THE CITY COUNCIL OFTHE CIT Y OF REDLANDS DOES ORDAIN AS FOLLOWS-.
Section 1. Section 6.04.0 10 of the Redlands Municipal Code relating to dog kennel i
hereby arriended to read as follows
" "dog kennel"for purposes orf"this chapter,skull be any place,lot or premises where inor
than three;dogs are kept t for training, sale, boarding, or breeding; or the keeping of the sane for
hire; or any place where such facilities are maintained for the above purposes."
Section ?. Section 6.04.030 of the Redlands Municipal Code relating to dog license
exemption is hereby amended to read as follows;
"No license shall be required for any dog before the dog reaches the age of four months.
Section 3, Section 6.04-040 of the Redlands Municipal Code relating to dog license
renewal is hereby amended to read as follows:;
"Licenses issued pursuant to the provisions of :Sections 6.04.020 through 6.04;130 shall be
renewed each year on or before the first date of issuance.
Section. 4. Section 6.0 .060 of the Redlands Municipal Code relating to dog kennel
license exemption is hereby amended to read as follows:
ttNo license fee shall be charged against any dog in a commercial kennel,duly licensed as a`'
commercial business, having;paid a business license tax.
Section 5. `section 6,04. 70 of the Redlands Municipal Code is hereby deleted in its
entirety;
Section n. Section 6.04.120 ofthe Redlands Municipal Code relating to license prorated
fees is hereby amended,to react as follows:

Section 7. Section 6.t 4,140 of the Redlands Municipal Code relating to vaccination
requirement is hereby amended to read as follows:
"It is unlawful for any person to oven, have an interest in,harbor and feed or have the care,
charge, custody or possession of a dog, whether such dog is confined or not,, unless such dog has>
been vaccinateel with canine rabies vaccines licensed by USDA and approved by the Department of
Health Services for use in the California rabies control program, by injection or other approved
method. The vaccine shall be used exclusively to vaccinate all dogs within they City upon reaching
four months of age. All dogs under four months of age shall be confined to the owner's property
until such time they are vaccinated. regardless of the age of the animal primary immunization, a
second rabies vaccination shall be given one year later and the three-year booster schedule followed
thereafter; The vaccination:shall be performed by any duly qualified and licensed veterinarian."`
`section S. Section 6.04.1.60 of the Redlands Municipal Code relating to enforcement and
right of entry is hereby amended to read as follows,,
"It shall be the duty ofthe ChiefofPolice to enforce the provisions of this Chapter. To d
so,the Chief of Police,Poundmaster, and all police officers and animal control officers of the City
shall have the right to enter'upon any property located within the City, whether public or private."
Section '. Section 6.0 .180 of the Redlands Municipal Code relating to animal
abandonment is hereby amended to read as follows:
"It shall be unlawful for any person to deposit or abandon any dog or cat in or upon any
building,enclosure,lana,square,orstreet school ground,playground or any public place within the
City."
Section 10. Section 6.04:190 of the Redlands Municipal Code relating to quarantine for
dog bite is hereby amended to read as follows:
",Whenever it is shown that any dog has bitten any person, the owner or person having
custody or possession of the dog shall, upon order of the Chief of Police,quarantine the dog in strict
confinement, upon private premises of the owner, under restraint,by leash,closed cage,or paddock
for a period of tett days, if the owner or person having custody of"'said dog violates this order, the
dog shall be taken into custody by they Animal Control. bureau for the remainder of the quarantine
period at the owner's expense. The Chief of police may cause a licensed veterinarian to make an
inspection'of the dog at any time during such Period. Any dog so quarantined shall not be removed

section small be guilty of a misdemeanor."
Section 11. Section 6.05,1 0 of the Redlands :Municipal Code relating to death, sale,
transfer or permanent removal of a dog is hereby amended to read as follows.
"Tile ownerorkceperofa potentially dangerous dog shall notifythe Animal Control Bureau,
in writing within three:days of any change, ifthe potentially dangerous doh;dies,is sold,transferred,
or permanently removed from the City..
Section 12. Section n.{ .040 of the Redlands Municipal Code relating to the release of
impounded dogs is hereby amended to read as follows;
"If any dog impounded under the provisions of this Chapter has not been vaccinated as
provided in Sections 6.04,140 and 6,05,150,the owner or person entitled to custody of the dog shall
e issued a citation and pay an additional sura, as set by the City, for the keeping of the dog, and
shall provide to the Poundmaster or his representative, proof of compliance with the provisions of
Sections 6.04.010 through 6.04.150 within five days of the date the dog was returned."
Section 1.3. Section 6.08.050 of the Redlands Municipal Code relating to disposal of small
animals is hereby amended to read as follows:
"The ewer of a small animal may request arrangements for the disposal ofsuch animal. The
Poundmaster shall endeavor to comply with such request, provided.Haat the animal is available for
pick-up or is delivered by the owner to a place and at a time requested by the Poundmaster or his
representative. The person requesting disposal of the animal shall:pay a disposal fee as set by the
City."
Section 14. 6.08.060 of the Redlands Municipal Code relating to Livestock is hereby
amended to read as follows:
"It is tine ditty of the Poundmaster or his representative to take up, impound and safer keep
any livestock found running; at lame in the City, and to receive and impound any such livestock
taken up and delivered by any person, When any such animal is so impounded, tlae Poundmaster
shall notify the owner thereof; ifknown. If the owner is not known, advertisement shall be placed
in a newspaper of general circulation. The notice shall contain a description of'the animal and shall
state that, 'unless reclaimed, the animal will be sold at public auction at a time and place to be
specified its the notice,which time shall not be less than five days from the date the notice is posted.
If the animal is not reclaimed before the expiration of the time specified.-in the notice, the
Poundmaster may sell the animal at public auction to the highest bidder. If the animal is reclaimed
by its owner, the owner shall pay an impounding poundin fee,as set by the City, before taking;possession of
the. animal."

Se tion 1 5. `section 6.l2. (1 of the Redlands Municipal Code relating to reporting of
rabid animals is hereby amended to read as follows:
"It is the uta of every person having knowledge of the existence of an animal apparently
afflicted with rabies to report immediately to an animal control officer or to the Chief of police the
existence and description of such animal,the place where seem, the owners name, if known,and the
symptoms suggesting rabies any rabid animal or clinically suspected rabid animal shall be isolated
in strict confinement under the proper care and tinder the observation of;a licensed veterinarian, in
a pound, veterinary hospital; or other adequate facility at the owner's expense."
Section 16., ecstion 6.12.050 of the Redlands Municipal Coda;relating to rabid bite and
confinement of animal bitten is hereby amended to read as follows:
"Whenever any animal is bitten by another aminal that has or is suspected of having rabies,
the owner or person having custody or possession of the animal bitten shall either destroy the animal
or confine it and keep it confined for a period of"six months. If the owner or person having custody
or possession of the animal refuses or is unable to confine the animal, the Poundmaster or his
representatives may quarantine the animal at the owner's expense until it is determined whether the
animal has contracted rabies. The Poundmaster may test and destroy the animal for rabies at the
owner's expense."
et tion 17. Section h.1 .060 of the Redlands Municipal Code relating to observation of
rabies symptoms and examination is hereby amended to read as follows:
"If it reasonably appears to any animal control officer that a dog or other animal has rabies,
said officer may hold such animal for examination by a licensed veterinarian until it is determined
that the animal is free of rabies. The owner shall pay all casts associated with the examination,
boarding feces ad/or euthanasia as determined by the City."
Section 18. Section 6.1'?. 70 of the Redlands Municipal Code relating to Examination to
be allowed by owner is hereby amended to read as follows:
"The owner or person having custody or possession of any animal that slows symptoms of
rabies, or has acted in a manner which would lead to a reasonable suspicion that it might have rabies,
shall allow the Poundmaster or his representatives to make an inspection(s)) or examination(s) of
such animal until it is established that the animal either has or does not have rabies_"
See tion 12. Section o.I .01 d of the Redlands Municipal Code relating to Wild or
Undomesticated Animals is hereby amended to read as follows.
"No person shall offer for sale, give away, bring into or maintain within an area corning'
within the jurisdiction of this Chapter, any lion, tiger, bear, wolf, wolf-hybrids, cougar, ocelot,
wildcat,skunk,venomous or dangerous snake or outer such wild animals ferae naturae),irrespective

of their actual or asserted state of docility, tameness, or domesticity. The Animal Control Bureau
may impound any such animal and release it to an agency suitable for maintaining:the animal or
dispose of it in a humane manner after three working days to allow for legal restraining action by the
owner,"
Section 20. Section 6.16,020 of the Redlands Municipal Code relating to Exemptions i
hereby amended to reed as follows,-
"The previsions of this Chapter shall not prohibit the keeping or maintaining of'wild animals
With the City under the following conditions:
"D, A permit has been issued as outlined in Section 6.24,010 for the non-domestic
animals."
Section 21: Section 6.20.020 ofthe Redlands Municipal{rode relating to Permits is hereby
amended to read as follows:
"'It is unlawful for any person within the City to keep or have control of any stands of bees
within.the City without first obtaining a permit,to do so as outlined in Section 6.24.01 tl and subject.
to such conditions as may be from time to time imposed by Animal Control. "
_Section.22. Section 6.20.070 of the Redlands Municipal Code relating to Identification,
Signs is hereby amended to read as follows.
"Every person owning an apiary located on premises other than where he resides shall
identify such apiary by a sign prominently displayed on the entrance side of the apiary stating in
black letters name of the owner or person in possession of the apiary, his address and telephone
number of if he has no telephone, a message telephone number."'
Section 23. Section 6.2 .010 of the Redlands Municipal Code relating to Miscellaneous=
Animal Regulations is hereby amended to read,as follows:
Sections: 6.24.010 Permit required for beeping livestock,, fowl, or other non-
domestic animals..

_Section 24. Section 6.24.01 tI of the Redlands Municipal Code relating to a Perin t
Requirement is hereby amended to read as follows:
"Permit required for keeping livestock, fowl, or Cather non-do me tic animals.

It is unlawful to keep;within the City any livestock,fowl,or any other non-domestic animals
without first obtaining a permit from the Animal Control Bureau or Chief ofPolice."
Section 25. Section 6.24.020 of the Redlands Municipal Code relating to Distance to be
Maintained from blouse is hereby amended to read as follows:
"Permit -,Conditions and inspections.
The Animal Control Bureau shall grant a permit only upon finding that(a) the keeping of
such aninaal(s) for which the pen-nit is sought is not a prohibited use in the zonae in which the
applicant's property lies; (b) the keeping of such animals(s) will not be>detrimental to the public
health, safety, car general welfare of the public; and (c) applicant has sufficient land to sustain the:
anirnal(s) for which the permit is sought and this requirement shall be determined adequate by the
hiefofPolice or his representative,
Each permit shall be renewed annually and conditioned upon the applicant's compliance with
all of the following provisions.
(a) Animal(s) shall be confined to a cage or ether enclosure of sufficient size and
strength to ensure animals are secured. Fencing materials shall be ofadequate-height
and strength to prevent escape.
(b) Fencing, cages and other enclosures for larger animals shall be Dept at a distance o
at least fifty feet from all dwellings;and for each additional large animal this distance
shall be increased by an additional rife feet tap to a distance of two hundred. feet.
Small animals shall be Dept at a distance of at least twenty-five feet from all
dwellings..
(c) Enclosures shall provide cover or shade to meet the meed of and to protect the
animal(s).
(d) Water shall be made available at all times and held in a suitable container for the
animal(s). Food shall be provided to meet the particular needs of the animal(s).
(e) The premises where suchanimals are Dept shall be maintained in a clean and
sanitary condition at all times."
Section 26. Section 6,24.030 of the Redlands Municipal Cade relating to Fowl and
Rabbits is hereby amended to read as follows:
Permit - appeal`if permit is denied.
Section 27. Section 6.24.010 of the Redlands Municipal Code relating to Sanitation of
Premises is hereby deleted in its entirety and rewritten to read as follows:
"Section 6.24.040 Revocation of permit,
When the oNvncr or person in possession of'the animal(s) is not in compliance with the
conditions stated in Section .2 . 20, the Chief of Police or his representative,and upon ten days"
prior notice to the person beeping the animals,revoke the permit under which such animals or fowl
are kept. Once the permit is revoked, the owner or person in possession of such animals shall
remove e the animals from the property within fourteen days. Animals not removed from the
premises within the fourteen day period shall be removed by the Animal Control Bureau at the
expertise of the owner or person in possession of the animals."
Section S. The Mayor shall sign this ordinance and the City Clerk shall certify to the
adoption ofthis ordinance and shall cause it or a summary of it, to he published Dace in the
Redlands Daily Facts, a newspaper of general circulation within the City and thereafter, this
ordinance shall tale effect as provided by law.
