A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS AMENDING
AGRICULTURAL PRESERVE BOUNDARIES PREVIOUSLY ESTABLISHED BY
RESOLUTION NO. 4376
AGRICULTURAL PRESERVE REMOVAL NO. 74
WHEREAS, the City of Redlands has established certain
agricultural preserves; and
WHEREAS, the City of Redlands is authorized to establish
agricultural preserves pursuant to the California Land Conservation
Act of 1965; and
WHEREAS, land to be included within the Agricultural Preserves
is used for the purpose of producing agricultural commodities for
commercial purposes and compatible uses; and
WHEREAS, Resolution No. 3649, adopted by the City Council of
the City of Redlands on February 19, 1980, establishes policy
criteria for removal of lands from within the Agricultural Preserves;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Redlands that
1. The land requested to be removed from the Preserve abuts a
developed zone other than agricultural;
2. The application is in conformity with the Redlands'
General Plan;
3. The land requested to be removed from the Preserve does
not circumvent land under contract in accordance with the
California Land Conservation Act of 1965;
4. Development adjoining contract land is in a pattern that
assures the shortest common boundary with fencing provided
as necessary to mitigate the impact of urban development
on continued agricultural use; and
5. That the real property located in the City of Redlands,
County of San Bernardino, State of California, as
definitely set forth in the amended map prepared by the
Department of Planning and Community Development, Exhibit
"A" which is incorporated by reference herein, is hereby
designated and established as Agricultural Preserves
within the meaning of and pursuant to the Land
Conservation Act of 1965, as amended.
Parcels identified by July, 1, 1988, San Bernardino County
Assessor's Parcel Numbers as listed below are therefore
deleted from the Agricultural Preserve as established by
Resolution No. 4376.

The meeting was opened with an invocation by Councilmember
Cunningham followed by the pledge of allegiance
Minutes of the regular meeting of March 7, 1989, were approved as
submitted
Bills and salaries were ordered paid as approved by the Finance
Committee
Following action on the items listed on the Consent Calendar,
Council recessed at 3 17 P M to a Redevelopment Agency meeting
and reconvened at 3 38 P M

Resolution No 4487 - Annexation No 71
Councilmember DeMirjyn moved to approve Resolution No 4487, a
resolution of the City Council of the City of Redlands approving
Annexation No 71 to the City of Redlands, LAFCO No 2512, an
annexation initiated by the property owner for 8 8 acres of land
located on the southwest corner of Park Avenue and Iowa Street
The site is proposed to be developed with a Seven -Up distribution
center and isincluded in the East Valley Corridor Plan Motion
seconded by Councilmember Wormser and carried unanimously
Building Permits
As of this meeting 65 building permits have been issued for
dwelling units for this calendar year. A breakdown of these
permits was presented by Chief Building Official Martinez Staff
recommended that Council discuss the existing building permit
quarterly allotment system and suggested the possibility of
increasing the allotment of 44 building permits per quarter
Councilmember Larson moved to approve an allotment of 11 permits
exclusively for single-family minor subdivision category (four or
less) and hold any additional allotments until the third quarter and
directed that a resolution reflecting this concept be prepared for
Council's consideration Motion seconded by Councilmember
DeMirjyn and carried unanimously.
East Valley Corridor Plan
Councilmember Beswick moved to confirm that the effective date of
the East Valley Corridor Specific Plan (EVCSP) is 30 days after
final action by the last of the three jurisdictions (Redlands, Loma
Linda, and the County of San Bernardino) as provided in Section
EVI 0180 of the East Valley Corridor Specific Plan and that
amendments to the plan shall be in accordance with Chapter 5 of
the East Valley Corridor Specific Plan Motion seconded by
Councilmember Cunningham and carried unanimously
John Thomas called attention to the setback requirements for the
intersection of San Bernardino Avenue and Route 30 and asked
that Council and the CSA 110 Committee review this matter.
COMMUNICATIONS
Prospect Park In a written report, City Engineer Mutter reminded Council that
Gates approximately two years ago a number of property owners in the
Belle View Tract (Prospect Drive, south of Highland Avenue)
contacted various City staff members and requested permission to
install gates across the private roads through this tract in order
to provide security for the properties and reduce potential
liability A number of individuals have contacted the City with
concerns regarding these gates. The individuals feel that the
private roads should remain open to the general public as the
public has enjoyed the use of the roads for a number of years,
and have requested that the gates be removed In an effort to
accommodate both sides, the City has proposed a cooperative
agreement that would allow public access to the area during the
day and allow the gates to be closed at night. The agreement
further provides that the roadways would be maintained by the
City and that the City would assume liability resulting from
roadway -related problems The remaining issue regards the access
to "Cotton Road" and the potential vacation of Ramona Drive The
Council has maintained the opinion that the Ramona Drive and
