AN ORDINANCE OF THE CITY OF REDLANDS AMENDING CHAPTER 2.32 OF THE
REDLANDS MUNICIPAL CODE RELATING TO THE PARKS COMMISSION, ADDING
CHAPTER 2.64 ESTABLISHING A CITRUS PRESERVATION COMMISSION AND
AMENDING CHAPTERS 2.30 AND 2.54 RELATING TO THE PUBLIC LIBRARY AND ITS
BOARD OF TRUSTEES
THE CITY COUNCIL OF THE CITY OF REDLANDS DOES ORDAIN AS FOLLOWS:
ec i n I. Section 2.32.050 of the Redlands Municipal Code relating to the Parks
Commission is hereby amended to read as follows:
"2.32.050 Duties.
The Parks Commission shall recommend to the City Council policies for the acquisition,
development and improvement of parks and open space, and for the planting, care and removal of
trees and shrubs in all parks, parkways, open space and streets. The Commission shall have regular
meeting dates and shall keep records of all of its acts and proceedings."
Section 2. Chapter 2.64 relating to the establishment of a Citrus Preservation
Commission is hereby added to the Redlands Municipal Code to read as follows:
"Chapter 2.64
Citrus Preservation Commission
Sections
2.64.010 Existence.
2.64.020 Membership.
2.64.030 Members - Forfeiture of Office by Absence.
2.64.040 Organization and Meetings
2.64.050 Powers and Duties
2.64.010 Existence.
There is a Citrus Preservation Commission as established by Ordinance No. 2303 of the City
which shall make recommendations and advise the City Council regarding the acquisition,
improvement, preservation and retention of citrus properties within the City.
2.64.020 Membership.
The Citrus Preservation Commission shall consist of seven members appointed by the Mayor

with the approval of the City Council. Each member shall serve for a four-year term and until his
or her successor is appointed and qualified. Vacancies on the Commission shall be filled by
appointment by the Mayor with the approval of the City Council of the unexpired portion of the
term. The members of the Commission shall serve without compensation and shall be neither
officers nor employees of the City. The City Council may remove any member of the Commission
at any time.. without cause, by a majority vote of the members of the City Council. Four members
of the Commission steal l constitute a quorum.
2.54.030 Members - Forfeiture of Office by Absence
Any Commissioner who is absent from any three consecutive regular meetings of the
Commission, unless excused from such attendance by consent of the Commission expressed by
action of record in its minutes, shall automatically forfeit his or her office as a member of the
Commission.
2.64.040 Organization
The Commissioners shall,upon their appointment,organize and elect a chairman for the term
of one year, and such other officers as the Commissioners may deem advisable, and shall make such
rules and regulations as are necessary to fulfill the obligations and duties of the Commission.
There shall be a member of City staff; appointed by the City Manager,who shall serve as an
ex-officio member of the Commission,attend all meetings of the Commission and shall act as a staff
liaison for the Commission to the City Council.
2.64.050 Powers and Duties.
The Citrus Preservation Commission shall recommend to the City Council policies for the
acquisition, improvement, preservation and retention of citrus properties within the City. The
Commission shall have regular meeting dates in compliance with the provisions of the Ralph M.
Brown Act and shall keep records of all of its acts and proceedings. In addition to the foregoing.the
Commission shall have the following specific powers and duties:
A. The Commission shall supply fanning expertise and management to the commercial
farming companies retained by the City to farm the City's citrus groves. The Commission shall
periodically update the City Council on the performance of the farming companies and shall make
recommendation to the City Council regarding the performance of such companies.
B. The Commission shall have the'authority to oversee and coordinate the marketing of
crops produced from the City's citrus groves, for the benefit of the City.
C. The Commission shall have the authority to direct the day-to-day operations
associated with the management of the City's groves.

Section 3. Chapter 2.30 is hereby deleted in its entirety and Section 2.54.020 relating
to the Public Library is hereby amended to read as follows:
"2.54.020 Trustees.
There is a Library Board of Trustees as established by Ordinance No. 170 of the City.
The Board shall consist of five trustees who shall be appointed by the Mayor with the consent
of the City Council, and who shall have the powers and duties set forth in this section. The
Trustees shall hold office for three years. Vacancies shall be filled by appointment for the
unexpired term in the same manner as the original appointments are made. In accordance with
California Education Code Sections 18900, et. seg., the Board of Library Trustees shall manage
the Public Library.
The Trustees shall have the powers and perform the duties with regard to the Public.
Library and Reading Room and the care, management and control thereof, and of the books,
property and funds belonging thereto, prescribed by the aforesaid Act of the Legislature and who
shall in the exercise of their functions conform to and be governed by the provisions of the State
Education Code."
Section 4. The Mayor shall sign this ordinance and the City Clerk shall certify to the
adoption of this ordinance and shall cause it, or a summary of it, to be published once in the
Redlands Daily Facts, a newspaper of general circulation within the City and thereafter, this
ordinance shall take effect as provided by law.
