AN ORDINANCE OF THE CITY OF REDLANDS, CALIFORNIA,
GRANTING A FRANCHISE FOR THE CONSTRUCTION AND OP-
ERATION OF A COMMUNITY ANTENNA TELEVISION SYSTEM
IN REDLANDS AND PROVIDING THE TERMS AND CONDITIONS
OF SUCH FRANCHISE AND THE FEES THEREFOR
THE CITY COUNCIL OF THE CITY OF REDLANDS DOES ORDAIN
AS FOLLOWS :
SECTION ONE: In accordance with Section 22, c and d,
Ordinance No. 1445, adopted June 1, 1971, as amended by
Ordinance No. 1459, adopted September 7, 1971, the City
Council hereby grants a franchise for the construction and
operation of a Community Antenna Television System in
Redlands, California, as follows:
a. Name and address of Grantee:
Televents of California, Inc .
700 "D" Street
Martinez, California 94553
b . Terms and Conditions of Franchise:
(1) Franchise shall be for a period of fifteen
(15) years from date of acceptance by Grantee.
(2) Grantee shall comply with the requirements of
Ordinance No. 1445 as amended by Ordinance
No. 1459 . Grantee ' s application-proposal,
dated October 7, 1971, including clarifications
dated November 16, 1971, and January 5, 1972,
are incorporated by reference into this fran-
chise statement. In the event of express or
implied conflict between Ordinance No. 1445,
as amended by Ordinance No. 1459, and the
Grantee' s application, all provisions, require-
ments, terms and conditions of the ordinances
shall govern.
(3) Bi-directional capability shall be incor-
porated into the system as it is constructed.

(4) Nonbroadcast services shall be provided on
at least 50% of the total required channels.
Services to be provided to the city and
Redlands Unified School District at Grantee' s
expense will consist of:
Closed circuit connections capable of
internal CCTV cable casting between
connected municipal and school buildings ,
including at least the following struc-
tures :
City Hall - one location
Fire Headquarters - one location
Police Department
(including Council
Chambers) - two locations
Main Library - one location
Redlands Unified School
District Schools (within
city limits) . Ten percent
(10%) of the classrooms at
each school building will
be interconnected.
Upon request of the institution ' s
authorities , ten percent (10%) of
the classrooms of any institution
of general education, located in
the city of Redlands , attendance
at which satisfies the State of
California educational code and
General Laws of the State of
California, will be interconnected
at Grantee' s expense.
(5) Grantee' s studio facilities shall be available
to the city and school system without charge ,
which facilities shall have a capability for
live , video tape , and film monochrome and color
cable casting. A minimum of ten (10) hours
each week shall be available to the city, and
ten (10) hours each week to the school system.
Local station crews and equipment shall be
available for these broadcast operations
during reasonable business hours. The city

shall review annually the number of hours re-
quired for city and school purposes , and
determine whether such hours should be in-
creased.
(6) Mobile-casting facilities capable of remote
color operation, including necessary crews ,
shall be available to the city and the
schools for a minimum of twelve (12) hours
per week.
(7) One city employee shall be trained, at
Grantee ' s expense, in TV production and the
operation of TV equipment, to assure the
city' s proper utilization of Grantee ' s CATV
facilities .
(8) An emergency alert system from a designated
City Emergency Operations Center, Fire
Headquarters and Police Headquarters to all
operational channels of the Grantee' s system
shall be installed by Grantee at his expense.
(9) The CATV system shall be designed by Grantee
to permit future additional city uses such
as , but not limited to, fire alarm warning,
intruder alarm warning, and water meter reading.
(10) Grantee shall acquire authority from the County
of San Bernardino, within sixty (60) days
after the acceptance of this franchise, to
provide Cable TV service to schools of the
Redlands Unified School District located
outside the city limits of Redlands. Such
Cable TV service shall be provided only for
schools as prescribed in Paragraph 1,
Section 19 , Ordinance No. 1445 , as amended.
Such service will not be required for Cram
Elementary School and Fallsvale Elementary
School because of excessive distance from
the city of Redlands .
SECTION TWO: Effective Date : This ordinance shall
become effective on the 30th day after the date of its
adoption.

SECTION THREE: The City Clerk shall certify to the
adoption of this ordinance and cause it to be published once
in the Redlands Daily Facts, a newspaper of general circula-
tion printed and published in this City.
