NEED FOR LICENSE -- It shall be unlawful for any person, firm or corporation to own, harbor, possess or have custody of any dog within the City of Redlands, except as her Rin provided, without securing a license therefor and complying with the provisions of this Article and Articles 572 and 50 of this Code. Sec. 5710.1 EXCEPTIONS --No license shall be required for any dog before the dog reaches the age of six months, provided that a license may be pur- ebased earlier if desired. Sec. 5711. UNNEL DEFINED -- A dog kennel, for the purposes of thiz article, shall be any place, lot, or premises where three or more dogs are kept for training, sale or boarding, or the keeping of the sane for hire, or any place where facilities are maintained for the above purpose or purposes. Sec. 5711.1 DUM4 DATE - REGUIAR RENEWALS -- Licenses issued pursuant to the provisions of this Article shall be renewed each year on or before the first day cf July. Sez. 5712.2 EXPIRATION DATE OF LICENSES -- Each official license tag shall be dated to show the date of ezpiration of the license and shall be securely fastened to a dog collAr by the owner or person having custody or, possession of the dog. Said collar most at all times, when not on the private property of the owner or custodian, be worn by such. licensed dog. Section 5712. DOGS K KETTHE IS -- No license fee shall be charged against any dog in a commercial kennel., duly licensed as a oommer3ial business, having paid a business license tax; and such dogs need not be vaccinated for rabies if they are kept at all times within the kennel. See. 5712.1 SALE OF DOGS -- The owners or managers of such commercial dog kennels are hereby required to notify the Police Department on the sale of any dGg, giving full. informati,'.)n as to the date of sale and the name and residence of the purchaser. Sec. 5713 PANT OF TEE FEE -- Every person, firm or corporation owning, har- boring, possessing or having custody of a dog within this City shall, on or be- fore the due date as herein defined, pay to the City of Redlands a license fee of three dollars ($3,00) for each such dog. Sec. 571-14 - ISSUANCE OF LICENSE TAG -- The Treasurer of the City of Redlands shall., upon re-ceiving payment of the proper fee and the display of the cer- tificate required Ln Sects. can 5721,, make the official record of the dog and the fee paid and issue the afficial, license tag. The records and files of dog li- censes shall be maintained in such a manner that the address of the recorded owner. -mistodian or person ha-Ting possession of the doC,cr may- be readily as- certained. Sec. 5714.1 - FALSE OR COUNITERFEIT TAGS UNIAWFUL -- It shal-1 be unlawful for any person to, place upor, or attach to a dog any falee., Counterfeit or unauthor- ized tag for the pu_mc�::,e of evading the prorisions Of this Article. The trans- fer of an official lizense tag from one dog to another is hereby prohibited and any person so doing shall be guilty of a .7mlsdeme-anor, See. 5714.2 - LICENSE DUE ON OR AFTER JANUARY 1 -- A license which became due on or after Jan.-aary 1. shall be subject tc all the provisions of this article ex- eept the fee prescribed in Sect-don 5?13 may be reduced to one dollar and fifty cents ( 1.50). Sec. 5714.3 - LICENSE TRANSFER AND TkG REPLACEMENT -- Upon presentation of proof, ,-atisfactory — . to the City Treasurer, that a valid licenze not to expire prior to June 30, has been issued by any city, C*unty or city and county within the State of California so as to comply v4 -,h Art-iole 5'f'2, a fee of fifty cents (500) -nay be ' y it accepted and an. application receipt issued therefor. Upon request and. after verification that. a current City of Redlands license has been. issued, the City Treasurer shall accept a fee of fifty cents (50t) and issue an application receipt for the replacement, -,.f a lost, m-itilated or S4 olen tag. LFARE ANDBILIS CHAPTER 57 Sec. 5721 - VACCINATION PREREQUISITE TO LICENSE -- No application receipt for owning or harboring a dog, as provided in Article 571, shall. be issued except on application to the Treasurer of the 007 of Redlands and the display, at that time, of a certificato of vaccination- or latter certifying to the vaccination fram a licensed veterinarian showLng that the dog has been vaccinated with canine rabies vaccine. Said certificate must be valid for a period equaling or exceeding the life of the license being then applied for, ARTICLE 57i Sey 5730 - DUTY TO ENFCKS -- !V shall he the duty of the Chief of Police to enforce the prani5jonz of Q0 Viiale andArticles 571 and 572. To do so the Chief of Pol,ine .1 A Pound Na City- Health Officer and all Police Officers of this City- shall have the right to enter upon any property located within the City of Redlands, p0lic or private. Sec. 5730.1 - DOGS R.UIVI ING AT LARGE --Every- per3on owning or having charge., cust&7, 000161 or possessicn of aay dog shall not permit such aninal to ru ran at large, or to rQn locse or unrestradved in, along or upon any Public street, sidewalk:, or place. Any dog, whether, licensed or not, foizid. so doing may be impounded by the Chief of Poijoe or w1y of his a!,ithorized officers for a period of seventy-two hours and if the owner or possessor shall notp before the expira- tion of said period, call for and claim said dog and pay pound fees plus three dollars ( 3$ .00) for cost of approtension, the Chief of Police is empowered to kill and destroy such dog. Sec. 5730.2 - CONFIKEKERT OF CAPTURED DOG -- Officers or persons capturing a dog under the pr.n2 Of Section 500.1 shall oeparately confine said dog in some safe place, and shall report the oapture to the Chief of Police and shall submit sunh dog f6r examination by a Llcer.ced vete.rinarian, to determine whether such dog is rabid, Sen. 5730.3 - RF SE OF IMPOUNDED DOGS -- If any dog impounded by virtue of this Artiol, has not been vaccinated as in Article 5721 the owner or the person entitled tn Ats enstoly shall. pay art additional sum of fifty cents (5 0) per day for the keeping of said animal and comply with the provisions of Articles 571 and 572 before the dog may be returned. Sec. 5731 - ABANDONKENT OF DOGS --Any cwner or possessor of any dog who deposits or abandons said dog in any building, lot enciosure, lane, square or street., schGol ground, playground or any. public place within the City of Redlands shall be deemed guilty of a misdemeanor. Sec. 5732 - Whenever any animal subject to rabies shows symptoms of rabies, such Owner or persons having the custody Or possession of such animal shall immediately confine it and notify the Chief of Police and keep said animal confined until it A determined whether, suoh animal is rabid. Sec. 502.1 - RABID BITE - INEEDIATE CONFINEMEVT OF ANIMAL BITTEN --Whenever any animal shall be bitten by another animal hairing rabies, the owner or person having custody or po5yession of the animal so bitten, shall upon bejmg informed thereof, either destroy- such animal or confine it, and keep it confined or tied , for a period of six months, and the CbAef of Police- shall have power, in his discretion, to destroy or qiaarantine the animal so bitten, if the owner or person having the V11"UARE ANDIALS CHAPTER 157 oustod- y or possession -thereof refuses or Is 'unable immediately to confine the animal. See. 5732.2 - OFFICIAL OBSER71FEIS S'YMFT0.MS OF RABIES -- MAY CAUSE EXAMINATION -- If it shall reasonably appear to the Chief of Police or his representatives that a dog or other animal has rabies, he may hold said animal for examination by a licensed veterinarian or for such tie as he mary consider advisable. See. 5733 - DOG BITE QUARANTINE -- Whanever it is shown that any dog has bitten any person,, the owner or person hayring the custody or possession thereof shall upon order of the Chief of Policeg quarantine it and keep it tied ap or confined at the owners expense for a period of fourteen days and may cause a licensed veterinarian to make an inspection. or examinatiozi thereof at any time during sue-h period. Dogs qua.rantined must not be removed from the premises without permission of the Chief of Police, Sec. 5T33.2, - VIECIOUS DOG QUARANTINE -- If it, shall be determined by the Chief of Police that any dog is a d--g,, although not afflicted vdth rabies,, the Chief of Police shall thereupon order the peraon who owmz or, has the custody of said dog that sajid person at all.. times thereafter, or utntil further order of said Chief of Police, shall keep the said dog securely fastened by chain, or securely confined within. the private property of such awner or person having the custody of said dog, or keep said dog Ln such manner as said Chief of Police shall direct to prevent- it from biting or hairing the opporti)n,ity of biting the public. The person or persons recelin:ng said order of confinement shall, thereafter at all times keep the said dog secta-ely fastened by chaim. or confined within the pri- vate property of such owner or persons having custody of said dog, as the Chief of Pclica shall dlrect to 'pre-trent the said dog from endangering the public-, and v1o,_Lation of the said order of the Chief of Police ,5h.a11, constitute violation of this Article. In determin-tilig Yrrbether or not said dog is vicious the Chief of Police shall be guided by the follrxwing.- (a) Whether or not the said dog has bitten any person,, (b) The circumstances surroiziding the occasion indicating the temper or ferocity. of the said dcg. (e:) The rep',itation of the said dog in the commimlty dn regard to its temper and fe.racity, and (d) Its general menace to the publdc. This section shall be operative regardless of whether or not the dog in question has been. vaccinated arid tagged as required in Sections 571 and 572 of this Code. Sec. 5733.2 - QUARANTINED PREMISES MAY BE POSTED -- The Chief of Police may post or cause to be posted an appropriate sir-) cn any pre, ises where a dog has been m quarantined pursuant to this article to warn the public of the fact. It shall be un-law-ftLI for any person to remove a sign posted pursuant to this section. with- out Permission of the Chief of Police. Sec. 5734 - PENALTY -- Any person violating any of the provisions of this article., shall be guilt--y of a misdemeanor a.nd,, upon conviction thereof, shall be punished by a fine of not. less than tweent- y-five ($25.00) dollar3, and not more than five hundred, ($500-00) dollars or by impri.-sammet)t for a period of not more than 6 months or by bo'71h su,°h fi.ne and
