PRESENT: Paul Foster, Mayor Jon Harrison, Mayor Pro Tem Pat Gilbreath, Councilmember Paul Barich, Councilmember John James, Councilmember ABSENT: None STAFF: Enrique Martinez, City Manager; Dan McHugh, City Attorney; Janice McConnell, Assistant to the City Manager, Jeanne Donaldson, Deputy City Clerk; Carl Baker, Public Information Officer; Jeff Frazier, Fire Chief; Mark Garcia, Police Chief, Danielle Garcia, Chief Innovation Officer; Chris Diggs, Interim Municipal Utilities and Engineering Director; Fred Cardenas, Quality of Life Director; Tina Kundig, Finance Director; Oscar Orci, Development Services Director; and Amy Martin, Human Resources Director Mayor Foster called the meeting to order at 5:31 P.M. and offered those present the opportunity to provide public comment on any item on the agenda for the session. PUBLIC COMMENT: None forthcoming. PLANNING WORKSHOP: Strategic Plan Progress Report — Mayor Foster explained the purpose of this workshop was to provide an update from staff as to progress toward the primary focus area objectives and planned activities for the City of Redlands 2014-2017 Strategic Plan. Strategic Plan Objectives Overview — Assistant to the City Manager Janice McConnell provided a brief presentation of each of the focus area objectives, which include, Fiscal Accountability, Economic Development, Infrastructure, Land Resource Management, and Safety and Community Services. She also outlined specific actions in support of the objectives and reviewed the status of work. Human Resource Director Amy Martin discussed staffing levels and available project work hours required to accomplish plan objectives. As public comment, Stephen Rogers pointed to Fiscal Accountability as the most important focus area of the plan, singling out the development of strong future leaders, and he encouraged the Council to re-insert the climate survey to the plan. April 28,2015 Page I Priority Focus Review — Mayor Foster led the discussion reviewing the five Priority Focus areas, taking each one separately. City Council remarks and suggested edits resulted in a proposed list of additions and or modifications to the Priority Focus Area objectives, which will be brought back for Council review and consideration at a future date. PUBLIC COMMENT: General Plan Update — Stephen Rogers considers the General Plan update to be the top priority of the Strategic Plan. He also expressed his concern with the Mistretta Project, currently before the Planning Commission, and he asked the Council to evaluate the project's Conditions of Approval related to liability. ADJOURNMENT: There being no further business, this meeting was adjourned at 6:45 P.M. The Council will meet next at their regular meeting scheduled at 5:00 P.M., May 5, 2015.
