AN ORDINANCE OF THE CITY OF REDLANDS PROVIDING FOR AND
CREATING A PUBLIC WORKS COMMISSION IN AND FOR THE CITY OF REDLANDS
AND RESCINDING ORDINANCE NOS. 1490 AND 1513
WHEREAS, the City Council of the City of Redlands believes it
to be in the best interests of the City to create a Public Works
Commission,
NOW, THEREFORE, the City Council of the City of Redlands does
ordain as follows:
SECTION ONE: PURPOSE
That a Public Works Commission is hereby created and established
to act as an advisory board to the City Council of the City of Redlands
and to advise and assist the Public Warks Director and City Manager by
providing citizen review and input concerning all aspects of the man-
agement and operation of the Department of Public Works thereby pro-
viding a direct channel for utilization of the citizen expertise
available in the community.
SECTION TWO: ORGANIZATION
The Public Works Commission shall consist of five members to be
appointed by the City Council from city residents at large for the
following terms :
One member for a term of one (1) year
Two members for a term of two (2) years
Two members for a term of three (3) years
Thereafter the respective successors shall be appointed by the City
Council from city residents at large for terms of three (3) years .
No person shall be appointed or serve who by either his knowledge
of proposed city activities or by influencing a change in Public Works
Department policy and organization could cause personal gain to him-
self. The Public Works Commission is encouraged to appoint ad hoc
committees to study specific problems from time to time as determined
necessary particularly if special skills are required not possessed
by Commission members.
SECTION THREE: MEETINGS
The Commission shall meet within one month of its formation and
elect a chairman and vice chairman to serve at the pleasure of the
Commission. Chairman and vice chairman shall be elected for a term
of one (1) year by the full commission. A regular time and place of
meetings shall be established and adhered to in the manner of holding
public meetings for legislative bodies in the state. All meetings
shall be open to the public unless by law otherwise provided. The
Public Works Director shall act as Secretary to the Commission and
shall provide staff support as necessary..

SECTION FOUR: REQUIRED ATTENDANCE
Public Works Commission members shall attend all regular
meetings unless excused by the chairman. A Commission member
who does not attend three consecutive announced meetings and
who is not excused therefrom by the chairman will be dropped
from the Commission and a replacement member appointed by the
City Council.
SECTION FIVE: REMUNERATION
The Commission members shall serve without compensation.
SECTION SIX: EFFECTIVE DATE
This ordinance shall be in force and take effect as provided
by law.
SECTION SEVEN: The City Clerk shall certify to the adoption
of this ordinance and shall cause the same to be published once
in the Redlands Daily Facts, a newspaper of general circulation
printed and published in this city.

at a regular meeting thereof held on the 19th day of October, 1976
by the following vote:
AYES: councilmembers Knudsen, Miller, Elliott, Mayor DeMirjyn
NOES: None
