The City Council of the City of Redlands does ordain as follows: SECTION ONE: That Chapter 57, Section 5711 of Article 571 of the Red- lands Ordinance Code of the City of Redlands, California, adopted August 15, 1955 be and is hereby amended to read as follows: Section 5711. PAYMENT OF FEE: AMOUNT. Every person,firm or corpo- ration owning or harboring a dog witnin this City shall, on or before the first day of July of each year, pay to the City of Redlands a license fee of three dollars t$3.00) for each such dog, which said fee shall be payable annually. SNCTION TWO: That Chapter 57, Section 5722 of Article 572 of the Red- lands Ordinance Code of the City of Redlands, California, adopted August 15, 1965 be and is hereby amended to read as follows: Section 5722. VACCINATION PRE- REQUISITE TO LICENSE. tVo license to own or harbor a dog as herein provided, shall be issued except upon application in writing to the Chien of Police of the City of Redlands, setting forth the name and address of the owner or possessor of the dog and a brief descripton of the dog, together with a certificate of vacci- nation from a licensed veterinarian showing that the dog has been vaccl- nated with canine rabies vaccine with- in a period of 60 days preceding date of application for license. (856:3. 6811: One) Section 5714. DELINQUENCY PEN- ALTY. The penalty for delinquency shall be $1,00 in addition to the usual license fee. All licenses shall become delinquent if not paid within 30 days after due date. SliC:`ION T HR E E: EFFFECTIVE DATE. This ordinance is an emergency ordinance affcm..ng, and for the irn- rrediate preservation of, the public peace, health, safety, comfort, con- venience and general welfare and the same shall therefore become effective iFnmediately upon the final passage and adoption thereof. The facts consti- tuting its urgency are as follows: Ii.abici ep;demics have occurred in the past as a result of the failure to adopt and carry out measures to pre- vent the spread of rabies and the Health Officer of the County of San Bernardino, serving the City of Red- lands is from time to time notified of eases of rabid dogs in Redland_,. Said Health Officer has urged imme- diate action to prevent the spread of rabies by all available means. includ- ing anti-rabies vaccinations.
