HomeMy WebLinkAboutOrdinances_1601_CCv0001.pdf ORDINANCE NO. 1601 AN ORDINANCE OF THE CITY OF REDLANDS PROVIDING FOR AND CREATING A HOUSING COMMISSION IN AND FOR THE CITY OF REDLANDS AND RESCINDING RESOLUTION NOS. 2822 AND 3137 WHEREAS, the City Council of the City of Redlands believes it to be in the best interests of the City to create a Housing Commission, NOW, THEREFORE, the City Council of the City of Redlands does ordain as follows : SECTION ONE: PURPOSE That a Housing Commission is hereby established for the purpose of advising the City Council on all matters related to the improvement of housing conditions, particularly for elderly and low income residents of the City. SECTION TWO: ORGANIZATION That the Housing Commission shall consist of seven (7) members to be appointed by the City Council from city residents at large for terms of four (4) years . Initial appointments shall be as follows: Two members for a term of two (2) years Three members for a term of three (3) years Two members for a term of four (4) years SECTION THREE: DUTIES That the duties, responsibilities and procedures of the Commission shall include: (a) To investigate living, dwelling, and housing conditions and the means and methods of improving such conditions. (b) To determine where slum areas exist or where there is a shortage of decent, safe, and sanitary dwelling accommodations for persons of low income. (c) To make studies and recommendations relating to the problem of clearing, replanning, and reconstructing of slum areas and the problem of providing dwelling accommodations for persons of low income. j (d) To engage in research and studies on the subject of housing. ONION V (e) To make available to agencies charged with the duty of abating nuisances or like conditions or demolishing unsafe or unsanitary structures its findings and recommendations with regard to any building or property where conditions exist which are dangerous to the public health, morals, safety, or welfare. (f) To make recommendations to the Planning Commission and City Council on matters pertaining to all types of housing, with particular emphasis on various low income and elderly housing proposals. (g) To adopt such rules of procedure as may be required to discharge its duties and responsibilities, subject to approval by the City Council . SECTION FOUR: INFORMATION SOURCE The Housing Commission shall provide information regarding solutions to housing needs to all individual citizens and interested groups, and extend advice and assistance in construction, financial and social matters related to housing. SECTION FIVE: PROGRAM INVOLVEMENT The Housing Commission shall be the agency through which individuals and groups may work in housing improvement, including the determination of Federal and/or State programs that may be used for the benefit of the citizens of Greater Redlands Community. SECTION SIX: MEETINGS The Commission shall elect a chairman and vice chairman to serve at the pleasure of the Commission. Chairman and vice chairman shall be elected for a term of one (1) year by the full commission. Chairmanship shall be held on a rotating basis with election to be conducted on the first meeting of each year. A regular time and place of meetings shall be established and adhered to in the manner of holding public meetings for legislative bodies in the state. All meetings shall be open to the public unless by law otherwise provided. The city shall provide staff support as necessary. SECTION SEVEN: REQUIRED ATTENDANCE Housing Commission members shall attend all regular meetings unless excused by the chairman. A Commission member who does not attend three consecutive announced meetings and who is not excused therefrom by the chairman will be dropped from the Commission and a replacement member appointed by the City Council. Ordinance No. 1601 Page two SECTION EIGHT: REMUNERATION The Commission members shall serve without compensation. SECTION NINE: EFFECTIVE DATE This ordinance shall be in force and take effect as provided by law. SECTION TEN: CERTIFICATION The City Clerk shall certify to the adoption of this ordinance and shall cause the same to be published once in the Redlands Daily Facts, a newspaper of general circulation printed and published in this city.
