Declaration of Purpose. Public safety is here- by the uninterrupted operation of by declared to requ re certain industries essential to national defense, such as the 7 aircraft manufacturing industry, and of companies or agencies supplying water, gas, electric and other essential services, 8 be protected by preventing the intrusion upon the properties thereof of idle, curious or malicious persons and of persons 9 whose presence thereon is not necessary, and by prohibiting the loitering about such places by persons capable of inflicting 10 harm or of impeding the operation conducted thereon. 11 Section 2. Posting Manner Of, Prescribed. Any person, firm, corporation, governmental agerjay) depa-FE—ent or instru- 12 mentality having possession or control, of any of the facili- ties , plants or utility properties enumerated in section 3 13 hereof, may post, at each entrance to any structure devoted to any use so enuii1eruted, at each entrance to any fenced or en- 14 closed area devoted to any such use, and at intervals of not more than three hundred feet around any area devoted to such 15 use , substantial signs riot less than one square foot in area, displaying prominently in addition to such other information 16 as may be deemed desirable, the words, "TRESPASSING - LOITERING FORBIDDEN BY LAW" in legible letters not less than two inches 17 in height; provided, however, that any public waiting room, dining room, office or other portion of any such structure or 18 premises to which general public access is required in the normal use and operation thereof or where materials are deliver- 19 ed to or received by the public , shall not be so posted. 20 The "posted boundary" of any area shall be a line running from sign to sign, and such line need not conform to the legal 21 boundary or legal description of any lot, parcel or acreage of land. 22 Section 3. 'Posting - Where permitted. The places which 23 may be posted are the following: 24 (a) Every airport, and every plant , field and structure used for the manufacture , assembling or testing of aircraft; 25 (b ) Every tank-farm$ refinery, compressor-plant or ab- 26 sorption plant , marine terminal, pipe line pumping station and reservoir, used for bulk treatment , bulk handling or bulk 27 storage of petroleum or petroleum products; 28 (c ) Every reservoior, dam, pumping station, aqueduct, main canal or pipe line , of a. public water system, 29 (d) Every reservoir, dam, generating plant, receiving 30 station, distributing , station ,:,-nd transmission line of a company or agency furnishing electrical energy; 1 and distribution of gas•, 2 (f) Every plant or vital- part thereof or ot7:er principal 3 property essential to rendering telephone or telegraph service; 4 (g) Every radio broadcasting central plant or station; 5 (h) Every railroad bridge or tunnel- 6 (i) Every plant for the bulk storage of dynamite , giant powder, gun powder or other explosive. 7 Section 4. Trespass R - a Misdemeanor. When any such 8 premises is poste as provided in t iso sec" ion, it shall be un- lawful for any person to go upon or to remain upon any place with- 9 in the posted boundary of any such premises, or to enter or to remain in any such posted structure, without having upon his per- 10 son the express written consent of the person, firm, corporation , department or agency lawfully in possession or control thereof. 11 Rection 5. Loitering - a Uisdeanor. It shall be unlawful. 12 for any person to loiter n the immediate vicinity of any premises posted as provided in this section while having in his possession 13 any explosive, tool, or device , of whatever character capable of doing harm or damage to any structure, machinery, equipment or 14 other property of a similar or dissimilar character, installed or located upon such posted premises or area. 15 Section 6. Exem t� ions. This ordinance does not apply to 16 any entry in the course of duty of any peace officer nor to -.ny person traversing an established and existing public sidewalks 17 street or highway. 18 Section 7 . Damagi Stens. Every person who tears down, defaces or destroys, or causes to be torn down, defaced or de- 19 stroyed., any sign placed or pasted under the provisions of this ordinance without the consent of the person, firm, corporation, 20 governmental agency, department or instrumentality having pos- ession or control of the premises on which such sign has been 21 erected is guilty of a misdemeanor. 22 6ection S. Penalty cause . Every person, as principal, agent or otherwise , violating any of the provisions of this or- 23 dinance shall be deemed guilty of a misdemeanor and upon convic- tion thereof shall bepunishable by a fine of not to exceed Three 24 Hundred Dollars ($300.00) or by imprisonment in the city ail in the City of Redlands, California, or in the County Jail of San 25 Bernardino County, California., for a period of not to exceed three ( ) months , or by both such fine and imprisonment. 26 Section 9. If any provision of this ord - nance , or the appli- 27 cation thex°eof to any person or circumstance, is held invalid, the remainder of the ordinance and the application of such provi- 2g sion to ether persons or circumstances shall not be affected there by. 29 Section 10.
