ANCRDINANCE OF THE CITY OF REDLANDS AMENDING THE REDLANDS
MUNICIPAL CODE PERTAINING TO COMMISSIONERS' TERMS
THE CITY COUNCIL OF THE CITY OF REDLANDS DOES ORDAIN AS
FOLLOWS:
SECTION 1. Sections 2.18.020 and 2.18.030 are hereby amended
to read.-
"2.18.020 MEMBERSHIP - QUALIFICATIONS
The Airport Advisory Board shall consist of five
members appointed by the Mayor with the approval of the
City Council ."
"2.18.030 - MEMBERSHIP - APPOINTMENT AND TERMS
The Airport Advisory Board members shall serve a
staggered four year term and shall serve until his or
her successor is appointed and qualified. No person
shall serve more than two consecutive terms. Vacancies
on the Board shall be filled by appointment by the Mayor
with the approval of the City Council for the unexpired
portion of the term. The members of the Commission shall
serve without compensation and shall be residents of the
City and neither officers nor employees thereof. The
Council may remove any member of the Commission at any
time, without cause, by a majority vote. Three members
of the Board shall constitute a quorum."
SECTION 2. Section 2.22.020 is hereby amended to read:
"2.22.020 MEMBERSHIP
The Business Improvement District Advisory Board
shall consist of seven members appointed by the Mayor
with the approval of the City Council from businesses
Iodated within the Parking and Business Improvement
area. Effective June 2, 1988, each member shall serve
for a staggered four year term and until his or her
successor is appointed and qualified. No person shall
serve more than two consecutive terms. Vacancies on the
Board shall be filled by appointment by the the Mayor
"with the approval of the City Council for the unexpired
portion of the term. The members of the Board shall
serve without compensation. The Council may remove any
member of the Board at any time, without cause, by a
majority vote. Four members of the Board shall
constitute a quorum."
SECTION 3. Section 2.24.040 is hereby amended to read:
"2.24.040 - MEMBERSHIP
The Historic and Scenic Preservation Commission
shall consist of nine members. Eight members shall be
appointed by the Mayor with the approval of the City
Council. Each member shall serve for a staggered four
year term and until his or her successor is appointed
and qualified. No person shall serve more than two
consecutive terms. Vacancies on the Commission shall be
filled by appointment by the Mayor with the approval of
the City Council for the unexpired portion of the term.
Eight of the members of the Commission shall serve
without compensation and shall be residents of the City
and neither officers nor employees thereof. The Council
may remove any member of the Commission at any timer
without cause, by a majority vote. Five members of the
Commission shall constitute a quorum.
One member of the Commission shall be the Senior
Archivist of the Redlands' A. K. Smiley Public Library
or his or her designated appointee."
SECTION 4. Section 2.28.020 is hereby amended to read:
"2 .28.020 - MEMBERSHIP
The Housing Commission shall consist of seven
members appointed by the Mayor with the approval of the
City Council. Each member shall serve for a staggered
four year term and until his or her successor is
appointed and qualified. No person shall serve more
than two consecutive terms. Vacancies on the Commission
shall be filled by appointment by the Mayor with the
approval of the City Council for the unexpired portion
of the term. The members of the Commission shall serve
without compensation and shall be residents of the City
and neither officers nor employees thereof. The Council
may remove any member of the Commission at any time,
without cause, by a majority vote. Four members of the
Commission shall constitute a quorum."
SECTION 5 . Section 2.30.010 is hereby amended to read:
"2 .30 .010 . Existence
There is a Library Board of Trustees as established
by Ordinance No. 170 of the City. The Board shall
consist of five trustees who shall have the powers and
duties set forth in Section 2.54.020 of this Code."
SECTION 6. Section 2.32.020 is hereby amended to read:
"2.32.020 MEMBERSHIP
The Parks Commission shall consist of nine members.
Eight members shall be appointed by the Mayor with the
approval of the City Council. Effective June 2, 1988,
each member shall serve for a staggered four year term
and until his or her successor is appointed and
qualified. No person shall serve more than two
consecutive terms. Vacancies on the Commission shall be
filled by appointment by the Mayor with the approval of
the City Council for the unexpired portion of the term.
The members of the Commission shall serve without
compensation and shall be residents of the City and
neither officers nor employees thereof. The Council may
remove any member of the Commission at any time, without
cause, by a majority vote. Five members of the
Commission shall constitute a quorum.
The City Council shall also appoint one student
member as a full voting member of the Commission from
the junior class of the Redlands Unified School District
for a term of one year, beginning January I and ending
December 31 when the student is a senior ."
SECTION 7. Section 2 .36.020 is hereby amended to read:
"2.36.020 - MEMBERSHIP
The Planning Commission shall consist of seven
members appointed by the Mayor with the approval of the
City Council. Each member shall serve for a staggered
four year term and until his or her successor is
appointed and qualified. No person shall serve more
than two consecutive terms. Vacancies on the Commission
shall be filled by appointment by the Mayor with the
approval of the City Council for the unexpired portion
of the term. The members of the Commission shall serve
without compensation and shall be residents of the City
and neither officers nor employees thereof. The Council
may remove any member of the Commission at any time,
without cause, by a majority vote. Four members of the
Commission shall constitute a quorum."
SECTION 8 . Section 2.38.020 is hereby amended to read:
"2 .38 .020 MEMBERSHIP
The Public Works Commission shall consist of seven
members appointed by the Mayor with the approval of the
City Council. Effective June 2, 1988, each member shall
serve for a staggered four year term and until his or
her successor is appointed and qualified. No person
shall serve more than two consecutive terms. Vacancies
on the Commission shall be filled by appointment by the
Mayor with the approval of the City Council for the
unexpired portion of the term. The members of the
Commission shall serve without compensation and shall be
residents of the City and neither officers nor employees
thereof. The Council may remove any member of the
Commission at any time, without cause, by a majority
vote. Four members of the Commission shall constitute a
quorum. "
SECTION 9. Section 2.40 .020 is hereby amended to read:
"2 .40 .020 MEMBERSHIP
The Recreation Advisory Commission shall consist of
nine members. Eight members shall be appointed by the
Mayor with the approval of the City Council . Effective
June 2, 1988, each member shall serve for a staggered
four year term and until his or her successor is
appointed and qualified. Terms of office shall coincide
with the fiscal year of the City. No person shall serve
more than two consecutive terms. Vacancies on the
Commission shall be filled by appointment by the Mayor
with the approval of the City Council for the unexpired
portion of the term. The members of the Commission
shall serve without compensation and shall be residents
of the City and neither officers nor employees thereof.
The Council may remove any member of the Commission at
any time, without cause, by a majority vote. Five
members of the Board shall constitute a quorum.
The Council shall also appoint one student member
as a full voting member from the junior class of the
Redlands Unified School District for a term of one year,
beginning January 1 and ending December3l when the
student is a senior. '
SECTION 10 . Sections 2 .42.010 and 2 .42 .020 are hereby
amended to read:
"2 .42 .010. EXISTENCE
There is a Redevelopment Advisory Commission of the
Redevelopment Agency of the City as established by
Resolution No. 206 to advise and support the Agency in
carrying out the objectives of the Redevelopment Plan of
the City."
"2.42.020 MEMBERSHIP
The Redevelopment Advisory Commission shall consist
of seven members appointed by the Mayor with the
approval of the City Council . Effective June 2, 1988,
each member shall serve for a staggered four year term,
and until his or her successor is appointed and
qualified. No person shall serve more than two
consecutive terms. Vacancies on the Commission shall be
filled by appointment by the Mayor with the approval of
the City Council for the unexpired portion of the term.
The members of the Commission shall serve without
compensation and shall be residents of the City and
neither officers= nor employees thereof. The Council may
remove any member of the Commission at any time, without
cause, by a majority vote. Four members of the
Commission shall constitute a quorum. "
SECTION 11. Section 2.46.020 is hereby amended to read:
"2.46.020 MEMBERSHIP
The Relocation Appeals Board shall consist of five
members appointed by the Mayor with the approval of the
City Council . Effective June 2, 1988, each member shall
serve for a staggered four year term and until his or
her successor is appointed and qualified. No person
shall serve more than two consecutive terms. Vacancies
on the Commission shall be filled by appointment by the
Mayor with the approval of the City Council for the
unexpired portion of the term. The members of the
Commission shall serve without compensation and shall be
residents of the City and neither officers nor employees
thereof. The Council may remove any members of the
Commission at any time, without cause, by a majority
vote. Three members of the Commission shall constitute
a quorum."
SECTION 12. Section 2.48 .020 is hereby amended to read:
"2.48 .020. MEMBERSHIP
The Traffic Commission shall consist of seven
members. Six members shall be appointed by the Mayor
with the approval of the City Council. Effective June
2p 1988, each member shall serve for a staggered four
year term and until his or her successor is appointed
and qualified. No person shall serve more than two
consecutive terms. Vacancies on the Commission shall be
filled by appointment by the Mayor with the approval of
the City Council for the unexpired portion of the term.
The members of the Commission shall serve without
compensation and shall be residents of the City and
neither, officers nor employees thereof. The Council may
remove any member of the Commission at any timer without
cause, by a majority vote. Four members of the
Commission shall constitute a quorum."
The City Council shall also appoint one student
member as a full voting member of the Commission from
the junior class of the Redlands Unified School District
for a term of one yearn beginning January 1 and ending
December 31 when the student is a senior."
SECTION 13. Section 2.50 .030 is hereby amended to read:
"2.50 .030 MEMBERSHIP
The Cultural Arts Commission shall consist of seven
members appointed by the mayor with the approval of the
City Council . Effective June 2r 1988, each member shall
serve for a staggered four year term and until his or
her successor is appointed and qualified. No person
shall serve more than two, consecutive terms. Vacancies
on the Commission shall be filled by appointment by the
Mayor with the approval of the City Council for the
unexpired portion of the term. The members of the
Commission shall serve without compensation and shall be
residents of the City and neither officers nor employees
thereof. The Council may remove any member of the
Commission at any time, without cause, by a majority
vote. Four members of the Commission shall constitute a
quorum."
SECTION 14. Section 2.54.020 is hereby amended to read:
"2.54.020 TRUSTEES
In accordance with Chapter 5f Article 2, of the
California Education Codet the public library shall be
managed by a Board of Library Trustees consisting of
five members to be appointed by the Mayor with the
consent of the City Council. The trustees shall hold
office for three years . Vacancies shall be filled by
appointment for the unexpired term in the same manner as
the original appointments are made.
The trustees shall have the powers and perform the
duties with regard to such Public Library and Reading
Room and the care, management and control thereof and of
the books, property and funds belonging thereto,
prescribed by the aforesaid Act of the Legislature and
who shall in the exercise of their functions conform to
and be governed by the provisions of the State Code."
SECTION 14. This ordinance shall be in force and take seffect
as provided by law.
SECTION 15 . The Mayor shall sign this ordinance and the City
Clerk shall certify to the adoption of this ordinance and
cause it to be published once in the Redlands Daily Facts, a
newspaper of general circulation printed and published in
this City.
