HomeMy WebLinkAboutOrdinances_2239_CCv0001.pdf ORDINANCE NO. 2239 AN ORDINANCE OF THE CITY OF REDLANDS AMENDING G CHANTER 2.03 OF THE REDLANDS MUNICIPAL CODE TO PROVIDE FOR THE ELECTION OF CITY COUNCILMEMBERS BY DISTRICT BE IT ORDAINED by the people of the City of Redlands as follows. SECTION ONE: Chapter 2.03 of the Redlands Municipal Code is hereby amended to read as follows, "2.03 Election ion of City rCounciltnemberrs by District. 2.03.010 statement of Purposes and Intent The purposes and intent of this Chapter are to: Establish fair representation on the City Council by district; Insure that the needs of all areas of the City will be represented by the City Council at all times;, Promote a sense of community by bringing the government closer to the people;' and Allow the members of the City Council to be sensitive and accessible to their constituents.- 2.03,020 Defncitions'. ,As used in this Chapter, the term "By District" shall mean the election o members of the City Council by voters of the district alone. 2.03.030 planner of Election. One member f the City Council of the City of Redlands shall be elected by each district:. 2.03.040 Terms of Office. The terms of office of Councilmernbers expiring at the net regular municipal election after the: effective date, of this Chapter shall, be filled by Cotrncilmembers elected at the election by the even-numbered districts and shall, hold office for four (4) years. At the second regular election after the effective date of this Chapter the terms of office of Councilmembers expiring shall be filled by Councilmembers elected at that election by the odd-numbered districts and shall hold office for four (4) years. 2.03.050 Eligibility of Councilmember. A person is eligible to hold office as a member of the City Council if be or she resides in the geographical area making up the district from which he or she is elected and was a registered voter of the City at the time he or she filed papers declaring his or her candidacy. A Councilmember who moves from his or her principal residence within the geographical area making up his or her district will automatically vacate his or her seat on the City Council, 2.0 3.060 Number of Districts. There shall be five districts in the City of Redlands described as follows: DISTRICT 1. All that land located in the City of Redlands lying within the following described boundary: Beginning at the intersection of Bryn Mawr Avenue and the Redlands city limit line, said, point being on the right-of-way of the Mission Channel storm drain; thence northerly along Bryn Mawr Avenue to Lugonia Avenue; thence easterly along Lugonia Avenue to the Redlands city limit line, said point being 1,320 feet, more or less, east of California Street; thence beginning in a northerly direction following the various courses of the Redlands city lit-nit line to a point at the intersection of Lugonia, Avenue and State Route 30; thence southerly along State Route 30 and Tennessee Street to Colton Avenue; thence easterly along Colton Avenue to State Route 10; thence easterly along State Route 10 to Sixth Street; thence southerly along Sixth Street to Redlands Boulevard; thence easterly along Redlands Boulevard and Central Avenue to Church Street; thence northerly along Church Street to the north line of the south one-half of Section 15, T.1 S., R.3W., SBBM; thence northwesterly along a line to a point, said point being on the south line of the north one- quarter of said Section 15, 1,000 feet east of Orange Street; thence easterly along last said line and its prolongation to the easterly line of Section 14, T.IS., R.3W., SBBM; thence southerly along last said line to the northerly property line of Redlands Municipal Airport; thence northeasterly along last said property line to the east line of Section 13, T.IS., R.3W., SBBM; thence northerly along last said line to the northeast comer of said Section 13; thence easterly along the north line of Section 18, T.IS., R.2W., SBBM, to the northerly Redlands city limit line; thence beginning northerly along last said city limit line and following its various courses to the point of beginning. 2 DISTRICT 2. All that land located in the City of Redlands lying within the following described boundary: Beginning at the intersection of Wabash Avenue and State Route 10, said point being on the easterly Redlands city limit line; thence northwesterly along State Route 10 to Ford Street; thence northerly along Ford Street and Judson Street to Pennsylvania Avenue; thence westerly along Pennsylvania Avenue to Grove Street, thence southerly along Grove Street to Lugonia Avenue; thence westerly along Lugonia Avenue to Church Street; thence northerly along Church Street to the north line of the south one-half of Section 15, T.IS., R.3W., SBBM; thence northwesterly along a line to a point, said point being on the south line of the north one-quarter of said Section 15, 1,000 feet east of Orange Street; thence easterly along last said line and its prolongation to the easterly line of Section 14, TAS., R,3W. SBBM; thence southerly along last said line to the northerly property line of Redlands Municipal Airport; thence northeasterly along last said property line to the east line of Section 13, T.IS., R.3W., SBBM; thence northerly along last said line to the northeast corner of said Section 13: thence easterly along the north line of Section 18, T.IS., R,2W., SBBM, to the northerly Redlands city limit line; thence beginning easterly along last said city limit line and following its various courses to the point of beginning. DISTRICT 3. All that land located in the City of Redlands lying within the following described boundary: Beginning at the intersection of Redlands Boulevard and State Route .10; thence northwesterly along Redlands Boulevard to Highland Avenue; thence westerly along Highland Avenue to Center Street; thence northerly along Center Street to Cypress Avenue; thence easterly along Cypress Avenue to Fourth Street; thence northerly along Fourth Street to Olive Avenue; thence easterly along Olive Avenue to Cajon Street; thence northerly along Cajon Street and Orange Street to Redlands Boulevard; thence easterly along Redlands Boulevard and Central Avenue to Church Street; thence northerly along Church Street to Lugonia Avenue; thence easterly along Lugonia Avenue to Grove Street; thence northerly along Grove Street to Pennsylvania Avenue; thence easterly along Pennsylvania Avenue to Judson Street; thence southerly along Judson Street and Ford Street to State Route 10; thence southeasterly along State Route 10 to Redlands Boulevard, the point of beginning. DISTRICT 4. DISTRICT 5. All that land located in the City of Redlands lying within the following described boundary: Beginning at the intersection of Wabash Avenue and State Route 10, said point being on the easterly Redlands city limit line; thence northwesterly along State Route 10 to Redlands Boulevard; thence northwesterly along Redlands Boulevard to Highland Avenue; thence westerly along Highland Avenue to Center Street; thence northerly along Center Street, to Cypress Avenue; thence westerly along Cypress Avenue to San Mateo Street; thence northerly along San Mateo Street to Olive Avenue; thence westerly along Olive Avenue to Roberts Street; thence southerly along Roberts Street to Laurel Avenue; thence westerly along Laurel Avenue to Terracina Boulevard; thence southerly along Terracina Boulevard to Fern Avenue; thence westerly along Fern Avenue to San Timoteo, Canyon Road; thence southerly along San Timoteo Canyon Road and the prolongation thereof, to the westerly Redlands city limit line and following its various courses to the point of beginning," SECTION TWO: Severability. If any section, subsection, sentence, clause, phrase, part or portion of this ordinance is for any reason field to be invalid or unconstitutional by a final judgment of any court or competent jurisdiction, such decision shall not affect the validity of the remaining portions of this ordinance. It is hereby declared that this ordinance and each section, subsection, sentence, clause, phrase, part, or portion hereof would have been adopted or passed irrespective of the fact that any one or more sections, subsections, sentences, clauses, phrases, parts or portions may be declared invalid or unconstitutional. SECTION THREE: This ordinance shall be in force and take effect as provided by law. 4 CERTIFICATE OF REGISTRAR OF VOTERS STATE OF CALIFORNIA ) ss' COUNTY OF SAN BERT ARDINO 1, INGRID E.
