded by Mayor
Pro Tem Harrison, the City Council voted to fill the vacancy by appointment. On
motion of Councilmember Gilbreath, seconded by Councilmember Barich, the
City Council voted to appoint Mayor Foster and Mayor Pro Tem Harrison to an
ad hoc committee to provide direction and assistance to staff in carrying out a
selection process to provide candidates for consideration in the appointment of a
new Councilmember to fill the vacancy. The first task for the ad hoc committee
is to draft a list of questions to be answered by candidate appointees to aid in the
selection process and present the draft to the full City Council at the December
16, 2014 regular City Council meeting. Public participation in the drafting of the
question list is solicited. Submit suggested questions, comments and nominations
to councilappointmentskcityofredlands.org or the City Clerk's Office by 5:00
P.M. Friday, December 12, 2014.

There being no further action required, the meeting adjourned at 5:11 P.M. The
next regular meeting of the City of Redlands City Council will be held on
