This ordinance shall- be known as the Sign Cad . 84501. CI C EI; The City Council of the City of Redlands hereby finds that the City of Redlands has a reputation as a community of natural beauty rendering' it highly attractive to visitors and potential. future resi- dents. The City Council further finds and determines that the said natural., traditional and manmade advantages of the City of Redlands have substantially contributed to the essentially ridnti.a.l character of the community and to its aesthetic, cultural and economic values . The City Council further finds and determines that the unrul:atd. and uncontrolled erection and maintenance of signs, bill- boards, and advertising structures in other communities has resulted in a gaudy and garish atmosphere that would, be out of harmony with the fine attributes and excellent character of the City of Redlands, The Council further finds and determines that the lack of regulation and control of signs in Esther communities has resulted it costly and unfair competition for the public eye through the proliferation, increased height, and size of signs. The City Council further finds and determines that the safety of the general public requires that the structural elements and location of signs be regulated. A sign con- taining any of the following information, and no more: The name of a building, any portion of which is looted on the same site area on which the sign is located, and the address of such building. 4 . BUILDING LINE A line established by ordinance beyond which no building may extend. A building line may be a property line . . BUSINESS IDENTIFICATIONSIGN. A sign con- taining the name of the business , or the name of the businesses to which it pertains and the names of the pro- ducts or services sold or offered by such business or businesses .. 6 . CHANGEABLE COPY. This shall mean copy con- taining, on-tainin , displaying or having media or letters each of which can be readily changed without tools , as for theater marquee. 7 CLOCK SIGN. Any timepiece erected outside of any building for the purpose se of advertising the business on or adjacent to the premises . . COLOR... As used in this ordinance, color shall mean black or white or any single shade of a color including grey. Each different shade of a color (including gray sill be considered a separate calor . . COMBINATION SICK. Any sign incorporating any combination of the features of ground, roof, or projectinq signs. Often termed a fin :sign. 10 . A sign erected or painted wholly" on or wholly above the roof v ri rany portion of build n 40. TEMPORARY ADVERTISING. Any banner, flag, pennant, or sign (portable r otherwise) intended to b displayed for a short period of time scted with the following events: m The initial opening of a business or the change in the person licensed to operate the business. Such temporary signage may be displayed ter period not exceeding t e tt -one . days. 2. Special events for non-profit, religious, charitable, or fraternal organizations. PERMITS AND PEES. 1 . PERMITS' A RE . It shall be unlawful for any person to erect, alter, or relocate ithid the i tl of Redlands any sign or advertising structure as defined in this ordinance without first obtaining a permit from the Directorof Building and Safety and making payment o the fees as required by this code. No permit shall be required to changecopy on previously approved signs with replaceable copy, nor foga pa,inting, reps irinq, maintaining, or cleaningof inti approved signs . 2 . APPLICATION FORRMI I ° Application :.or sig permits shall be made upon forms provided by the Direc,Cor f Building and Safety and shal1l. cantain or have attached thereto the following infornmation and material - a. ter alA Name and address , and telephone nimber of the owner of the property. b. ILLUMINATED SIGNS, ELECTRICAL PERMIT REQUIRED. BUILDING SIGN CODE §84505. 4 GRANTING I N AND P-PSCINDING OF PERMIT. The Director of Building and Safety, before granting in the permit the erection, ori ti ,- reconstruction , or alteration of any sign, shall determine that the proposed sign, with respect to design, construction, location, and materials, conforms to allapplicable laws and regulations f the City of Redlands. Only materials as perrmitted. by the Uniform Building Code governing structuralmaterials an equipment, or as approved by the Director of Building Safety, which conforms to standard engineering practices, shall be used in the manufacture d erection of signs. Any perrit may at any time be rescinded should any of the provisions of this sign code be violated. Any sign permit, including the accompanying electricalpermit the case of an illuminated sign shall become a on the one hundred twentieth (120) days from the day issued and all permitfees forfeited, if work has not been initiated. 5. CORRECTION, STOPPING OF WORK. The granting permit shall not prevent the Director rBuilding and Safety from thereafter requiring the correction of errors' in the wo-rk or from preventing further operations being carried on thereunderwhen in violation of the provisions of this sign code or any other ordinance of the City of Redlands. PERMIT6 . FEES . No siqn permit shall be issued untilthe applicant haspaid to the Treasurer,urer permit fee in the amount as established by resolution sof the City Council. Every p , before being grantees a permit for a temporarysign or temporary real estates sign shall file with the City Treasurer a cash or siirety bend in favor of the City of Redlandspara removal al each sign within the time .1imitations specified in this sign code. The amount of the bond will be as established by resolution of the C tCouncil. The boned shall be accompanied with authorization signed by the applicant and the property owner rra.nting th Director of c i d; n and Safety permission to enter upon the prentises to remove any signs which are not removed with five days of the 'time specified i n the permit and further, _if h signs are reemoved by the City, the bond shall be deemed mem f rfei ed A bond shall be posted with the City Treasurer in the amount as determined by the City Council, prior to the issuance of a City buisness license to a circus , carnival, or other similar temporary professional amuse- ment faC41ity. Such and shall be accompanied with written acknowledgement by the applicantthat he has read the following paragraph prescribing the conditions of the bond: 1. GENERAL ADVERTISING OR BILLBOARD SIGNS The erection of general advertising or billboard; advertising signs has not been permitted in the City of Redlands since September 5, 1961, the effective date of the adoption of Article 818 , Chapter 81 , Redlands Ordinance Code. Following a public hearing called on the 3rd day o October, 1967, in accordance with provisions of the Govern- ment Code of the State of California, the City Council of the City of Redlands found and determined, on the basis of evidence and testimony presented during such hearing, that general advertising or billboard advertising signs prohibited by this ordinance have a value of ten dollars ($10 . 00) per lineal foot. All such signs shall be removed- in accordance with the following amortization schedule:: Value of Sign Period for Removal Less than. $100. 00 6 months 100 to and including $150- 00 1 year $151 to and including $200. 00 2 years Over $200. 00 years The date upon which such amortization schedule shall take effect and begin is the 3rd, day of November, 1967. 84507. EXEMPTED SIGNS. The following signs and devices shall not be subject to the provisions of this sign code 1 . Signs placed by a governmental body or public utility, required to be maintained by law. . Memorial tablets or plaques placed by historical agencies .- . . Flags of the National or State Government, or not more than three ( ) flags of non-profit, religious, charitable, or fraternal organiza- tions. rgani a-tions. 4 . For sale, for rent, lea,se or exchange signs not to exceed two sins per lot shall be permitted The text of the signs shall be limited to the owner's or agent' s name, address and telephone number. The pant used on such signs may be of flat or glossy finish. Glowing type paint., highly reflective paint, or similary reflective finish or reflectors will not be permitted. The maximum area of such signs is three (; square feet. b. Multiple residential: Districts .
