HomeMy WebLinkAboutOrdinances_2066_CCv0001.pdf ORDINANCE NO. 2066 AN ORDINANCE OF THE CITY OF REDLANDS ADDING CHAPTER 2 .64 TO THE REDLANDS MUNICIPAL CODE RELATING TO THE ESTABLISHMENT OF A PARKING ADVISORY BOARD WHEREAS , the Redlands 2000 report established a goal to develop adequate parking for commercial and retail uses; and WHEREAS , vehicle parking capability adjacent to commercial, retail and office areas is a necessity; and WHEREAS , a plan substituting practical means of transporting people around the city in lieu of using personal cars has not been developed; and WHEREAS, there is a need to establish a long-range parking plan for the city without further impacting traffic congestion . BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF REDLANDS AS FOLLOWS: Section 1: Chapter 2 .64 is hereby added to the Redlands Municipal Code to read as follows: "Chapter 2 .54 PARKING ADVISORY BOARD 2 .64 .010 Purpose and Intent. The City Council finds and declares as follows: A. That vehicle parking capability adjacent to commercial, retail and office areas is a necessity; B. That a plan substituting practical means of transporting people around the city in lieu of using personal cars has not been developed; C. That there is a need to establish a long- range parking plan for the city without further impacting traffic congestion . 2.54.020 Existance. There is established a Parking Advisory Board which shall serve in an advisory capacity to the City Council and make recommendations and determinations relating to vehicular parking . 2.64 .030 Membership. The Parking Advisory Board shall consist of seven members appointed by the Mayor with the approval of the City Council . The seven members shall include one member from the Traffic Commission and one member from the Redevelopment Advisory Commission . Each member shall serve for a staggered four-year term and until his or her successor is appointed and qualified . -2- No person shall serve more than two consecutive terms . Vacancies on the Board shall be filled by appointment by the Mayor with the approval of the City Council for the unexpired portion of the term. The members of the Board shall serve without compensation and shall be residents of the City and neither officers nor employees thereof. The Council may remove any member of the Board at any time, without cause, by a majority vote . Four members of the Board shall constitute a quorum. 2 .64.040 Organization . The Board shall annually elect a chairperson for the term of one year and other such officers as deemed advisable . The Board shall keep records of all its proceedings and actions and shall have regular meeting dates . The City Engineer , or his/her designated appointee, shall serve as staff to the Parking Advisory Board . 2 .64 .050 Duties . The Board shall have the following duties: A . Study the development of adequate parking for commercial and retail uses; B. Recommend actions for the establishment of long-term parking plans for the City and in particular the Redlands downtown business area; -3- C. Assist the City Council by recommendation of policies to encourage , develop and support adequate parking within the City; D . Advise the City Council in the administration of resources for the development of parking; E . Assist other advisory groups such as the Traffic Commission , Planning Commission and Redevelopment Advisory Commission in matters relating to parking . Section 2: This Ordinance shall be in force and take effect as provided by law. Section 3: The City Clerk shall certify to the adoption of this Ordinance and shall cause it to be published once in the Redlands Daily Facts , a newspaper of general circulation printed and published in the City of Redlands .
