AN ORDINANCE OF THE CITY OF REDLANDS AMENDING CHAPTERS
2.18, 2.24, 2.32, 236, 2.38, 2.46, 148, 2.50, 5.48, 13.04, 13.06 AND 19.12 OF
THE REDLANDS MUNICIPAL CODE TO CLARIFY MEMBERSHIP AND
TERMS FOR CITY BOARDS AND COMMISSIONS AND TO DESIGNATE
THE PLANNING COMMISSION FOR REVIEW OF MOBILE HOME RENT
CONTROL REGULATIONS AND APPEALS OF AND AFFORDABLE
HOUSING PROJECTS FOR THE CITY'S BUILDING PERMIT
ALLOCATION SYSTEM
THE CITY COUNCIL OF THE CITY OF RE DOES ORDAIN AS
FOLLOWS:
Section 1. Section 2.18.030 of the Redlands Municipal Code, entitled "Membership;
Appointment and Terms," is hereby amended to read as follows:
"2.18.030: MEMBERSHIP; APPOINTMENT AND TERMS:
The Airport Advisory Board shall consist of seven(7)members appointed by the Mayor
with the approval of the City Council. Each member shall serve a staggered four(4)year term
and shall serve until his or her successor is appointed.No person shall serve more than two(2)
consecutive full terms unless appointed to an additional term by a four-fifths(4/5)vote of the
City council. Vacancies on the board shall be filled by appointment by the Mayor with the
approval of the City Council for the unexpired portion of the term. Appointments made to fill an
unexpired term will constitute a full term if more than one-half(1/2)of a term remains. For
example, if a term is four(4)years and an appointment for an unexpired term is for more than
two (2)years,this appointment constitutes a full term. The members of the board shall serve
without compensation,shall each be a resident of the City, and neither a member of any other
standing commission,board or committee of the City nor an employee thereof The City Council
may remove any member of the Board at any time, without cause,by a majority vote. Four(4)
members of the Board shall constitute a quorum."
Section 2. Section 2.24.040 of the Redlands Municipal Code entitled, "Membership,
is hereby amended to read as follows: F
"2.24.040: MEMBERSHIP:
The Historic and Scenic Preservation Commission shall consist of nine(9)members who
shall each serve for a four(4) year term and until his or her successor is appointed. Eight(8)
members shall be appointed by the Mayor with the approval of the City Council, shall serve
without compensation, shall each be a resident of the City, and neither a member of any other
standing commission, board or committee of the City nor an employee thereof The ninth
member of the Commission shall be the Archivist Curator of the City's A.K. Smiley Public
Library,or his or her designated appointee. No person, except for the Archivist Curator, shall

serve more than two(2)consecutive full terms unless appointed to an additional term by a four-
fifths(4/5)vote of the City Council. Vacancies on the Commission shall be filled by
appointment by the Mayor with the approval of the City Council for the unexpired portion of the
term. Appointments made to fill an unexpired term will constitute'a full term if more than one-
half(1/2)of a term remains. For example, if a term is four(4) years and an appointment for an
unexpired term is more than two(2)years, this appointment constitutes a full term. The City
Council may remove any member of the Commission at any time, without cause, by a majority
vote. Five(5)members of the Commission shall constitute a quorum."`
Section 3. Section 2.3 .020 of the Redlands Municipal Code entitled, "Membership,"
is hereby amended to read as follows:
"2.32.020: MEMBERSIRP:
The Parks and Recreation Advisory Commission shall consist of nine(9)members. Eight
(8) members shall,be appointed by the Mayor with the approval of the City Council. The ninth
member shall be a City Council appointed student member who shall be a full voting member
from the junior class of a Redlands Unified School District high school for a term of one year,
beginning January I and ending December 31 when the student is a senior. Each member shall
serve for a four(4)year term until his or her successor is appointed.No person shall serve more
than two(2)consecutive full terms unless appointed to an additional term by a four-fifths(4/5)
vote of the City Council. Vacancies on the Commission shall be filled by appointment by the
Mayor with the approval of the City Council for the unexpired portion of the term. Appointments
made to fill an unexpired term will constitute a full term if more than one-half(1/2) of a term
remains.For example, if a term is four(4)years and an appointment for an unexpired term is for
more than two(2)years,this appointment constitutes a full term. The members of the
Commission shall serve without compensation, shall each be a resident of the City, and neither a
member of any other standing conu-nission,board or committee of the City, nonan employee
thereof The City Council may remove any member of the Commission at any time, without
cause, by a majority vote. Four(4)members of the Council shall constitute a quorum."
Section 4. Section 2.36 020 of the Redlands Municipal Code, entitled"Membership,"
is hereby amended to read as follows:
2.36.020: MEMBERSHIP:
The Planning Commission shall consist of seven(7)members appointed by the Mayor
with the approval of the City Council. Each member shall serve fora four(4)year to until his
or her successor is appointed.No person shall serve more than two (2)consecutive full terms
unless appointed to an additional term by a four-fifths(4/5) vote of the City Council. Vacancies
on the Commission shall be filled by appointment by the Mayor with the approval of the City
Council for the unexpired portion of the term.Appointments made to fill an unexpired to will
constitute a full term if more than one-half(1/2)of a term remains. For example, if a to is four
(4)years and an appointment for an unexpired term is for more than two (2)years,this
appointment constitutes a full term. The members of the Commission shall serve without
compensation, shall each be a resident of the City, and neither a member of any gather standing

Section'5. Section 2.3 8.Q 10 of the Redlands Municipal Code, entitled"Membership,"
is hereby amended to read as follows:
"2.38.010: MEMBERSHIP:
The Municipal Utilities/Public Works Commission shall consist of seven(7) members appointed
by the Mayor with the approval of the City Council.Each member shall serve for a four(4)year
term until his or her successor is appointed. No person shall serve more than two (2)consecutive
fidl terms unless appointed to an additional term by a four-fifths(4/5)vote of the City Council.
Vacancies on the Commission shall be filled by appointment by the Mayor with the approval of
the City Council for the unexpired portion of the term. Appointments made to fill an unexpired
to will constitute a full term if more than one-half(1/2) of a term remains.For example, if a
term is four(4)years and an appointment for an unexpired term is for more than two(2) years,,
this appointment constitutes a full term. The members of the Commission shall serve without
compensation, shall each bea resident of the City, and neither a member of any other standing
commission, board or committee of the City nor an employee thereof The City Council may

Section 6. Section 2.46.020 of the Redlands Municipal Code, entitled"Membership,"
is hereby amended to read as follows:
"2.46.020: MEMBERSHIP:
The Relocation Appeals Board shall consist of five(5) members,appointed by the Mayor
and approved by the City Council, who shall each serve for a four(4)year term and until his or
her successor is appointed-No person shall serve more than two (2)consecutive ftffl terms unless
appointed to an additional term by a four-fifths(4/5)vote of the City Council.Vacancies on the
Board shall be filled in the same manner as the board members are appointed. Appointments
made to fill an unexpired term will constitute a full term if more than one-half(1l2)of a term
remains. For example, if a term is four(4)years and an appointment for an unexpired term is for
more than two(2)years, this appointment constitutes a full term. The Board members shall each
be a resident of the City, and neither an elected official nor a member of any other standing
commission,board or committee of the City,or an employee thereof. The>members of the Board
shall serve without compensation."
Section 7. Section 2.48 020 of the Redlands Municipal Code,entitled"Membership,"
is hereby amended to read as follows:
"2.48.020: MEMBERSHIP:
The Traffic and Parking Commission shall consist of seven(7)members. Six (6)of its

members shall be appointed by the Mayor with the approval of the City Council. Each member
shall serve for a four(4)year staggered term and until his or her successor is appointed.No
person shall serve more than two(2)consecutive full terms unless appointed to an additional
to by a four-fifths (4/5)vote of the City Council. Vacancies on the Commission shall be filled
by appointment by the Mayor with the approval of the City Council for the unexpired portion of
the term. Appointments made to fill an unexpired term will constitute a full term if more than
one-half(1/2)of a term remains. For example, if a term is four(4) years and an appointment for
an unexpired term is for more than two(2)years, this appointment constitutes a full term. The
members of the Commission shall serve without compensation, shall each be a resident of the
City,and neither a member of any other standing committee, board or commission of the City
nor an employee thereof. The Council may remove any member of the Commission at any time,
without cause, by a majority vote. Four(4)members of the Commission shall constitute a
quorum-
The City Council shall also appoint one student member as a full voting member of the
Commission from a junior class of a Redlands High School for a term of one year, beginning
January I and ending December 31 when the student is a senior.
The sergeant of the traffic division of the Redlands Police Department and a
representative of the Municipal Utilities and Engineering Department shall be ex officio advisory
members of the Commission."
Section 8. Section 2.50.030 of the Redlands Municipal Code, entitled"Membership,,,
is hereby amended to read as follows:
"2.50.030: MEM13ERSFUP:
The Cultural Arts Commission shall consist of seven(7)members appointed by the
Mayor with the approval of the City Council. Each member shall serve for a four(4)year term
and until his or her successor is appointed.No person shall serve more than,two(2)consecutive
to unless appointed to an additional term by a four-fifths,(4/5)vote of the City Council.
Vacancies on the Commission shall be filled by appointment by the Mayor with the approval of
the City Council for the unexpired portion of the term. Appointments made to fill an unexpired
to will constitute a full term if more than one-half(1/2)of a term remains. For example, if a
to is four(4)years and an appointment for an unexpired term is for two more than(2)years,
this appointment constitutes a full term. The members of the Commission shall serve without
compensation,shall each be a resident of the City, and neither a member of any other standing
commission,board or committee of the City nor: employee thereof.The Council may remove
any member of the Commission at any time, without cause, by a majority vote. Four(4)
members of the Commission shall constitute a quorum."
Section 9, The definition of"Commission,"as described in Section 5.48.020 of the
Redlands Municipal Code entitled"Definitions,"is hereby amended to read as follows:
"5.48.020: DEFINITIONS:

As used in this Chapter the following words shall have theme ascribed to them:
COMMISSIOM The City Planning Commission established by Chapter 2.36 of this
Code(sometimes herein called the "Commission").

Section 10. The definition of"Board,"as described in Section 13.04.010 B of the
Redlands Municipal Code, entitled"Definitions," is hereby amended to read as follows:
"13.04.010: DEFINITIONS:
A. For the purpose of this division all words used herein in the present tense shall include
the future; all words in the plural number shall include the singular number; and all words in the
singular number shall include the plural number.
B. Whenever in this Chapter the following words and phrases set forth in this Section are
used,they shall,for the purpose of this Chapter,have the meaning ascribed to them in this
Section:
BOARD: Three City management employees, as from time to time appointed by the City
Manager.

Section 11. Section 13.06.110 of the Redlands Municipal Code,entitled "Hearing
Regarding Violations," is hereby amended to read as follows:
"13.06.110: HEARING REGARDING VIOLATIONS:
A. Any customer receiving notice of a second or subsequent violation pursuant to section
13.06.090 of this Chapter shall have a right to a hearing by the City Manager within fifteen(15)
days of mailing or other delivery of the notice of violation.
B. The customer's written request for a hearing within the fifteen(15)day period shall
automatically stay the imposition of monetary penalties on the customer's water bill until the
City Manager renders his decision. The decision of the City Manager shall be final and not
subject to ffirther appeal pursuant to this Code."

Section 12. Section 19.12.060 of the Redlands Municipal Code, entitled"Very Low and Low
Income Senior Citizen Housing,"is hereby amended to read as follows:
"19.12.060: VERY LOW AND LOW INCOME AND SENIOR CITIZEN HOUSING:
Points
(Maximum: 20)
A. Project with 15%dwelling its restricted for very low or low 2/unit
income persons at prices as established by the United States
Department of Housing and Urban Development.
B. Project with 90%or more of the dwelling units restricted for 6
senior citizen persons.
C. For a project to receive points for senior citizen housing, senior
residency shall be established and restricted in accordance with
federal law.
D. For a project to receive points hereunder,the project applicant
shall file a detailed,written statement indicating the proposed
method of providing such units and shall enter into a restrictive
covenant with the City to ensure the same. In addition, the
favorable recommendation of the City's Planning Commission
shall be a prerequisite to the award of any points hereunder."
Section 13. The Mayor, shall sign this ordinance and the City Clerk shall certify to the
adoption of this ordinance and shall cause it, or a summary of it,to be published once in the
Redlands Daily Facts, a newspaper of general circulation within the City, and thereafter,this
ordinance shall take effect as provided by law.
