HomeMy WebLinkAboutOrdinances_2745_CCv0001.pdf ORDINANCE NO. 2745 AN ORDINANCE OF THE CITY OF REDLANDS DELETING CHAPTERS 2.28, 2.40 AND 2.68 OF THE REDLANDS MUNICIPAL CODE RELATING TO THE HOUSING COMMISSION AND THE BUSINESS AND ECONOMIC DEVELOPMENT ADVISORY COMMISSION AND AMENDING CHAPTER 2.32 OF THE REDLANDS MUNICIPAL CODE RELATING TO THE PARKS AND RECREATION ADVISORY COMMISSION. THE CITY COUNCIL OF THE CITY OF REDLANDS DOES ORDAIN AS FOLLOWS: Section 1. Chapter 2.28 of the Redlands Municipal Code relating to the establishment of a.Housing Commission is hereby deleted. Section 2. Chapter 2.40 of the Redlands Municipal Code relating to the establishment of a Recreation Advisory Committee is hereby deleted. Section 3. Chapter 2.68 of the Redlands Municipal Code relating to the establishment of a Business and Economic Development Advisory Commission is hereby deleted. Section 4. Chapter 2.32 of the Redlands Municipal Code relating to the parks Commission is hereby amended to read as follows: "CHAPTER 2.32 PARKS AND RECREATION ADVISORY COMMISSION 2.32.010 Existence 2.32.020 Membership 2.32.030 Members: Forfeiture of Office 2.32.040 Organization 2.32.050 Duties 2.32.010: EXISTENCE: There is a Parks and Recreation Advisory Commission established to make recommendations and advise the City Council regarding parks, parkways, street trees and recreation. 2.32.020: MEMBERSHIP: The Parks and Recreation Advisory Commission shall consist of nine(9) members. Eight(8) members shall be appointed by the Mayor with the approval of the City Council. The ninth member shall be a City Council appointed student member who shall be a full voting member from the junior class of a Redlands Unified School District high school for a term of one year, beginning January I and I ending December 31 when the student is a senior. Each member shall serve for a four(4) year term until his or her successor is appointed. No person shall serve more than two (2) consecutive terms unless appointed to an additional term by a four-fifths (4/5) vote of the City Council. Vacancies on the Commission shall be filled by appointment by the Mayor with the approval of the City Council for the unexpired portion of the term. Appointments made to fill an unexpired term will constitute a full term if more than one- half(E/,) of a term remains. For example, if a term is four(4) years and an appointment for an unexpired term is for two (2) years or more, this appointment constitutes a full term. The members of the Commission shall serve without compensation, shall each be a resident of the City, and neither a member of any other standing commission, board or committee of the City, nor an employee thereof. The City Council may remove any member of the Commission at any time, without cause, by a majority vote. Four(4) members of the board shall constitute a quorum. 2.32.030: MEMBERS; FORFEITURE OF OFFICE BY ABSENCE: Any Commissioner who is absent from any three(3) consecutive regular meetings of the Commission, unless excused from such attendance by consent of the Commission expressed by action of record in its minutes, shall automatically forfeit his or her office as a member of the Commission. The vacancy so created shall be filled pursuant to section 2.32.020 of this chapter for the unexpired portion of the term. 2.32.040: ORGANIZATION: The Commissioners shall, upon their appointment, organize and elect a chairman for the term of one year, and such other officers as the Commissioners may deem advisable, and shall make such rules and regulations as are necessary to fulfill the obligations and duties of the Commission. 2.32.050: DUTIES: The Commission shall recommend to the City Council policies for the acquisition, development, maintenance and improvement of parks, public trails and open space areas, and for the planting, care and removal of landscaping and amenities in all parks, public trails and open space areas. In addition, the Commission shall have the following duties relating to recreation: A. Use the Commissioners' skills, knowledge and experience to assist and advise the City Recreation Division staff, B. Keep the public informed about the city's recreation program; C. Serve as a forum for the promotion of activities for the Recreation Division and the City's community center; D. Serve as a forum for resident's suggestions, reactions, opinions, interests and needs regarding the City's Recreation Division and its programs. The Commission shall have regular meeting dates and shall keep records of all of its acts and proceedings.,, 2 Section 5.
