AN ORDINANCE OF THE CITY OF REDLANDS ADDING
CHAPTER 2 . 66 TO THE REDLANDS MUNICIPAL CODE TO
ESTABLISH A HUMAN RELATIONS COMMISSION
WHEREAS, the State Legislature has determined that it is
in the best interests of citizens throughout the state that cities
and counties establish commissions to foster peaceful relations
among persons of different races and national origins; and
WHEREAS, the Legislature has further found that the
promotion of positive human relations for the purpose of insuring
the public peace and general welfare of all the people of the state
is a principal governmental concern and responsibility for which
cities and counties may expend public funds; and
WHEREAS, the City Council of -.the City of Redlands is
desirous of assisting the Legislature in achieving its goals
through the formation of a human relations commission;
NOW, THEREFORE, be it ordained by the City Council of the
City of Redlands as follows:
Section 1. Chapter 2 . 66 is hereby added to the Redlands
Municipal Code to read as follows:

HUMAN RELATIONS COMMISSION
2 . 66 . 010 ESTABLISHED
There is a Human Relations Commission established to
serve in an advisory capacity to the City Council and to aid the
City in achieving better human relations by providing assistance to
all persons or groups in promoting good will and better relations
among all people.
2 . 66 . 020 MEMBERSHIP
The Commission shall consist of nine (9) members. Each
Councilmember shall appoint one member of the Commission with the
remaining four (4) members being appointed by the City Council.
The Commission members should be representative of the diverse
population of Redlands in regards to race, religion, gender, age,
culture, national origin, disability, income and employment
background. One Commission member appointed by the City Council
shall be from the junior class of a Redlands high school. The
student member' s term shall be for one year, beginning January 1st
when the student is a junior and ending December 31st when the
student is a senior. The student member shall be considered one of
the nine (9) members of the Commission with full voting powers.
The members of the Commission shall serve without compensation and
they shall be residents of the City and neither officers nor
employees thereof.

2 . 66. 030 MEMBERS -- FORFEITURE OF OFFICE BY ABSENCE
Any Commission member who is absent from any three (3)
consecutive regular meetings of the Commission, unless excused from
such attendance by consent of the Commission expressed by action of
record in its minutes, shall automatically forfeit his or her
office as a member of the Commission. The vacancy so created shall
be filled pursuant to section 2 . 66. 020.
2. 66. 040 ORGANIZATION
The Commission shall annually elect a chairperson and a
vice-chairperson and there is no prohibition to the number of terms
a member may serve in either capacity. The Commission shall keep
records of all of its proceedings and actions and shall have
regular meeting dates noticed in accordance with law. Five (5)
members of the Commission shall constitute a quorum. No
appropriation shall be made to support the activities of this
Commission including the assignment of City clerical staff.
2 . 66. 050 POWERS, DUTIES AND RESPONSIBILITIES
The powers, duties and responsibilities of the Commission
shall include but are not necessarily limited to, the following:
(1) To foster mutual respect and understanding with
regard to race, religion, national origin, age, gender, disability
or other minority affiliation;
(2) To undertake such studies in any field of human
relationship in the community as in the judgment of the Commission
will aid in effectuating its general purposes;

(3) To recommend such educational programs as, in the
judgment of the Commission, will increase good will among
inhabitants of the community and open new opportunities into all
phases of community life for all inhabitants;
(4) To hold public meetings, in the interest of the
constructive resolution of prejudice and discrimination occasioned
thereby;
(5) To issue such publications and reports as in its
judgment will tend to effectuate the purposes of this Chapter;
(6) To enlist the cooperation and participation of the
various racial and nationality groups, community organizations,
industry and labor organizations, media or mass communication,
fraternal and benevolent associations, and other groups in an
educational campaign devoted to fostering among the diverse groups
of the community mutual esteem, justice and equity;
(7) To recommend to the City Council that agencies under
the jurisdiction of the City to take such action as will fulfill
the purposes of this Chapter;
(8) To submit an annual report to the City Council. "
Section 2 . The City Clerk shall certify to the adoption
of this Ordinance and cause it, or a summary of it, to be published

once in the Redlands Daily Facts, a newspaper of general
circulation within the City.
