HomeMy WebLinkAboutOrdinances_1772_CCv0001.pdf ORDINANCE NO. 1772 AN ORDINANCE OF THE CITY OF REDLANDS , COUNTY OF SAN BERNARDINO, STATE OF CALIFORNIA, REQUIRING THE PROVISION OF WATER LINES AND FIRE HYDRANTS IN CONJUNCTION WITH CERTAIN BUILDING CONSTRUCTION OR CHANGE IN USE AND REPEALING ORDINANCE NO . 1288 WHEREAS , City wager lines and systems serving existing lots of record are in many instances inadequate to provide sufficient water pressure and volume for fire protection facilities to protect the public ' s safety; and WHEREAS , fire hydrants were not supplied in connec- tion with the initial division of such property in many instances, and such properties are currently denied the protection of adequate fire hydrants ; THE CITY COUNCIL OF THE CITY OF REDLANDS DOES ORDAIN AS FOLLOWS : SECTION ONE: This Council finds that adequate fire hydrants with sufficient water pressure and volume are necessary prerequisites for the public health, safety, welfare and enjoyment of property within the City of Redlands, and conversely, that the lack of these improve- ments is injurious to the safety and welfare of the inhabi- tants of Redlands . SECTION TWO: No change may be made in the occupancy or use of any building which would place the building in a different division of the same group of occupancies or in a different group of occupancies , as defined by the edition of the Uniform Building Code then in effect, nor may any building permit be issued for any addition to a building which will increase the area of the building by more than 25% of its existing area, nor shall any permit be issued for the construction of a building , structure , or dwelling unless provisions are made for the construction and installation of such water lines and fire hydrants as are determined by the Department of Public Works to be necessary to provide necessary fire flow in accordance with City standards . SECTION THREE : Upon written recommendation of the City Fire Chief, the City Engineer may in his discretion authorize the construction and installation of water lines and fire hydrants by the property owner at a later date upon notification from the City pursuant to the terms of a lien agreement prepared by the City to secure performance of the work. In such event, the property owner shall pay a fee for preparation of the lien agree- ment in an amount determined by resolution of the City Council . SECTION FOUR: This ordinance shall be in force and take effect as provided by law. SECTION FIVE: Ordinance No. 1288 of the City of Redlands is hereby repealed. SECTION SIX: The City Clerk shall certify to the adoption of this ordinance and cause it to be published once in the Redlands Daily Facts, a newspaper of general circulation printed and published in this city.
