AN ORDINANCE OF THE CITY OF REDLANDS AMENDING CHAPTER 12.56
OF THE REDLANDS MUNICIPAL, CODE TO ESTABLISH POLICIES AND
PROCEDURES REGARDING SECURITY AT THE REDLANDS MUNICIPAL
AIRPORT
THE CITY COUNCIL OF THE CITY OF REDLANDS DOES ORDAIN AS FOLLOWS:.
Section 1. Chapter 12.56 of the Redlands Municipal Code shall be amended by the
addition of sections 12.56.440 and 12.56.450 to read as follows:
"12.56.440 Authority of Chief of Police for Airport Security
The Chief of Police shall establish and maintain policies and procedures which reasonably
ensure the safety of persons and property utilizing the Redlands Municipal Airport. These duties
shall include, but are not limited to, the development and implementation of security strategy,
controlling access to the airport through the use of access gates and the issuance of gate cards, and
the maintenance of applicant files and information for use by police and other City personnel.
I2.56.450 Appeal Process
In the event any person is aggrieved by a decision relating to the policies and procedures
established pursuant to Section 12.56.440 of this Code, that person may make a written request for
a hearing before the Chief of Police within ten days of the date of the decision which is the subject
of the grievance. The hearing shall be scheduled upon not less than ten calendar days notice to the
aggrieved person. Notice on the hearing shall be given by personal service or certified mail to the
address shown on the request for a hearing. If reasonable attempts to otherwise serve are not
successful,service may be provided by first class mail. Notice of the Chief of PoIice's decision shall
be given in the same manner as notice for the hearing.
Any person aggrieved with a decision of the Chief of Police may make a written request for
a hearing before the City Manager within ten days of the date of the decision of the Chief of Police.
The hearing shall be scheduled upon not less than ten calendar days notice to the aggrieved person.
Notice on the hearing shall be given by personal service or certified mail to the address shown on
the request for a hearing. If reasonable attempts to otherwise serve are not successful, service may
be provided by first class mail. Notice of the City Manager's decision shall be given in the same
manner as notice for the hearing."
Section 2. This ordinance shall be in force and take effect as provided by law.

SECTION 3:
The City Clerk shall certify to the adoption of this ordinance and shall cause it, or a
summary of it, to be published once in the Redlands Daily Facts, a newspaper of general
circulation within the City and thereafter, this ordinance shall take effect as provided by law.
