PRESENT: Paul Foster, Mayor Jon Harrison, Mayor Pro Tem Pat Gilbreath, Councilmember Paul Barich, Councilmember John James, Councilmember ABSENT: None STAFF: Enrique Martinez, City Manager; Tricia Swope, City Manager's Office Senior Administrative Analyst, Sam Irwin, City Clerk; Olivia Crowley, Community Relations Coordinator; Jeff Frazier, Fire Chief, Chris Catren, Police Commander; Tom Resh, GIS Supervisor; Monty Morshed, Municipal Utilities and Engineering Senior Project Manager; Chris Boatman, Quality of Life Director; Mark Berg, Development Services Building Office; and Fay Glass, Emergency Operations Manager Mayor Foster called the meeting to order at 4:30 P.M. and offered those present the opportunity to provide public comment on any item on the agenda for the session. PUBLIC COMMENT: None forthcoming. EMERGENCY OPERATIONS WORKSHOP: EOC Policy Group Tabletop Exercise — Emergency Operations Manager Fay Glass explained the purpose of this workshop. She reviewed what elected officials should know about emergency management by categorizing four phases of a city's approach with respect to disasters: preparation, response, recovery and mitigation. Community Relations Coordinator Olivia Crowley summarized her advice to elected officials in the form of a list of "Do's" and "Don'ts". To familiarize the City Council with what is expected of them as members of the Emergency Operations Center (EOC) Policy Group, Ms. Glass presented an El Nino weather episode scenario for a tabletop exercise. Discussion centered on what functions would be appropriately accomplished by what agencies and what policy decisions might be required from the Councilmembers. Mayor Foster summarized the purpose of the meeting, thanked Ms. Glass and the staff for this step toward heightening awareness and preparation, and offered his observations on disaster response. PUBLIC COMMENT: November 24,2015 Page 1 Public Appreciation — Dennis Bell thanked the City Council and staff for their attention to these matters. He highlighted the challenge of making the public in general aware of the need to plan for emergency contingencies. ADJOURNMENT: There being no further business, this meeting was adjourned at 5:36 P.M. The Council will meet next at their regular meeting scheduled at 5:00 P.M., December 1, 2015.
