HomeMy WebLinkAboutOrdinances_1747_CCv0001.pdf n ORDINANCE NO. 1747 AN ORDINANCE OF THE CITY OF RED NDS AMENDING CHAPTER 66 OF THE REDLANDS ORDINANCE COLE FOR THE PURPOSE OF REGU- LATING THE USE AND PARKING OF TRAILERS, MOBILEHOMES, HCUSECARS, COMMERCIAL COACHES, AND SIMILAR VEHICLES AND TEMPORARY CONSTRUCTION BUILDINGS ON RESIDENTIAL AND COMMERCIAL PROPERTIES, AND RESCINDING ORDINANCES NOS. 1132, 1158, 1165, AND 1510 THE CITE' COUNCIL OF THE CITE' OF REDLANDS roes ordain as follows: SECTION ONE: That the Redlands Ordinance Cade b amended and updated by substituting an entirely re- written Chapter 66 as fellows IN TRAFFIC TRAILERS, MOBILEHOI�IES, CHAPTER 66 C011,1MIERCIAL COACHES, AND HOUSECARS CHAPTER 66 TRAILERS, MOBILEHOMES, COMMERCIAL COACHES, AND HOUSSCAR S Article 660 - Application and Scope 661 - Definitions 662 - Trailers and Housecars, in Residential Zones 663 - Construction Trailers and Commercial Coaches in Non-Residential Zones 664 - Construction Trailers, Sales Offices, and Commercial Coaches for Subdivision Developments 665 - Enforcement ARTICLE 660 APPLICATION AND SCOPE § 66000. TRAILER VEHICLES AND HOU SSCAR S. The provisions of this chapter shall apply to the use and parking of trailers, commercial coaches, and housecars within the City of Redlands . (1747) § 66001 . PARKING IN APPROVED LOCATIONS. The provisions of this Chapter do riot apply to the parking of mobilehomes in a mobilehome park nor does this chapter apply to mobilehomes placed on residentially zoned lots when such installation has been approved by the Planning Commission and City Council; nor does it apply to trailers for commercial coaches in non-residential zones when said installation has been specifically approved by the Planning Commission and City Council; nor does the provisions of this chapter apply to temporary buildings, trailers, or commercial coaches used in conjunction with Public Works' projects as defined in Section 66105 of this Chapter. (1747) ARTICLE 661 DEFINITIONS FOR THE PURPOSE OF THIS CHAPTER 66100. CAMPER. A structure designed to be mounted upon a motor vehicle and to provide facilities for human habitation or camping purposes . (1747) § 66101 . COMMERCIAL COACH. A vehicle with, or without motive power, designed and equipped for human occupancy for industrial, professional, or commercial purposes. (174 7) TRAFFIC TRAILERS, MOBILEHOMES, § 66102 COMMERCIAL COACHES, AND HOUS EC ;.RS> § 66102. ECUSECAR. A motor vehicle origi- nally a.gi - nall designed or permanently altered and equipped for human habitation or to which a camper has been attached (either permanently or temporarily) . This would include motorhom8s. (1747) § 66103. MOBILEHOME. A struucutre 'trams. portable in one or two sections designed, as a dwelling unit. (1747) § 66104 . MOB LEHO E PARR. An area consisting of approved zmobilehome lots which are rented or leased to accomodate mobi ehomes (1747) § 66105 . PUBLIC WORKS. Construction, repair, or maintenance of public utilities, public streets, public buildings, public parks, or any ether property owned and operated by a Federal, State, or local government. (:1747) § 66106. TEMPORARY BUILDINGS. A, building moved to a site or constructed on a site for the purpose of temporary use as an office, warehouse, tool shed, or shelter for a night watchman. Such building shall not exceed twenty ( 0) feet in either length or width. (1747) § 66107. TRAILER. A vehicle designed for carrying persons or; property can its yawn structure and for being drawn by a motor vehicle. A trailer would include commercial coaches, boat trailers , travel trailers, mobile- homes, and similar vehicles.. (1747) ARTICLE 662 USE AND STORAGE OF TRAILERS, CAMPERS, AND HOUSECARS IN RESIDENTIAL ZONES 66200. LOCATION. The parking and storage of trailers, campers, r obilehomes , and houseca.rs- shall comply with Section 39 . 4 of the Redlands' Zoning Ordinance No. 1000 provided further that there is compliance with each of the following conditions: .l The length shall not exceed thirty- five irty-five ( 6) feet nor the width exceed eight ( ) feet for a mobi,.:lehorre fifteen (l )` feet long for a utility trailer, open or enclosed, and twenty-five ( 5) :,feet long for a boat trailer: (1747) TRAFFIC "TRAILERS, MOBILHOMES, §66200. 2 COMMERCIAL- COACHES, AND BC+USECARS . 2 'Trailers and houeca: s parked in residential zones shall comply w.i th the current provisions of the Vehicle Code of the State of Cali- fornia :al -fornia and shall;_ be itiaintained in an operative condition at all time with tires maintained and inflated to normal operating pressures. (1747) .3` A temporarily stored trailer, camper, or houseca.r shall have an ttniwr peeled access to a public wz y witlout need for the removal of any structure or for any ground preparation or grading. Such access shall. riot pass through; nor encroach on any adjoining lot. (1747) . 4 Thera shall be no human habitation or occupancy of such trailer, mobilehome, camper, or ho sec r while being parked in accordance with Section 39.4 of the Redlands ' Zoning ordinance No. 1000., nor shall such vehicle be connected to any utilities. No electricity, fuel gases, sewer, or water shall be furnished or connected to any such vehicle and no water or liquid waste shall be allowed to drain from such vehicle when in storage. (1747) ARTICLE 663 TRAILERS AND TEMPORARY BUILDING IN NON-RESIDENTIAL ZONES 66300. CCN STRUC`: TON USE. A temporary building, trailer, or commercial coc.ch may be parked on a non-residentially zoned site for use as .an office, ware- house, tool: shed, or shelter for a niq t watchman only while such vehicle is being utilized for a use ;elated t a construction project on the sayte premises.-ses provided, however, said temporary building or shall not be used as a dwelling; (1747) RAI TRAFFIC TRAFFIC< TRAILERS, OBILEHo E , §66301 COMMERCIAL COACHES, AND HOU ECAR 66301. INSTALLATION AND REMOVAL.; No trailer or commercial coach may be parked nor any temporary building erected on any co=ercial premises for use as an. office, warehouse, tocol shed, or shelter for a night watch- man unless it will be utilized in connection with a construction project which has been approved by the City. and building permits have been issued for the project. Said trailer or commercial coach shall be removed;; within twenty- four (24) hours after completion of the project. (1747) 66302. LOCATION. A temporary building,. trailer, or commercial coach shall be located at least twenty-five (25;) feet from a street intersection, at least; one hundred (10 0) feet from any residence, and at least tee: (10) feet from any property line not abutting a street or alley. (1747) ARTICLE '664 CONSTRUCTION TEMPORARY BUILDINGS, TRAILERS, SALES OFFICES, AND COMMERCIAL COACHES FOR SUBDIVISION DEVELOPMENTS 66400. TRAILER USE. A temporary building, or trailer, or commercial coach may be parked on a construc- tion site for use as an office, warehouse, tool shed, or shelter for a night watchman while such temporary building or vehicle is being utilized in conjunction with a construc- tion project, provided it shall not .be occupied as a dwelling. (1747) § 66401, SALES OFFICE TRAILERS. A trailer or commercial coach may be usedas a; sales office for residential multiple developments of four (4) or more abutting dwelling units, provided that the trailer is located within the boundaries of the property or sub- division being constructed, and provided further that said trailer or commercial coach complies with all applicable codes and ordinances. (1747) 66402. LOCATION. A temporary building trailer, or commercial coach shall be located at least twenty-five (25) feet from any street intersection, five (5) feet from any existing or proposed property line, including the property line abutting a street, and 100 feet from any residence located outside the subdivision boundary. (1747) TRAFFIC TRAILERS, MOBILEHOMES, § 66403 COMMERCIAL COACHES, AND OUSECARS §- 66403. INSTALLATION AND REMOVAL <- CONSTRUCTION BUILDINGS OR VEHICLES. To trailer, commercial coach, o ercial coach, near tem-oorary building may be parked as per § 66402 of this chapter can any subdivision premises for use as an office, warehouse, tool shed, or shelter for a night, watchman unless it will be utilized in connection with a subdivision project which has been approved by the City and building permits have been issued for the project.. Said trailer, commercial coach, or temporary building shall be removed within twenty-four (24) hours of the final inspection of the last dwelling in the subdivision. (1747) 66404. INSTALLATION AND REMOVAL SALES OFFICE. A trailer or commercial coach which is used full or part time as a sales office shall not be placed on a site as described in § 66402 of this chapter until, a building permit has been issued for one or more residen- tial units of the subdivision. Such trailer or commercial coach shall be removed when eighty percent (80%) of the dwelling units have been scald or by the time six (6), months has lapsed after the final inspection by the City of the last residential unit in the subdivision,. (1.747) ARTICLE 665 ENFORCEMENT § 66500. DUTY' OF ENFORCEMENT - RIGHT TO ENTER. PREMISES. It is the duty of the Director of the Building and Safety Department to enforce the provisions of this chapter, and for' the purpose of enforcement, the .Director of Building and Safety or his authorized repre- sentative, or the Police Chief or his authorized represen- tative, ep esen-tative, may enter upon any premises occupied by any trailer, mobilehome, housecar, commercial coach, or similar vehicle or temporary building for the purpose of making inspections and enforcing the provisions of this chapter. (1747) § 66501. PENALTY.. Any person, firm, or corporation violating any of the provisions of this chapter shall be guilty of an infraction and upon a first convic- tion thereof shall be punished by a fine not; exceeding $50. 00, and for a second conviction within a period of one year, by a fine not exceeding $150. 00, and for a third and; any subsequent convictions within a period of one year, by a fine not exceeding $300. 00. SECTION THREE: The City Clerk shall certify to the adoption of this ordinance and cause the same to be published once in the Redlands Daily Facts, a newspaper of general circulation printed and published in this city.
