AN ORDINANCE ADDING CHAPTER 18 TO THE
REDLANDS ORDINANCE CODE RELATING TO THE
ESTABLISHMENTr ORGANIZATION AND DUTIES OF
HOARDS AND C014MISSIONS
THE CITY COUNCIL OF THE CITY OF REDLANDS DOES ORDAIN as
follows:
SECTION 1: Chapter 18 is hereby added to the
Redlands ordinance Code, to read as follows.-

ARTICLE 180
AIRPORT ADVISORY BOARD
518001. EXISTENCE. There is an Airport Advisory
Burd as established by City Council,.. Resolution No. 2212.
518€02. ME14BERS - QUALIFICATIONS. The Board shall
consist of five members appointed by the City Council. No
person shall be appointed to the Board who golds any
salaried public office or employment, nor shall any member,
while on the Board or for a, period of one year after his
term has expired, be eligible for appointment or election to
any office or employment of the City.
$18003. B ERS - APPOINTMENT D TERMS CSE OFFICE.
The Board members shall serve staggered terms of four years
each, with one Board[ member being replaced on July 1 of each
year. Except in the case of a vacancy created other than by
expiration of tern, each successor shall be appointed by the
City Council for a term of four years. Vacancies on the
Board shall be filled by appointment by the City Council for
the unexpired term. Each member shall serve until his
successor is appointed and qualified. A four-fifths vote of
the Council shall be required to appoint or remove a member
of the Board.
518004. ORGANIZATION. The Board shall, during the
month of July of each year, select from among its members a
chairman to serve for one year. The Board shall determine
the order of business for the conduct of its meetings, which
shall be on call of the chairman or three members of the
Board. Three members of the Board shall constitute a +quorum.
for the transaction of business.
518005. POWERS AND DUTIES. The Airport Advisory
Board shall have the power and duty to act in an advisory
capacity to the City Council in all matters pertaining to
the administration, operation, development,, improvement and
maintenance of the Redlands Municipal Airport.
ARTICLE 181
ARD OF APPEALS
518101. EXISTENCE. There is a Board of Appeals,
which shall, pass upon matters pertaining to building
construction, as set forth in Section 84001 of this Code.
ARTICLE 182
BUSINESS IMPROVEMENT DISTRICT ADVISORY BOARD
+518241. EXISTENCE. There is a Business improve-
ment District: Advisory Board as established by Ordinance No
1838 of the City of Redlands.
S18202. MEMBERS. The Boars shall consist of seven
members appointed by the City Council from businesses
located within the Parking and Business Improvement Area.
Each member shall serve for a term of three years, and shall
not serve for more than two consecutive terms Vacancies on
the Board shall be filled by appointment by the City Council
for the unexpired term.
518203. POWERS AND DUTIES. The Board shall have
the power and duty to act in an advisory capacity to the
City Council in all matters pertaining to the administra-
tion, operation, developments improvement and maintenance of
the Parking and Business Improvement Area. The Berard shall
also administer the daily affairs of the Area in accordance
with Ordinance No. 1570, Council direction, and the annual
budget approved by the Council.
ARTICLE 183
HISTORICAND SCENIC PRESERVATION COMMISSION
518301. PURPOSE AND INTENT. The City Council
hereby finds and declares, as -follows:
(a) That the City of Redlands possesses many
distinctive structures, beautiful trees and gardens, public
parks and other scenic and aesthetic qualities that enhance
its value as an attractive community.
(b)` That the well-preserved properties established
before and after this City's incorporation in 1888
contribute to this community's fine character, atmosphere
and ;reputation.
(c) That certain of these properties, by virtue of
their age, architectural style, aesthetic appeal, or
association with local history, are of great historical
significance and value.
(d) That these irreplaceable historical properties
should be preserved to be enjoyed and valued by the
generations that follow us
(e) That the adoption of reasonable and fair
regulations is necessary as a means of documenting and
preserving these properties, and of providing recognition of
their value to the community.
S18302. EXISTENCE. There is a Historic and Scenic
Preservation Commission, which shall serve in an advisory
capacity to the City Council and make recommendations and

determinations relating to the designation, preservation_,
protection, enhancement and perpetuation of the City' s
historical and scenic properties.
518343. MMERS. The Commission shall consist of
nine members. Four members shall be appointed by the City
Council and shall be chosen from a list containing ten
names, to be submitted by the Huard of the Redlands Area
Historical Society. Four members shall be appointed by the
City Council from city residents at large. One member shall
be the Senior Archivist of the Redlands A K. Smiley Library
or his or her designated appointee. The appointed members
shall serve for terms of four years. All of the members
shall serve without monetary compensation.
518344. ORGANIZATION. The Commission shall
annually elect a chairperson for the terra of one year, and
such ether officers as the Commission may deem advisable.
The Commission shall adapt such rules and regulations for
its own organization as :are necessary to carry out its
duties and functions, and shall designate the time and place
for its meetings. The Commission shall keep records of all
of its actions and proceedings and shall have regular
meeting dates. The Commission shall submit annually a
proposed budget to the City Council covering personnel
services, supplies, and equipment necessary for the
performance of its duties.
$18345. DUTIES. The Commission shall have the
following duties.
(a) To promote public; interest in and under-
standing of historical and scenic properties and the
preservation; thereof.
(b) To consult With and advise public officials
and agencies; civic, educational, professional and other
organizations; and citizens, generally, in relation to the
preservation of historical and scenic properties.
(c) To consider all inquiries and requests for the
preservation or cataloging of historical or scenic proper-
ties located within the city limits of the City of Redlands.
(d) To compile and maintain a current register of
all properties it has determined to be registerable histori-
cal or scenic properties. The register shall contain a
description of each property, the reason or reasons for its
inclusion in the register, and an inventory detailing those
its or characteristics of the property which erre being
classified as historical or scenic. Copies of the register

shall be available to all interested departments, govern-
mental or civic agencies, and interested individuals.
(e) To consider requests by property owners for
non-technical advice on proposed work on a registered
historical or scenic property.
(f) To perform such other duties as are specified
by ordinance of this City.
518306. PROCEDURE FOR DESIGNATION OF HISTORICAL OR
SCENIC PROPERTY; NOTICE OF SALE OR TRANSFER. A property
shall be considered for registration as a historical or
scenic property upon completion and filing of an application
by the owner of the property. The application shall be
filed with the Historic and Scenic Preservation Commission,
and shall contain all information requested by the
Commission.
Upon the filing of an application, the Commission
shall determine, within forty-five days, whether the
property qualifies as historical or scenic property and, if
so, which part or parts of the property shall be included in
the City's Register of Historic and Scenic Properties. Upon
approval of an application, the Commission shall notify the
owner by mail of the approval, and shall give notice of any
regulations, restrictions or duties that arise from such
designation, including specific notice as to what part or
parts of the property may not be destroyed, altered or
removed without first obtaining a permit from the Department
of Building and Safety.
Upon its determination that a property is regis-
terable as historical or scenic property, the Commission
shall notify the City Clerk, who shall set the matter for
hearing at the next regular City Council meeting. At the
hearing on the matter, the Council shall vote on the
inclusion of the property in the City' s Register of Historic
and Scenic Properties.
Upon a property's acceptance by the City Council,
the Commission shall enter the property on the Register, and
the owner shall have recorded in the office of the County
Recorder that his property has been registered as a histori-
cal and scenic property and is subject to all restrictions
applicable to such property under the Redlands Ordinance
Code. After a property is so registered, the owner or
owners, or his or their legal representatives, assignees or
heirs shall be required to give written notice of the
property 's sale or transfer of ownership to the Historic and
Scenic Preservation Commission within ten days of the sale
or transfer.
51830 7. DEMOLITION, ALTERATION OR REMOVAL OF
HISTORICAL OR SCENIC PROPERT'Y'.
(a) Permit Requirement. It shall be unlawful for
any person to 3estroy, remove or substantially alter any
property recorded in the Register of Historic and Scenic
Properties without first notifying the Department of
Building and Safety of the property's status as registered
historical or scenic property and obtaining a permit for
such work from the Department pursuant to the provisions of
this section.
(b) Referral to Commission. No permit for the
demolition, removal or suBstanElal alteration of any regis-
tered property shall be issued without first referring the
matter to the Historic and Scenic Preservation Commission,
except where the issuing agency determines that demolition,
removal or alteration of any building, structure, or site is
immediately necessary to protect the public health, safety
or general welfare. The issuing beard or agency shall
notify the Commission in writing within five days of
receiving any request for any such permit.
{c} Notification of Objections. The Commission
shall have thirty days from the date of receiving notifica-
tion of a permit application within which to object to the
proposed demolition, removal or substantial alteration of <a
registered historical or scenic property. Upon review of
the application, the Commission shall file its objections
with the City Council, and shall take such steps within the
scope of its powers and duties as it determines are neces-
sary for the preservation of the property. Upon the filing
of such objections, no permit shall be issued for the demo-
lition, removal or substantial alteration of the registered
property for a period of not less than thirty nor more than
sixty days. The Council shall notify the appropriate
departments of the filing of objections by the Commission.
Failure to file objections within the thirty-day period
shall be deemed a waiver of all objections, and the permit
shall be issued in due course.

the filing of its objections, the Commission shall report
and make .its recommendation to the Council regarding the
requested permit. Before making its recommendation, the
Commission small hold a public hearing on the proposed
demolition, removal or substantial alteration. The City
Clerk shall cause a notice of the hearing to be published
twice, at least ten days before such hearing, in a newspaper
of general circulation published and circulated in the City
w
of Redlands. The notice shall contain the time, place and
purpose of the hearing. In addition, one week's notice by
it shall be given to the party or parties who have regues
tedthe permit. Any interested ;person or persons shall be
allowed to appear in person or by petition at the hearing on
the matter, and the Commission shall forthwith make its
report to the Council recommending the approval, modifica-
tion or rejection of the proposed demolition, removal or
substantial alteration of the registered property.
(e) City Council Review. Upon review of the
Commission's recommendation, the Council may deny or modify
the requested permit, or withdraw and cancel the objec-
tions.
b ec--tions. Upon the withdrawal of the objections, the permit
shall be issued in due course.
f Substantial Alteration Defined. "Substantial
alteration" means any alteration of any registered property
or part thereof which so changes the property as to lessen
or detract from its historical or scenic value or character_,
but does not include maintenance and preservation work-.
518308. REMOVAL FROM REGISTER ON SHOWING OF
HARDSHIP. The Commission or the City Council may remove a
property from the Register' of Historic and Scenic Proper-
ties, or approve a permit for the demolition, <alteration, or
removal of a registered historical or scenic property if the
applicant presents facts clearly demonstrating to the satis-
faction of the Commission or the Council that the failure to
receive such deletion or permit would cause immediate and
substantial hardships to, the owner of the property which was
notreasonably foreseeable at the time the property was
placed on the Register of Historic and Scenic Properties.
S18309. HISTORICAL A D SCENIC PROPERTY DEFINED.
historical or scenic property is any property, structure or
improvement;, including any significant trees or other plant
life, which satisfies any of the following requirements.
(a) The property is the first, last_, only or most
significant historical or scenic property of its type in the
City of Redlands.
(b) The property is associated with an individual
or group having significant influence on the history or
development of the City of Redlands .,
c The property is an example or contains an
example of a period, style, architectural movement, or
construction of historical, aesthetic, or architectural
interest.

(d) The property is a part of or contributes
aesthetically to the historical or scenic heritage of the
City of Redlands. This category includes, but is not
limited to, landscaping:, light standards, trees: curbings
and signs.
(e) The property is located within a geograph-
ically
definable area possessing a concentration si
historical or scenic properties that contribute to each
other and are unified aesthetically by plan or by physical
development.

HOUSING AUTHORITY AND APPEALS 130ARD
515401. EXISTENCE. There is a Housing Authority
and Appeals Board as set forth in Section 84401 of this
Code.
ARTICLE 185
HOUSING COMMISSION
518501. EXISTENCE. There is -a Housing Commission
as established by Ordinance No. 1601 of the City of Redlands
for the purpose of advising the City Council on all matters
related to the improvement of housing conditions, particu-
larly for elderly and low income residents of the City.
518502 8 S -y APPOINTMENT AND TERMS OF OFFICE.
The Commission shall consist_ of seven members appointed by
the City Council- from City residents at Large for terms of
four years. Initial appointments shall be as follows.

Two members for a term of two years.
Three members for a term; of three years*
Two members for a term of four years.
The Commission members shall serve without compensation.
518543. PLEMBERS - FORFEITURE of OFFICE BY ABSENCE
The Commission members shall attend all regular meetings
unless excused by the chairman. A Commission member who
does not attend three consecutive announced meetings and who
is not excused therefrom by the chairman will be dropped
from the Commission, and a replacement member will be
appointed by the City Council.
518504. ORGANIZATION AND MEETINGS. The Commission
shall elect a chairman and a vice chairman to serve at the
pleasure- of the Commission. The chairman and vice chairman '
shall be elected by the full Commission for a term of one
year. Chairmanship shall be held on a rotating basis and
the election shall be conducted on the first meeting of each
year. A regular time and place for meetings shall be
established and adhered to in the manner of holding public
meetings for legislative bodies in this state. All meetings
shall be open to the public unless otherwise provided by
law. The City shall provide staff support as necessary.
S18505. POWERS AND DUTIES. The Housing Commission
shall be the agency through which individuals and groups may
work in housing improvement# and in determining which
federal and state programs may be used for the benefit of
the citizens of the greater Redlands community. The Commis-
sion shall have the following specific duties and
responsibilities:
(a) To investigate living, dwelling and housing
conditions and the means and methods of improving such
conditions.
(b) To determine where slum areas exist or where
there is a shortage of decent, safer and sanitary dwelling
accommodations for persons of low income.
(c) To make studies and recommendations relating
to the problem of clearingr replanning and reconstructing
slum areas and providing dwelling accommodations for persons
of low income.
(d) To engage in research and studies on the
subject of housing.
(e) To make available to agencies charged with the
duty of abating nuisances or like conditions, or demolishing
unsafe and unsanitary structures, its findings and recommen-
dations with regard to any building or property where con-
ditions exist which are dangerous to the public health,
safety or welfare.
(f) To make recommendations to the Planning
Commission and City Council on matters pertaining to all
types of housing, with particular emphasis on low income and
elderly housing proposals.
(g) To provide information on solutions to housing
needs to all interested citizens and groups, and to extend

advice and assistance in construction, as well as financial
and social matters relating to housing.
(h) To adapt such rules of procedure as may be
required to discharge its duties and responsibilities,
subject to City Council approval, and to perform such other
duties as are provided by ordinance of this City.
ARTICLE 186
LIBRARY BOARD OF TRUSTEES
$18601 . EXISTENCE. There is a Library Board of
Trustees as established by Ordinance No. 170 of the City of
Redlands. The Board shall consist of five elected trustees,
who shall have the powers and duties set forth in Section
52101 of this Code.
ARTICLE 187
PARKS COMMISSION
518701 EXISTENCE. There is a Parks Commission as
established by Ordinance No. 1013 of the City of Redlands s c
crake recommendations and advise the City Council regarding
parks, parkways and street trees.
518702. MEMBERS. The Commission shall consist of
nine members.. Eight members shall, be appointed by the
Mayor, with the approval of the City Council, from City
residents at large who are not City officials, for terms of
five years. The Council shall also appoint one student
member for a term of one year as a full voting member of the
Commission. The Commission shall annually nominate a high
school student for the Council's consideration.
The members shall serve without compensation.
518703. MEMBERS - FORFEITURE' OF OFFICE BY ABSENCE.
Any commissioner who is absent from any three consecutive
regular meetings of the Commission, unless excused from such;
attendance by consent of the Commission expressed by action;
of record in its minutes shall automatically forfeit his or
her office as a member of the Commission. The vacancy so
created shall be filled by appointment by the City Council
for the unexpired portion of the term.
518704. ORGANIZATION. The Commissioners shall,
upon their appointment,, organize and elect a chairman for
the term of one year, and such other officers as the
Commissioners may deed advisable, and shall make such rules
and regulations as ,are necessary to fulfill the obligations
and duties of the Commission.

The Park Superintendent shall be an ex-officio
advisory member of the Parks Commission, and shall attend
all meetings of the Commission.
$18705. DUTIES. The Commission shah: recommend to
the Council policies for the acquisition, development and
improvement of parks and for the planting, care and removal
of trees and shrubs in all parks and streets. The Commis-
sion
o ission shall have regular meeting datest and shall keep
records of all of its acts and proceedings.
TICLE 188
PERSONNEL ADVISORS BOARD
518801. EXISTENCE. There is a Personnel Advisory
Board as established by Ordinance No. 10189 of the City of
Redlands.
S18802. MEMBERS. The Beard shall consist of five
members appointed by the City Council. At the expiration of
each term, a successor shall be appointed by the Council for
a term of four years.
All members of the Board shall be residents of this
City. No person shall be appointed to the Beard who holds
any salaried public office or employment, nor shall any
member, while on the Board or for a period of one year after
his term has +expired, be eligible for appointment or elec-
tion to any office or employment of this City.
The Mayor shall designate the chairman of the first
Board to be appointed, and annually thereafter, during the
month of January, the Board shall elect from amongits
members a chairman to serve .for one year .
Vacancies on the Board shall be filled by appoint-
ment by the Council for the unexpired berm. Each member
shall serve until his successor is appointed and quali-
fied. A four-fifths vote of the Council shall be required
to appoint or remove a member of the Board.
518803. POWERS AND DUTIES. The Board shall deter-
mine
etermine the order of business for the conduct of its meetings,
which shall be on call of the chairman or three members of
the Board. Three members of the Board shall constitute a
quorum for the transaction of business.
As provided in Article 160 of this Code, the Board
shall hear written appeals submitted by any person in the
competitive service relating to any disciplinary action,
dismissal, demotion or alleged violation of Article 160 or
the personnel .rules, and shall certify its findings and
recommendations as provided in Article 160.

In any investigation or hearing conducted by the
Board, it shall have the power to examine witnesses under
oath and to compel their attendance or production of
evidence by subpoenas issued in the name of the City and
attested by the City Clerk It shall be the duty of the
Chief of Police to cause all such subpoenas to be served,
and the refusal of a person to attend or to testify in
answer to such a subpoena shall subject that person to
prosecution in the same manner set forth by law for failure
to appear before the Council in response to a subpoena
issued by the Council. Each member of the Personnel
Advisory Board shall have the power to administer oaths to
witnesses.
When requested by the Council or City Manager, the,
Board shall hold hearings and make recommendations on any
Iter of personnel administration, within the Limits of a
request of the Council or the City Manager.
ARTICLE 189
PLANNING C01 MISSION
518901. EXISTENCE. There is a Planning Commis-
sion,
o is-sign, which shall serve as the Planning Agency of the City
of Redlands
518902. MEMBERS. The Commission shall consist of
seven members who are residents of the City and neither
officers nor employees thereof. The members shall be
appointed by the Mayor, with the approval of the City
Council. Pour members of the Commission shall constitute a
quorum
Each mercer shall serve for a term of four years,,
and until his or her successor is appointed and qualified.
The Council may remove any member of the Commission at any
time, without cause, by a majority vote. If a vacancy
occurs other than by expiration of tams, it shall be filled
by ;appointment for the unexpired portion of the term..
$18903- ORGANIZATION AND MEETINGS. The Commission
shall annually elect from its number a chairman, who shall
serve for a term of one year, and such other officers as the
Commission may deem advisable. Except as otherwise provided
in this Coder or by the lags of thi
518904. POWERS AND DUTIES. As Planning Agency of
the City, the Planning Commission shall have such powers and
duties as are provided for such agencies by the general laws
of this state. in addition, the Commission shall have such
powers and duties as are provided by City ordinance. The
Commission shall keep proper records of all of its official
acts and proceedings.
ARTICLE 190
PUBLIC WORKS COMMISSION
§19001. EXISTENCE. There is a Public Works
Commission as established by Ordinance Nos. 1594 and 1877 of
the City of Redlands.
$19002. MEMBERS. The Commission shall consist of
seven members appointed by the City Council from City
residents at large for terms of three years. No person
shall be appointed or serve who by either his knowledge . of
proposed City activities or by influencing a change in
Public Works Department policy and organization could cause
personal gain to himself. The Commissioners shall serve
without compensation.
The Public Works Commission members shall attend
all regular meetings unless excused by the chairman. A
Commission member who does not attend three consecutive
announced meetings and who is not excused therefrom by the
chairman will be dropped from the Commission and a replace-
ment member will be appointed by the Council.
519003. ORGANIZATION AND MEETINGS. The Commission
shall meet within one month of its formation and elect a
chairman and vice-chairman. Unless earlier removed by vote
of the full cofission, the chairman and vice-chairman shall
serve for a term of one year.
A regular time and place of meetings shall be
established and adhered to in the manner of holding public
meetings of legislative bodies in this state. Except as
otherwise provided by law, all meetings shall be open to the
public. The Public Works Director shall act as secretary to
the Commission and shall provide staff support as neces-
sary. The Commission is encouraged to appoint ad hoc
committees to study specific problems, particularly when the
resolution of any problem requires special skills not
possessed by Commission members.
519004. DUTIES. The Commission shall serve in an
advisory capacity to the City Council and shall advise and

assist the Public Works Director and City Manager by provid-
ing citizen review and input concerning all aspects of the
management and operation of the Department of Public Works,
thereby providing a direct channel for utilization of the
citizen expertise available in the community.
ARTICLE 191
RECREATION ADVISORY COMMISSION
519101. EXISTENCE. There is a Recreation Advisory
Commission as established by City Council Resolution No.
3961 to make recommendations to the City Council concerning
recreation programs, structures and facilities.
S19102. MEMBERS - APPOINTMENT AND TERMS OF
OFFICE. The Commission shall consist of nine members. Eight
members shall be appointed by the City Council, from City
residents at large who are not City officials, for staggered
terms of three years. The Council shall also appoint one
student member for a term of one year as a full voting
member of the Commission. The- Commission shall nominate a
high school student for the Council 's consideration. Terms
of office shall coincide with the fiscal year of the City.
No person shall serve more than two terms as a member of the
Commission. Any vacancy created other than by expiration of
term shall be filled by appointment by the Council for the
unexpired portion of the term.
The members of the Commission shall serve without
compensation. Five members of the Commission shall consti-
tute a quorum.

S19104. ORGANIZATION. The Commission shall elect
a chairperson for the term of one year and such other
officers as the Commission may deem advisable. The chair-
person shall preside at all meetings and shall be eligible
to vote on all matters coming before the Commission. The
chairperson shall prepare meeting agendas with the
Recreation Director and perform other related duties as
required. The Recreation Director shall serve as staff of
the Commission.

Except as otherwise provided in this Code, or by
the laws of this state, the Commission shall provide for its
own organization, sham, adapt rules and regulations for the
transaction of business before it, and shall designate the
time and place for its regular monthly meeting. The
commission may use the Community Center located at 111 West
Lugonia Avenue, in the City of Redlands, as the plane for
its regular monthly meeting.
S19145. POWERS AND DUTIES. The duties of the.
Commission shall be to
(a) Use members' skills, knowledge and experience
to assist and advise the ;recreation program staff.
{b) Keep the general public informed about the
City's recreation program.
(c) Serve as a vehicle for the promotion of
activities for the recreation program and the Community
Center.
(d) Serve as a clearinghouse for citizens ''
suggestions, reactions, opinions, interests and needs.
The Commission shall keep proper records of all o
its official acts and proceedings and shall make reports to
the City.
ARTICLE 192
REDEVELOPMENT ADVISORY COMMISSION
519201. EXISTENCE. There is a Redevelopment
Advisory Commission of the Redevelopment Agency of the City
f Redlands as established by Redevelopment Agency Resolu-
tion No. 165 to advise and support the Agency in carrying
out the objectives of the Redevelopment Plan of the City of
Redlands-.
519202. MEMBERS APPOINTMENT AND TERMS OF OFFICE.
The Commission shall consist of nine members appointed by
the Redevelopment Agency. The members shall serve staggered
terms of three years each. Successors shall be appointed by
the Agency. Any vacancy that occurs Cather than by expira-
tion of term shall be filled by appointment for the unex-
pired portion of the term. The members of the Commission
shall be residents of the City.
519203. EERS - FORFEITURE OF OFFICE BY ABSENCE.
Any Commissioner who is absent from any three consecutive

regular meetings of the Commission, unless excused: from such
attendance by consent of the Commission expressed by action
of record in its minutes, shall automatically forfeit his or
her office as a member of the Commission. The Redevelopment
Agency shall: fill the vacancy by appointment.
5192`04. ORGANIZATION AND MEETINGS. The Commission
shall annually elect a chairman, who shall serve for a term
of one year, and such officers as the Commission may deet
advisable. Except as otherwise provided herein, the Commis-
sion shall provide for its own organization, and shall adopt
rules and regulations for the transaction of business before
it, and shall designate the time and place for its regular
monthly meeting or meetings. The Commission may use the ,
Council Chamber in the Safety Hall as the place for its
meetings, provided that such meetings do not conflict or
interfere with meetings of the City Council. Five members
of the Commission shall constitute a quorum for the trans-
action of business.
The Redevelopment Director shall serge as staff of
the Commission.
§19205POWERS AND DUTIES. It shall be the duty
of the Commission to provide advice, assistance and support
to the Redevelopment Agency on redevelopment matters.: The:
Commission shall endeavor to promote public interest in and
understanding of the Redevelopment Plan and the regulations
relating thereto.
The Commission shall keep records of all of its
official acts and proceedings and shall make reports to the
Agency.
ARTICLE 193
REDEVELOP NT AGENCY'
$119301. EXISTENCE. There is a Redevelopment
Agency as established by Ordinance No. 1:436 of this City
pursuant to the Community Redevelopment Law (Health and
Safety Code e SS33000 et sect. ) . It is found ,and declared that
there is a need for a—Redevelopment Agency to function in
the City of Redlands. Pursuant to the provisions of Section
33200 of the Community Redevelopment Law, the City Council
declares itself to be the Redevelopment Agency of the City
of Redlands, 'having found that such action will serve the
public interest and promote the public safety and welfare in
an effective manner. The terms to be served by the members
of the Agency shall correspond to the terms served by them
as members of the City Council..

S19302. ORGANIZATION. The Mayor shall serve as;
, chairman of the Redevelopment Agency. , The Mayor Pro Tempore
shall serve as vice-chairman of the Agency, and shall
perform the duties of the chairman during his or her absence
or disability.
519303. POWERS AND DUTIES. all rights, powers,
duties, privileges and immunities vested by the Community
Redevelopment law in the Redevelopment Agency shall be, and
are, vested in the City Council as said Agency. The Agency
is hereby authorized to transact business and exercise all
of its powers under the Community Redevelopment Lair,

RELOCATION "PEALS BOARD
§19401. EXISTENCE.NCE. There is a relocation Appeals
Board as established by ordinance No. 1604 this City
pursuant to Section 33417.5 of the Community Redevelopment
Law.
519402. MEMBERS. The Beard shall consist of five
members appointed by the Mayer, subject to the approval of
the City Council. The term of the first member to be
appointed to the Hoard shall; expire January 1, 1978, the
term of the second member' shad expire January, l, 1979; the
term of the third member shall expire January 1, 1980and
the terms of the remaining two members shall expire
January i., 1981.` The Members of the Board who succeed the
members first appointed shall serve for terms of four years.
POWERS AND TIRS". The Board shall serve
in an advisory capacity to the City CIouncil, the Redevelop-
ment Agency and Cather' agencies, as approprciate, on reloca-
tion matters4 The vers, duties and functions of the Board
shall be as followst
a To hear the complaint of any person who is
displaced from real property, or who gust rove personal
property from real property as a result' of either the acqui-
sition of such real property: in whale or in part by the
City, or receipt of a written order from tie City to vacate
the real property, and who is aggrieved by this City's
determination as to that person's eligibility for, or the
amount of any payment of, relocation assistance offered by
the City pursuant to relocation rules and regulations
adopted by the City Council.
b To promptly dear all complaints brought by
residents, of redevelopment project areas relating to their

relocation, and to determine whether the Redevelopment
Agency has complied with the provisions of the applicable
local and state relocation rules and regulations.
(c) To transmit its findings and recommendations
to the Redevelopment Agency.
ARTICLE 195
TRAFFIC COMMISSION
519501 . EXISTENCE. There is a Traffic Commission
as established by Ordinance No. 1497 of this City to serve
in an advisory capacity to the City Council
5195-02. MEMBERS. The Commission shall consist of
seven members. Six members shall be appointed by the Mayor,
with the approval of the City Council, from City residents
t large who are not City officials, for staggered terms of
four years. In addition, one student member shall be
selected by the commission for recommendation to the Council-
for appointment for one year as a full voting member of the
Commission. 'Terms of office shall coincide with the fiscal
year of the City. The members shall serve without
compensation.
$19503. ORGANIZATION AND MEETINGS. The Commission
shall establish regular meeting dates, and, at its July
meeting, shall select a chairman for a term of one year, and
such other officers as it may deem. advisable. The Commis-
sion
o ission shall make such necessary rules and regulations as are
necessary to fulfill its obligations ,and duties.
The Chief of the Traffic Division of the Redlands
Police Department, one member of the City Council, and a
representative of the Department of Public Works shall:
attend all Traffic Commission meetings, and shall serge as
advisors to the Commission.
519504. DUTIES. It: shall be the duty of the
Traffic Commission, and to this end it; shall have the autho-
rity within the limits of the funds at its disposal, to
carry` on educational activities in traffic matters, to
supervise the preparation and_ _ publication of traffic
reports, to receive complaints relating to traffic matters,
and to recommend to the City Council ways and means of
improving traffic conditions and the administration and
enforcement of traffic regulations.
The Commission shall keep records of all of its
acts and proceedings, and shall submit all of its recommen-
dations

91202, 91203, 91204, 91300, 91.301, 91302, 91303r 91304,
91305 91306, 91307, 91308 and 91309.
SECTION 3 The following ordinances of the City of
Redlands are hereby repealed. ordinance Noe. 1436, 1594,
1600, 1601., 1.604, 1838 and 1877 .
SECTION 4 This Ordinance shall be in farce ,and
take effect as provided by law.

the City Clerk shall certify to the adoption of this
Ordinance and shall cause it or a summary of it to be
published once in the Redlands Daily Factst a newspaper of
general circulation printed and published in this City.
