ORDINANCE NO. 1770
AN ORDINANCE OF THE CITY OF REDLANDS REGULATING
SIGNS AND ADVERTISING ING STRICTURES IN TIDE', CITY OF
RE LAND , DECLARING THE PURPOSE THEREOF,
PROVIDING FOR THE APPLICATION FOR ANIS ISSUANCE
OF PERMITS FOR SIGNS AND ADVERTISING STRUCTURES
ANIS THE REVOCATION THEREOF, AND REPEALING ALL
CONFLICTING ORDINANCE.
THE CI'T'Y COUNCIL OF THE CITY OF REDLANDS
does ordain as follows
SECTION ONE: That Chapter 84, Sign Cade,
of the Redlands ordinance Code be entirely
rewritten to read as fellows.

SIGN CODE
84500, SHORT TITLE. This ordinance shall-
be known as the Sign Cad .
84501. CI C EI; The City Council of the
City of Redlands hereby finds that the City of Redlands
has a reputation as a community of natural beauty rendering'
it highly attractive to visitors and potential. future resi-
dents. The City Council further finds and determines that
the said natural., traditional and manmade advantages of the
City of Redlands have substantially contributed to the
essentially ridnti.a.l character of the community and to
its aesthetic, cultural and economic values . The City
Council further finds and determines that the unrul:atd.
and uncontrolled erection and maintenance of signs, bill-
boards, and advertising structures in other communities has
resulted in a gaudy and garish atmosphere that would, be out
of harmony with the fine attributes and excellent character
of the City of Redlands, The Council further finds and
determines that the lack of regulation and control of signs
in Esther communities has resulted it costly and unfair
competition for the public eye through the proliferation,
increased height, and size of signs. The City Council
further finds and determines that the safety of the general
public requires that the structural elements and location
of signs be regulated. By reason of the foregoing, the
City Council now finds and determines that reasonable and:
groper regulation of signs and advertising structures is
conducive to the fullest enjoyment by the people ofthe
community unity est natural and traditional advantages and neces-
sary

City Council further finds that regulation of signs will
result in a more fair and equitable 'public exposure of the
advertising displays oil all businesses, large and small
and that the appearance of the commercial areas will: be
protected.

84503,. DEFINITION OF SIGN. A sign shall,
mean any writing, pictorial presentation, emblem, flag,
banner,> or any other device, figure or similar character
which
any partof a sign arid advertising structure
or is attached to, painted on, or in any m r � �=

1. ADVERTISING SIGN, GENERAL OR BILLBOARD.
sign which directs attention to a business , commodity,
industry or other activity which is sold, offeree or
conducted elsewhere than on the premises which such
sign is located, end which may be aced, offered, or con-
ducted

. BUILDING IDENTIFICATION SIGN. A sign con-
taining any of the following information, and no more:
The name of a building, any portion of which is looted on
the same site area on which the sign is located, and the
address of such building.
4 . BUILDING LINE A line established by
ordinance beyond which no building may extend. A building
line may be a property line .
. BUSINESS IDENTIFICATIONSIGN. A sign con-
taining the name of the business , or the name of the
businesses to which it pertains and the names of the pro-
ducts or services sold or offered by such business or
businesses ..
6 . CHANGEABLE COPY. This shall mean copy con-
taining,
on-tainin , displaying or having media or letters each of
which can be readily changed without tools , as for
theater marquee.
7 CLOCK SIGN. Any timepiece erected outside of
any building for the purpose se of advertising the business on
or adjacent to the premises .
. COLOR... As used in this ordinance, color shall
mean black or white or any single shade of a color including
grey. Each different shade of a color (including gray
sill be considered a separate calor .
. COMBINATION SICK. Any sign incorporating any
combination of the features of ground, roof, or projectinq
signs. Often termed a fin :sign.
10 . CONSTRUCTION G A siqn- stating the names
of those individuals or businesses directly connected with
the construction project, their addresses, and their tele-
phone numbers .
ll. CORNER CUT-CSF ' AREA, A triangle formed b
drawing a lime between two points on the property lines
twenty-five ( feet from the point of intersection of
the property lines extended.
12. DIRECTIONAL SIGN. Any sign utilized only for
the purpose of indicating the direction of any object, place
or area.

14 . DIRECTOR OF PLANNING. The City of Redlands
enforce-
ment of the zoning and Land Use ordinance of the City of
Redlands, He is the secretary of t ela:nn.; n Commission
and as such will prepare and present to that body all
matters concerning this sign code that are specified t
be brought before the Commission.
15 . ENTITY. An independent, separa° , and indi-
vidual Usines .. For the purpose of this cads, separately
owned and operated businesses housed in a common area shall-
not be considered separateentities unless such a business
is completely separated from the remainder of the building
by walls and ceilings and further that such independent,
separate and individual business has at least one wall

M . FREEWAY. A highway in respect to wish the
owners of abutting lands have no right or easement of
access r in respect to which such owners haveonly limited
or restricted righty easement of access, and which i
declared to be such in compliance with the Streets and
Highways Code of the Stage of California.
M FREEWAY ORIENTED BUSINESS . A business
especially oriented to provide services to the freeway-
traveling public . Services shall be limited to food,
lodging and motor vehicle fuel . The business shall b

1,. FRONTAGE.
LOT FRONTAGE. That portion of landabut-
ting a street which is ei v lar p d or will be
developed as a building site, together with
paid parking and landscapinq areas required
by the Redlands i n Ordinance Conner

integral part of a building and no part of the sign or
support structure extends over public right-of-way. This

7. MARQUEE. A permanent roof structure attached
to and entirely supported by a wall of a building, having
no connectionrelationship wt the roof of the building.
28 . MARQUEE SIGN. Any signattached to or hung
from a marquee.
` . MONUMENT SIGN. A freestanding sign not
excess of four (. feet in height which is detached from
building and the support ;structure is a. solid base con-
structed of a permanent material such as concreteblock or
brick.

premises on which the nigra is located , or any portion
thereof , is for sale, lease, or rent, as the case may be.
39 . ROOF SIGN. A sign erected or painted wholly"

40. TEMPORARY ADVERTISING. Any banner, flag,
pennant, or sign (portable r otherwise) intended to b
displayed for a short period of time scted with the
following events:
m The initial opening of a business or the change
in the person licensed to operate the business.
Such temporary signage may be displayed ter
period not exceeding t e tt -one . days.
2. Special events for non-profit, religious,
charitable, or fraternal organizations. Such
display ;shall. not exceed a period of twenty-one
1) days unless the time is extended by action

84505. PERMITS AND PEES.
1 . PERMITS' A RE . It shall be unlawful for
any person to erect, alter, or relocate ithid the i tl
of Redlands any sign or advertising structure as defined
in this ordinance without first obtaining a permit from
the Directorof Building and Safety and making payment o
the fees as required by this code.
No permit shall be required to changecopy on
previously approved signs with replaceable copy, nor foga
pa,inting, reps irinq, maintaining, or cleaningof inti
approved signs .

EXCEPTIONS: The Director of Building and Safety
may not .require Plans or photographs to be: tiled
or small or temporary signs, nor for previously
approved standard Plans for sign supports pro-
vided the application is otherwise in compliance
with conditions of approval of the standard Plan.
3. ILLUMINATED SIGNS, ELECTRICAL PERMIT REQUIRED.
An application for an electrical permit shall be filed
concurrently with th an application for a sign permit when
electrical wiring and connections are incorporated in the
work as required - the Electrical ordinance of the City o "
Redlands.

GRANTING I N AND P-PSCINDING OF PERMIT. The Director
of Building and Safety, before granting in the permit the
erection, ori ti ,- reconstruction , or alteration of
any sign, shall determine that the proposed sign, with
respect to design, construction, location, and materials,
conforms to allapplicable laws and regulations f the
City of Redlands. Only materials as perrmitted. by the
Uniform Building Code governing structuralmaterials an
equipment, or as approved by the Director of Building
Safety, which conforms to standard engineering practices,
shall be used in the manufacture d erection of signs.
Any perrit may at any time be rescinded should any of the
provisions of this sign code be violated. Any sign permit,
including the accompanying electricalpermit the case
of an illuminated sign shall become a on the one
hundred twentieth (120) days from the day issued and all
permitfees forfeited, if work has not been initiated.
5. CORRECTION, STOPPING OF WORK. The granting
permit shall not prevent the Director rBuilding and
Safety from thereafter requiring the correction of errors'
in the wo-rk or from preventing further operations being
carried on thereunderwhen in violation of the provisions
of this sign code or any other ordinance of the City of
Redlands.
PERMIT6 . FEES . No siqn permit shall be issued
untilthe applicant haspaid to the Treasurer,urer permit
fee in the amount as established by resolution sof the
City Council.

7. INVESTIGATION FEES. Th r any work for

S. BONDS REQUIRED. Every p , before being
grantees a permit for a temporarysign or temporary real
estates sign shall file with the City Treasurer a cash or
siirety bend in favor of the City of Redlandspara
removal al each sign within the time .1imitations specified
in this sign code. The amount of the bond will be as
established by resolution of the C tCouncil.

authorization signed by the applicant and the property owner

enter upon the prentises to remove any signs which are not
removed with five days of the 'time specified i n the
permit and further, _if h signs are reemoved by the City,
the bond shall be deemed mem f rfei ed
A bond shall be posted with the City Treasurer
in the amount as determined by the City Council, prior to
the issuance of a City buisness license to a circus ,
carnival, or other similar temporary professional amuse-
ment faC41ity.
Such and shall be accompanied with written
acknowledgement by the applicantthat he has read the
following paragraph prescribing the conditions of the
bond:
1. Any sign placed on public property, on
utility ales, or on any trees 5hall be
promptly removed and the bend shall be
deemed forfeited.

84506 . GENERAL ADVERTISING OR BILLBOARD
SIGNS The erection of general advertising or billboard;
advertising signs has not been permitted in the City of
Redlands since September 5, 1961, the effective date of
the adoption of Article 818 , Chapter 81 , Redlands Ordinance
Code.
Following a public hearing called on the 3rd day o
October, 1967, in accordance with provisions of the Govern-
ment Code of the State of California, the City Council of
the City of Redlands found and determined, on the basis
of evidence and testimony presented during such hearing,
that general advertising or billboard advertising signs
prohibited by this ordinance have a value of ten dollars
($10 . 00) per lineal foot. All such signs shall be removed-
in accordance with the following amortization schedule::
Value of Sign Period for Removal
Less than. $100. 00 6 months
100 to and including $150- 00 1 year
$151 to and including $200. 00 2 years
Over $200. 00 years
The date upon which such amortization schedule shall
take effect and begin is the 3rd, day of November, 1967.
84507. EXEMPTED SIGNS. The following signs
and devices shall not be subject to the provisions of this
sign code
1 . Signs placed by a governmental body or public
utility, required to be maintained by law.
. Memorial tablets or plaques placed by historical
agencies .-
. . Flags of the National or State Government, or
not more than three ( ) flags of non-profit,
religious, charitable, or fraternal organiza-
tions.

2. SIGNS IN COMMERCIAL DISTRICTS.
a. -1 Neighborhood Stores District and -2
N`e-1--cjhb6--rhoo2 convenience Center District.
The purpose of the regulations in this part
is to obtain a coordinated and architecturally`
harmonious relationship between all signs
within a neighborhood commercial center-.
(1) Sign Approval Required. The location, size;
and architectural design of all signs and
support structures shall be approved by the
Planning Commission. Replacement of sign
copy on existing 'sign structures shall be
approved by the Director of Building and
Safety.
(2) Content_. All advertising signs in the -1
and -2 districts shall contain only the
name of the business or the owner' s name
and type of business or principal product.
(3) Size.
(a) Such signs shall not exceed one half
(1,/ square foot in area for each
foot of the structure or portion
thereof wherein the pertaining use is
conducted.
The sign may only be erected on the side
f a building where a: street right-of-
way or public entryway to the store is
located. One unlighted sign, not t
exceed two (2) square feet in area may
be placed on the rear of the building
for service and delivery identification.
(b) No individual sign shall exceed fifty
( ) square feet.

Service stations, by the outdoor nature of the
business , ha've a tendency to proliferate signs.-
In addition, several signs are necessary and
required to i indicate the availability of inspec-
tion services, identification f products
credit card use, trailing stamps, price signs
etc. This section provides the following
allowances and limitations for service stations ,
recognizing the unique requirements involved:
lSpecial sa,les and promotional signs shall b
limited to two ( ) displays per year of not
more than fourteen l consecutive days
duration. Maximum display window coverage
with temporary signs, shall be fifty percent
(50%) . Signs shall be temporary and n
permits will be required, however, approval

. CHARGE BY THE CITY OF REDLANDS, The Director
of Building and Safety may charge the cost of moving,
removing, correcting, staring, or doing the work on a sign
or sign structure against any one of the following, each of
which shall be jointly and severally liable for said charge:
a The permittee.
bx The owner of the sign.
�.:. The owner of the premises on which the sign i
Located.
d. The occupant of the premisesn which the sign
is located.
e.. The person responsible ;for the sign.
. REMOVED SIGNS TO BE STORED. A removed sign,
ether than; signs of paper, cardboard, lighwe ght plastic,,
r similar Material shall be held not less than. thirty ( )
days by the City, during which period it may be recovered
by the owner upon paying the Citi* for costa of removal and
storage. If not recovered within the thirty ( day period ,
the sign and structure is hereby declared abandoned and
title thereto shall: vest .in the City. The charge may be in
addition to any penalty for the violation and recovery of
the sign does not necessarily abrogate the penalty.
S. VIOLATION NOTICE AND ORDER. Any person vio-
lati_n ` any of the provisons of the Sign Code shall be
guilty of an infraction and upon first conviction thereof'
shall be punished by a fine not exceeding twenty-five
dollars ($25 . 00) and for a second conviction within a
period of one year, by a fine not exceeding nifty dollars
($50. 00) , end for a thud and any subsequent conviction
within a period of one year,, by a :fine not exceeding two
hundred dollars ($200, 00) ,.
. REMOVAL PROCEDURE -- NUISANCE SIGNS. The
Director of Building and Safety €alp :forthwith remove or
correct or cause to be moved or corrected, any sign or
advertising structure without notice which is a public
nuisance puraua a't to Section 84512 above.
84513. VARIANCES FROM NON-STRUCTURAL
PROVISIONS . In cases where the strict application of the
provisions of this ordinance would deprive a property� of
privileges commonly enjoyed by other properties in the.
same zone, a variance may be requested. A request for
variance shall be submitted to the Planning Commission
in accordance with Section 50. 00 of the ,Redlands
Zoning Ordinance.

84514 . APPEALS CONCERNING + :.TE I S AND
STRUCTURAL DETAILS. All appeals made from the decisions
of the Director of Building and Safety concerning materials<
and/or structural details will be handled, in accordance
with the procedure outlined in the Uniform Building Code
as adopted by an ordinance of the City of Redlands.
84515 . SIGNS AS RELATED TO ZONING AND
LAND USE. The City Council recognizes the class relation-
ship
l on-snip b :tween the proper control of signs and the best
possible exercise of zoning and land use. It is, therefore,
the desire of the City Council that the Planning Commission:
maintain high level of interest in all aspects of the
administration of this ordinance. It is also the desire
of the Cite Council that all City Officials consult freely
with the planning Commission in all instances where an
individualexpresses that he is or will suffer a hardship
because of full compliance with this ordinance.

and Safety or his designated representative and the director
of Planning and Community Development or his designated
