HomeMy WebLinkAboutOrdinances_2485_CCv0001.pdf ORDINANCE NO. 2485 AN ORDINANCE OF THE CITY OF REDLANDS AMENDING CHAPTER 2.52 OF THE REDLANDS MUNICIPAL CODE RELATING TO THE CITY'S EMERGENCY ORGANIZATION THE CITY COUNCIL OF THE CITY OF REDLANDS DOES ORDAIN AS FOLLOWS: Section 1. Section 2.52.010 of the Redlands Municipal Code is hereby amended to read as follows: "2.52.010 A. The City will participate in the County of San Bernardino Operational Area Disaster Response and Recovery organization as required by California Government Code section 8607. As part of that participation,the City hereby adopts the Standardized Emergency Management System(SEMS). The SEMS framework includes use of the Incident Command System(ICS),multi- agency or inter-agency coordination,participation in the Master Mutual Aid Agreement and System of the State of California and of operational area concept. B. As used in this Chapter, "emergency" means the actual or threatened existence of conditions of disaster or of extreme peril to the safety of persons and property within the City caused by such conditions as air pollution, fire, flood, storm, epidemic, not, or earthquake, or other conditions, including conditions resulting from war or imminent threat of war, but other than conditions resulting from a labor controversy, which conditions are or are likely to be beyond the controls of the services, personnel, equipment, and facilities of the City, requiring the combined forces of other political subdivisions to combat." Section 2. Section 2.52.050 of the Redlands Municipal Code is hereby deleted in its entirety and rewritten to read as follows: "2.52.050 Disaster Council - Creation- Membership. The City Disaster Council shall consist of the following: A. The Mayor of the City, who shall be the chairperson; B. The City Manager of the City,who shall serve as the Director of Emergency Services, and who shall be Vice-Chairperson. C. The Emergency Services Chief who shall coordinate all emergency services for the City and is provided for in the current plan of the City." Section 3. Section 2.52.090 of the Redlands Municipal Code is hereby deleted in its entirety and rewritten to read as follows: "2.52.090 Emergency Services Chief. There is hereby created the position of Emergency 1 AcaAmQrdU485.wpd 1 Services Chief. The Emergency Services Chief shall manage and coordinate all activities and responsibilities of this office." Section 4. Section 2.52.120 of the Redlands Municipal Code is hereby deleted in its entirety and rewritten to read as follows: "2.52.120 Emergency Services Chief- Powers and Duties. The Emergency Services Chief shall, under the supervision of the Director of Emergency Services, develop emergency plans, manage and coordinate the Emergency Operations Center and the emergency programs of the City,and shall have such other powers and duties as may be assigned from time to time by the Director." Section 4. Section 2.52.150 of the Redlands Municipal Code is hereby deleted in its entirety and rewritten to read as follows: "2.52.150 Organization - Emergency Plan. The Emergency Services Chief shall be responsible for the development of the City of Redlands' Emergency Plan, which plan shall provide for the effective mobilization of all of the resources of the City,both public and private, to meet any condition constituting a local emergency, state of emergency, or state of war emergency; and shall provide for the organization, powers and duties, services,and staff of the emergency organization. Such plan shall take effect upon adoption by resolution of the City Council." Section 5. The Mayor shall cause this ordinance,or a summary of it,to be published once in the Redlands Daily Facts, a newspaper of general circulation within the City and thereafter this ordinance shall take effect in accordance with law.
